Behavioral health marketing is the work of helping people, and the families supporting them, find the right level of mental health care and contact a program that can admit them. For mental health marketing at program scale that means pages for each level of care, tracking that keeps health information out of ad platforms, search and paid campaigns inside Google and Meta health rules, referral partner outreach and an admissions process that answers quickly. Progression Agency is based in New York City and works with clients across the United States and worldwide.

The short answerWe market outpatient mental health clinics, IOP and PHP programs, residential mental health and eating disorder programs, adolescent programs (speaking to parents and guardians) and multi-clinician practices. Work starts with a tracking and consent review, then level of care and payer pages, search, paid campaigns inside platform policy and referral partner materials. Results are reported as assessments and admissions by source, not clicks. Expect tracking fixes in the first month and search gains over six to twelve months. Monthly retainers start at $1,500.
Prices are Progression’s published SEO retainers, one-off project prices, fixed website prices and social packages; paid media is quoted after a written scope. Laws and platform rules are named in the sections where they apply. This page is general information, not legal advice.
What is behavioral health marketing, and who is it for?
It is marketing for providers of mental health and substance use care, built around how people choose a level of care. This page covers mental health programs; addiction treatment has its own rules and its own page.
Is behavioral health the same as mental health?
Not quite. Behavioral health is the wider term and usually includes substance use as well as mental health. Programs that treat addiction, detox or residential substance use should see our rehab marketing agency page, which covers certification and admissions for that market.
The programs we write for
Outpatient mental health clinics, intensive outpatient (IOP) and partial hospitalization (PHP) programs, residential mental health, eating disorder programs, adolescent and young adult programs, psychiatric practices and community mental health centers. Solo therapists are better served by our marketing for therapists page.
What a mental health marketing company actually changes
A good mental health marketing company changes three things: whether the right people find the program, whether they understand what it offers and costs, and whether someone answers when they reach out. The third is often the weakest, and it costs nothing in media.
How do people and families choose a mental health program?
They choose on level of care, insurance, wait time, schedule and whether the program feels safe. Most of those are facts a page can state, which is why plain program pages outperform slogans.
Level of care comes first
A person stepping down from inpatient care, a parent worried about a teenager and an adult who can only attend evenings are looking for different programs. Each level of care needs its own page that says who it is for, what a week looks like and how someone moves between levels.
Insurance and cost
Many inquiries end the moment cost feels unclear. List the payers you are in network with, explain how verification works and how long it takes, and say what happens if a plan is out of network.
Waitlists and telehealth
If there is a wait, say so and say how long. If the program offers virtual tracks, say which states you can serve.
Marketing to parents and guardians
Adolescent programs speak to parents and guardians, never to minors. Pages, ads and emails are written for the adult making the decision, with clear consent and privacy language.
Compliance before campaigns
Health marketing has rules that ordinary local marketing does not: HIPAA on tracking tools, ad platform health policies, federal rules for substance use records and referral payments, and clinical ethics codes. We build campaigns inside them. This is a summary, not legal advice.
HIPAA and tracking on program pages
The HHS Office for Civil Rights bulletin on online tracking technologies says HIPAA-regulated providers must not let tracking tools disclose protected health information to vendors without a permitted basis, and that a vendor receiving it needs a business associate agreement. In June 2024 a federal court in Texas vacated the part of the bulletin covering an IP address linked to a visit to an unauthenticated public page about health conditions or providers. Booking forms, patient portals and intake flows remain sensitive. Our analytics and conversion tracking implementation project sets tracking up to respect those limits.
42 CFR Part 2 where substance use care is part of the program
If a program also provides substance use disorder treatment, 42 CFR Part 2 adds restrictions on the use and disclosure of those patient records, as section 2.2 of the Part 2 regulations states. Marketing systems should never receive those records.
The FTC Health Breach Notification Rule
Apps and personal health record tools outside HIPAA can fall under the FTC’s Health Breach Notification Rule, which 16 CFR 318.1 says applies to vendors of personal health records, related entities and their service providers, and not to HIPAA-covered entities. It matters when a program adds a symptom tracker or app.
Referral payments
Federal law at 18 U.S.C. 220 makes it a crime to pay or receive kickbacks for referrals to recovery homes, clinical treatment facilities and laboratories, with fines of up to $200,000 and up to 10 years in prison for each occurrence. Programs with any substance use care should never pay per admission. Bought patient leads carry similar risks; our healthcare lead generation page explains the difference between buying leads and earning them.
| Rule | What it covers | What it means for marketing |
|---|---|---|
| HHS tracking bulletin (HIPAA) | Tracking tools on providers’ websites and apps | No health information to ad or analytics vendors without a permitted basis; agreements where required |
| Google healthcare and medicines policy | Ads for health services, including addiction services | Addiction treatment ads in the US need LegitScript certification |
| Google personalized advertising policy | Sensitive categories, including health | No advertiser-curated audiences or Customer Match for health promotion |
| Meta advertising standards | Personal attributes in ad copy | Ads must not assert or imply a person’s physical or mental health |
| 42 CFR Part 2 | Substance use disorder patient records | Keep those records out of every marketing system |
| 18 U.S.C. 220 (EKRA) | Payments for referrals to treatment facilities, recovery homes and labs | No paid referrals or per-admission fees |
| FTC Health Breach Notification Rule | Health apps and records outside HIPAA | Breach duties if the program runs such a tool |
The program website: levels of care, payers and a visible crisis line
The site has to answer the questions a family asks on the first call, before they call. That means a page per level of care, a payer page, an admissions page and a crisis line on every screen.
A page for every level of care
Each page says who it serves, the schedule, the therapies offered, typical length of stay described honestly, how someone is assessed and how they step up or down. Our healthcare website design work builds these templates; fixed website prices are listed below.
The crisis line, on every page
Programs are not crisis services, and people in crisis sometimes land on program pages. The 988 Suicide and Crisis Lifeline takes calls, texts and chats around the clock, free and confidential, and naming it in the header or footer of every page is a simple safeguard.
Forms that ask only what is needed
The first form should collect a name, a contact method and the best time to call. Clinical details belong in the admissions call, not in a web form that may pass through tracking scripts.
- Level of care pages: outpatient, IOP, PHP, residential
- Ages served and conditions treated, with who is referred elsewhere
- Payer page with in-network plans and verification steps
- Admissions page: what the first call covers and how long it takes
- Clinical team page with credentials and license types
- Family and parent page for adolescent programs
- Location pages with directions, parking and virtual options
- 988 named in the header or footer of every page
Behavioral health SEO for programs and conditions
Behavioral health SEO works when each program and condition page is reviewed by a clinician and states facts a search engine can match: the level of care, the ages, the location and the payers. Thin pages repeated for every town do the opposite.
Condition pages with clinical review
Write one page per condition you treat at program level, such as depression, anxiety, trauma, bipolar disorder or eating disorders, naming the levels of care available for it. Each page carries a clinical reviewer’s name and the date reviewed.
Location pages without duplication
A program with several sites needs a page per location with its own address, schedule, team and directions. Our healthcare SEO agency page covers multi-location technical work, and for addiction programs rehab SEO covers the substance use side.
Treatment locators and directories
SAMHSA lists FindTreatment.gov among its treatment locators. Keep your listing there, on the Google Business Profile and on the directories families use current and consistent with the site.
Behavioral health digital marketing inside Google and Meta rules
Behavioral health digital marketing, or mental health digital marketing at program scale, is paid search, paid social, email and content working together, each inside the platform’s health rules. The rules mostly limit targeting, not whether a program can advertise.
Mental health Google Ads and LegitScript
Google’s healthcare and medicines policy restricts recovery-oriented drug and alcohol addiction services and requires US advertisers promoting them to hold LegitScript certification. A mental health program that does not promote addiction treatment is outside that certification requirement, though its ads still follow the wider healthcare policy. Mental health Google Ads campaigns run on search terms, not on audiences built from health data.
Audiences and remarketing
Google’s personalized advertising policy treats health as a sensitive category: advertiser-curated audiences cannot be used when promoting in it, and Customer Match is not supported. Remarketing lists built from program page visitors are off the table for health promotion.
Meta ad copy
Meta’s advertising standards say ads must not assert or imply personal attributes, including physical or mental health. Write about the program (evening IOP for adults in the city) rather than about the reader (struggling with depression?).
Mental health advertising campaigns that respect the reader
Mental health advertising campaigns work best when they describe the program, the schedule and the next step, and avoid fear, urgency or outcome promises. Our healthcare advertising agency page covers paid media across health providers more broadly.
| Channel | Best use | Main limit | What to measure |
|---|---|---|---|
| Organic search | Level of care and condition pages | Takes six to twelve months | Assessments booked from organic visits |
| Google Ads | People searching for a program type now | Health is a sensitive category for targeting | Calls and forms that reach admissions |
| Meta ads | Awareness among parents and partners | No copy implying the reader’s condition | Inquiries, not clicks |
| Referral partners | Hospitals, primary care, schools, EAPs | No payments for referrals | Referrals received and admitted |
| Directories and locators | Families comparing programs | Listings drift out of date | Calls from each listing |
| Alumni, families and referrers who opted in | Never health details in subject lines | Replies and referrals |

Referral partners: hospitals, primary care, schools and EAPs
For many programs, referrals from clinicians and institutions matter as much as search. A referral partner kit makes it easy to send the right patients and hard to send the wrong ones.
What goes in a referral kit?
A one-page summary per level of care, admission criteria and exclusions, payers, a direct referral line and fax, typical time to assessment, and how the program reports back to the referrer with consent.
Ethics of referral relationships
Referral relationships are earned with information and responsiveness, never with payment. Gifts, per-referral fees and lead purchases tied to admissions create legal risk, especially where substance use care is involved.
- Hospital discharge planners and emergency departments
- Primary care practices and pediatricians
- School counselors and college counseling centers
- Employee assistance programs
- Outpatient therapists stepping clients up a level
- Psychiatrists and nurse practitioners
- Alumni of the program, with consent
Admissions response and follow-up
Most of the return on marketing spend is decided after the inquiry: how fast someone answers, how clearly cost is explained and whether people who are not ready are followed up with care.
Answer quickly, and say when you will call back
Families often call several programs in one evening. A person who answers, or a voicemail that says exactly when someone will call back, keeps the inquiry. We review call recordings, with consent and appropriate safeguards, before spending more on media.
Referring out is part of the brand
When a caller needs a different level of care, giving them names and numbers of programs that fit builds the reputation referral sources notice. It is also the right thing to do.
Reviews and testimonials under clinical ethics codes
Programs can respond to reviews and ask for general feedback, but soliciting testimonials from current patients runs into the ethics codes most clinicians work under.
What the codes and the FTC say
The NASW Code says social workers should not solicit testimonial endorsements from current clients or others vulnerable to undue influence, and the APA and ACA codes have similar limits. The FTC’s rule at 16 CFR 465.2 bars fake reviews and testimonials. Our review management service works inside both.
Responding without confirming anyone is a patient
A reply to a review should never confirm that the reviewer was treated. Thank them, invite them to call the program directly and keep clinical details out of public replies.
A mental health marketing strategy and plan for a program
A mental health marketing strategy sets which levels of care to fill, which referral sources and searches feed them, and how admissions will respond. The behavioral health marketing plan turns that into twelve months of work with an owner for each task.
Mental health marketing strategies that suit programs
The mental health marketing strategies that fit programs best are the ones that match a level of care to a reader: step-down pages for hospital discharge, evening tracks for working adults, parent pages for adolescent care. Marketing strategies for mental health services should start where open capacity is, not where traffic is easiest.
What does IOP marketing need?
IOP marketing leans on schedule and flexibility: day or evening tracks, virtual options and how the program fits around work or school. Referral partners matter here, because outpatient therapists often step clients up to IOP.
Mental health marketing ideas that need little budget
Some of the best mental health marketing ideas cost very little: a referral kit for local therapists, a parent guide to levels of care, a waitlist message that keeps people informed, and an accurate listing on every locator and directory.
| Months | Work | What you should see |
|---|---|---|
| 1 | Tracking and consent audit; admissions call review | A clean measurement baseline; fixed forms |
| 2 to 3 | Level of care, payer and admissions pages | Clearer inquiries; fewer wrong-fit calls |
| 3 to 4 | Paid search inside policy; referral kit | First inquiries from paid search and partners |
| 5 to 8 | Condition and location pages with clinical review | Growing organic inquiries |
| 9 to 12 | Reporting by source; budget moved to what admits | Cost per admission by channel |
Measure admissions and intakes, not leads
Clicks and form fills mean little in this market. Report assessments booked and admissions by source, using systems that keep health information out of advertising platforms.
Digital marketing for mental health professionals, measured honestly
Digital marketing for mental health professionals should be judged on the same numbers the program director watches: inquiries that reach admissions, assessments completed and admissions by level of care. We report those monthly and say plainly when a channel is not working.
Keeping measurement private
Call tracking, form tracking and CRM reporting can attribute inquiries to a source without sending health details to ad platforms. That setup is part of the first month, before any spend increases.
How AI assistants answer questions about mental health programs
People ask ChatGPT, Claude, Perplexity, Gemini, Copilot and Google’s AI Overviews questions such as which programs near me offer evening IOP for adults, or which eating disorder programs take a particular plan. Answers lean on pages that state those facts plainly.
What do assistants tend to cite?
Program pages that state level of care, ages, location and payers; the Google Business Profile; treatment locators and directories; and clear answers to the questions families ask. Google says its AI features need no special markup, and pages must be indexed and eligible for a snippet, in its AI features documentation.
What to publish so the program is named
A page per level of care with the facts in the first paragraph, a payer page, an admissions FAQ and consistent listings. Our AEO for rehab centers page covers the same idea for addiction treatment, and AEO for therapists for solo practices.
How to choose a behavioral health marketing agency
Choose a behavioral health marketing agency that starts with compliance and admissions, can explain each platform’s health rules without looking them up, and reports admissions rather than clicks. Ask the same questions of any mental health marketing agency you consider.
| Requirement | How to check it |
|---|---|
| Tracking reviewed before any campaign | Ask what they would remove from your site in month one |
| Knows LegitScript scope | Ask when certification is and is not needed for your program |
| No health-based audiences | Ask how they target without remarketing lists |
| No paid referrals or bought patient leads | Ask how they price; per-admission fees are a warning |
| Clinical review of content | Ask who reviews condition pages and how it is shown |
| Admissions reporting | Ask for a sample report with assessments and admissions by source |
| Written scope and published prices | Ask for the scope in writing before signing |
- Guaranteed admissions or census numbers
- Remarketing to people who visited program pages
- Fees per admission or per patient
- Ad copy that names the reader’s condition
- Condition pages with no clinical reviewer
- Reports with clicks and impressions but no intakes
