The short answerRetargeting is the highest-return spend in most accounts and the easiest to overspend. Done well, it segments visitors by what they did and how recently, shows each segment a different message in sequence, caps frequency, excludes people who already converted and measures lift against a holdout. How retargeting works after privacy changes
Third-party cookies are limited, iOS restricts app tracking and consent rules shrink audiences, so retargeting now runs on first-party data: site events through server-side tracking, customer lists, engagement audiences inside each platform (video viewers, page engagers, lead form openers) and consented email and SMS. Sequencing and frequency
