Most small business sites are a design job with light development. If someone quotes a large development budget for a brochure site, ask what is being developed. Conversely, if your site needs to calculate, integrate, sync, gate or transact, that is development and pricing it as design produces a quote that will not survive contact with the work.

Speed of delivery
Most small business builds take about two days once decisions and content are in place. Genuine custom development takes longer, and the honest signal is that anyone quoting two days for a complex integration has not understood the requirement.
