Updated October 2026 · Written and maintained by the Progression Agency strategy team
Lead generation for higher education is the work of attracting prospective students to a specific program, capturing their contact details with consent, and moving each inquiry toward an application through fast, relevant follow-up. We build it for graduate and professional schools, online and hybrid degree programs, continuing-education units and degree-completion programs for adults, and we measure it by applications and enrolled students rather than by raw lead counts. Progression Agency is based in New York City and works with clients across the United States and worldwide.

The short answerLead generation for higher education has four working parts: program landing pages with short, consent-based forms; paid and organic channels aimed at adults who fit the program; follow-up by email, text and phone that starts within minutes and adapts to each stage; and a CRM hand-off that gives admissions a complete record. It is measured by cost per inquiry, inquiry-to-application rate and cost per enrolled student, by source. Paid channels produce inquiries within weeks; the full picture needs one admissions cycle. We work with adults only and never buy or sell student data.
Rules and platform details were read on Department of Education, FCC and FTC regulation and guidance pages, NC-SARA and platform help pages in October 2026 and may change; enrollment figures are National Center for Education Statistics data for fall 2021. Progression publishes no price for this service; each quote follows a written scope.
What is higher education lead generation?
Higher education lead generation is the part of recruitment that produces inquiries from qualified adults for a named program and turns them into applicants. It starts with a person who asks, gives consent and gets an answer, not with a purchased list.
| Term | Definition | Who owns it |
|---|---|---|
| Prospect | Someone who fits the program but has not made contact | Marketing |
| Inquiry | A person who asked about the program and agreed to be contacted | Marketing |
| Qualified lead | An inquiry that meets basic fit: degree held, timing, format, location rules | Marketing and admissions |
| Applicant | A person who submitted a complete application | Admissions |
| Admitted student | An applicant who received an offer | Admissions |
| Enrolled student | A person who deposited or registered and started the term | Admissions and the registrar |
What does lead generation do for a program?
It fills the top of the funnel with the right people and keeps them moving. A good program raises the share of inquiries that apply, shortens the time from first contact to application and tells the institution which channels produce enrolled students.
Lead generation and enrollment marketing: where one ends
Lead generation is the inquiry-to-application slice. Whole-program enrollment marketing, brand, yield and retention sit with our higher education marketing team, and institution-wide strategy for schools and education companies sits with our education marketing agency. Enrollment management, the institution-wide planning of recruitment, aid and retention, is broader than either.
Lead generation versus demand generation
Demand generation builds awareness and preference before anyone asks; lead generation captures and converts the people who do ask. Most graduate programs need both, but they are measured differently. Our demand generation agency page covers the awareness side.
The enrollment funnel, stage by stage
The enrollment funnel tracks a prospective student from first visit to first class. Each stage needs its own message, its own next step and its own metric, so a drop at one stage is visible instead of hidden in a total.
| Stage | What moves people forward | Metric to watch |
|---|---|---|
| Visitor to inquiry | A specific program page, a short form, a clear reason to ask now | Form conversion rate by source |
| Inquiry to engaged lead | A reply within minutes, a counselor’s name, an info session invitation | Contact rate within the first day |
| Engaged lead to applicant | Deadlines, fee waivers where offered, help with documents | Inquiry-to-application rate |
| Applicant to admitted | Complete files, timely review, status updates | Application completion rate |
| Admitted to enrolled | Cost and aid clarity, faculty contact, an easy deposit | Yield rate |
| Enrolled to started | Orientation, registration help, a first-week check-in | Melt between deposit and start |
What is the lead generation process for a single program?
Define who the program is for, build a page and form for that person, choose two or three channels where they spend time, follow up fast and in stages, hand each lead to the CRM with its source, then review cost and conversion by stage every month.
Why totals hide the problem
Lead generation for universities often reports one inquiry total across dozens of programs. A program with more inquiries but fewer applications has a follow-up or fit problem, not a volume problem. Reporting by stage and by source shows which it is, and keeps the budget away from channels that only inflate the first number.
Programs we generate leads for: graduate, online, adult and continuing education
We work only on programs for adults: graduate and professional degrees, online and hybrid programs, certificates, continuing and professional education and degree completion. Nothing on this page, and nothing we run, is aimed at minors.
Graduate program lead generation
Graduate prospects compare programs for months, weigh cost against career outcomes and want to hear from faculty. Their inquiries come from search, LinkedIn and info sessions, and they respond to specific detail: format, schedule, admission requirements and total cost.
Online degree lead generation
Online learners care about flexibility, accreditation and support. Pages should answer how classes run, what is live and what is not, the time commitment per week and which states the program can enroll from.
MBA lead generation
MBA prospects segment sharply by format: full-time, part-time, online and executive. Each format needs its own page, audience and nurture, because a career changer and a sponsored manager ask different questions.
Continuing education marketing for professionals
Continuing education marketing reaches working adults who need a license renewal, a credential or a new skill. Lead generation in education at this level often runs on short cycles and employer relationships, and lead generation for education buyers inside companies can sit beside individual enrollments.
Adult learner recruitment and degree completion
Adults returning to finish a degree want to know which credits transfer, how long it will take and what it will cost. Adult learner recruitment works when those answers come first and a real person follows up.
Where qualified inquiries come from: sources and channels
The best sources are the ones where the right adults already look for programs: search, professional networks, info sessions and people who know the institution. We choose two or three per program and add more only when those convert.
| Channel | Best for | Watch out for |
|---|---|---|
| Paid search | People comparing specific programs now | Broad terms that bring undergraduates or job seekers |
| Organic search | Lasting inquiries at low marginal cost | Takes months; needs program pages with real detail |
| Lead forms on Google and Meta | Short forms without leaving the platform | Lower intent; needs fast, qualifying follow-up |
| LinkedIn Lead Gen Forms | Graduate, MBA and executive programs | Higher cost per click; worth it only for fit audiences |
| Virtual info sessions | Engaged leads who meet faculty | Registrants who do not attend without reminders |
| Alumni and referrals | Warm, well-fitting prospects | Needs a simple referral path and thanks |
| Bought or shared lists | Fast volume | Weak intent, shared with other schools, consent risk |
Paid search for program-specific intent
Search ads work best on program-plus-format searches, such as an online master’s in a field, plus the institution’s own name. Google’s lead form assets let people submit details inside Search and Performance Max ads; they require a privacy policy link and an account with a strong policy record.
Lead ads on social platforms
Meta’s lead ads collect inquiries through instant forms across Facebook, Instagram and WhatsApp and can connect to a CRM for follow-up. They produce volume quickly, so the follow-up must qualify each person before admissions spends time on them.
LinkedIn for graduate and professional programs
LinkedIn’s Lead Gen Forms come prefilled with profile data and run with Sponsored Content and Message Ads. For MBA, executive and professional programs, targeting by job title, industry and seniority usually beats lower-cost platforms on fit. Our LinkedIn ads agency page covers the platform.
Organic search and program pages
Program pages that answer cost, format, schedule, admission requirements and outcomes earn inquiries for years. Our higher education SEO team owns that work; lead generation makes sure every page has a form, tracking and a fast reply.
Virtual info sessions and webinars
An info session with a faculty member and a current student turns an inquiry into an engaged lead. Registration pages, reminders, a recording for no-shows and a next step at the end matter as much as the session. See webinar marketing.
Online and graduate demand: what the federal data shows
Distance study is now normal at the graduate level. Federal figures for fall 2021 show that 40 percent of postbaccalaureate students took distance courses exclusively and 56 percent took at least one, which shapes where and how prospective students look for programs.
What the figures mean for lead generation
Online and hybrid programs compete beyond their region, so search and social targeting can reach far wider, and state authorization rules decide where the program may enroll. Pages and forms should state those limits up front.
Part-time learners need different follow-up
Of about 3.2 million postbaccalaureate students in fall 2021, roughly 1.4 million studied part-time. Part-time adults decide around work and family, so evening contact windows, text follow-up with consent and clear time-per-week figures help.

Higher education landing pages and forms that convert
A program landing page has one job: to turn a qualified visitor into an inquiry. It names the program, states format, length, cost and start dates, shows a faculty or student voice and offers one short form.
| Field | Keep it? | Why |
|---|---|---|
| Name and email | Yes | Needed for any follow-up |
| Phone with a consent checkbox | Yes, optional field | Calls and texts need consent records |
| Program of interest | Yes | Routes the lead to the right counselor and nurture |
| Intended start term | Yes | Separates ready prospects from researchers |
| Highest degree completed | For graduate programs | Basic fit for admission |
| State or country of residence | For online programs | Authorization and licensure rules |
| Long free-text questions | No | Lower completion; ask later in the conversation |
University lead generation pages per program, not per school
A general request-information page gathers vague inquiries. University lead generation works better with a page per program or format, so the ad, the page and the follow-up all speak to the same person.
Consent language that holds up
Under the FCC’s telemarketing rule, autodialed or prerecorded marketing calls and texts to wireless numbers need prior express written consent: a signed agreement, which can be electronic, that clearly authorizes the contact and says signing is not a condition of purchase. We write the consent text with your compliance office and store the record.
Testing forms and pages
We test one change at a time: form length, the call to action, the order of facts, a faculty video. Tests need enough traffic to read, so small programs test less often and rely more on proven patterns. See landing page design and conversion rate optimization.
Enrollment lead generation depends on speed: the follow-up cadence
Reply within minutes, during the hours the person is most likely to answer, and keep a steady cadence after that. Interest fades quickly, and a prospective student who inquired at several schools often talks first to the one that answers first.
| When | Channel | Message |
|---|---|---|
| Within minutes | Email, and text if consented | Thanks, the counselor’s name, a link to book a call |
| Same day | Phone call | A short conversation about goals, timing and fit |
| Day 2 or 3 | Program detail: format, schedule, cost, requirements | |
| Week 1 | Email or text | Info session invitation or a faculty video |
| Week 2 | Phone or email | Application steps and deadlines |
| Monthly after that | Program news until the person applies or opts out |
Who answers, and when
Assign inquiries by program and time zone, set a response standard and measure it. Evening and weekend inquiries need an automatic reply with a booking link, then a human call the next working morning.
Text messages for adult learners
Many adults prefer a text to a call. With consent on record, short texts for session reminders and deadlines work well; we keep them brief, identify the institution and honor every opt-out. Our SMS marketing page has more.
Graduate student recruitment strategies: nurture by program and stage
In lead generation for higher education, nurture is the sequence that carries an inquiry to an application. It should differ by program and by stage: a researcher months from applying needs different messages from someone with an application half finished.
Prospective student nurturing in stages
Early messages answer fit and cost; middle messages bring faculty, students and outcomes; late messages focus on deadlines, documents and help. Each email has one next step, and anyone who applies leaves the sequence.
How to convert prospective students who stall
Look at where they stopped. People who never opened need a different subject line or channel; people who started an application need help with a specific document or a deadline reminder; people who attended a session need a counselor call.
Higher education lead nurturing in the CRM
Sequences run from the CRM so admissions can see every message sent. Our email marketing service builds the templates, and the FTC’s CAN-SPAM guide sets the basics: a postal address, honest subject lines and an opt-out honored within 10 business days.
Student recruitment marketing that respects the person
Student recruitment marketing for adults works on clarity and respect for time: real costs, real schedules, a named contact and no pressure tactics. It also stays truthful, which the federal rules described below make a formal requirement.
CRM and the hand-off to admissions
Every inquiry should reach the CRM within seconds, with its program, source, consent record and answers attached. Admissions then sees one complete record instead of a spreadsheet export.
Admissions CRMs we connect to
Many institutions run Technolutions’ Slate, which describes itself as a system for admissions, student success and advancement offices, or Salesforce Education Cloud, which includes recruitment and admissions. Others use HubSpot or a custom system. We map fields before launch and test with real submissions.
Lead scoring and routing
Simple scores work best: program fit, start term, engagement such as session attendance, and completeness of the record. High scores go to a counselor the same day; the rest stay in nurture. See CRM consulting and marketing automation.
Closing the loop on source
When the CRM records which applicants and enrolled students came from which channel, marketing can report cost per enrolled student. Without it, budgets follow cheap inquiries instead of good ones. Our marketing analytics page covers the tracking.
Why bought and shared lead lists underperform
Shared leads are usually sold to several institutions, captured under vague consent and gathered from people who asked about a category rather than your program. They cost less per lead and more per enrolled student.
The regulator’s view of deceptive lead generators
In August 2019 the FTC announced a $30 million settlement with a for-profit school operator over lead generators that posed as military recruiters or job services. The order required the company to review all lead generator marketing materials and barred it from using leads obtained deceptively.
What to ask education lead generation companies before you buy
Where and how was each lead captured? Does the consent name our institution? Is the lead sold to other schools? Can we see the exact form and ad? What is the return policy for bad data? Education lead generation companies that cannot answer these clearly are a risk to your brand and your compliance record.
Compliance: FERPA, TCPA, CAN-SPAM and Title IV rules
Lead generation for colleges and universities touches several federal rules. We build campaigns inside them and work with your compliance office, which decides how each applies to your institution; nothing here is legal advice.
| Rule | What it covers | How we work inside it |
|---|---|---|
| FERPA | Students’ rights over the disclosure of personal information from education records | Prospect data stays separate from student records; we never receive records we do not need |
| TCPA, 47 CFR 64.1200 | Prior express written consent for autodialed or prerecorded marketing calls and texts to wireless numbers | Consent checkbox, stored record, opt-outs honored |
| CAN-SPAM | Commercial email: postal address, honest headers, opt-out within 10 business days | Built into every template and list |
| 34 CFR 668.14(b)(22) | No commission, bonus or incentive payment based on securing enrollments for anyone in recruiting | Flat fees, never a payment per enrolled student |
| 34 CFR 668.71 | Substantial misrepresentation, including by entities contracted for marketing or recruiting | Claims about cost, outcomes and accreditation approved by the institution |
| State authorization and SARA | Where an online program may enroll students | Pages and targeting follow the states you are authorized in |
FERPA and prospect data
FERPA is a federal law that gives eligible students some control over the disclosure of personally identifiable information from education records. Prospect inquiries are usually not education records, but once a person enrolls, systems join; we keep marketing data and student records apart.
Incentive compensation and how we charge
Institutions that take federal student aid agree under 34 CFR 668.14(b)(22) not to pay any commission, bonus or incentive based in any part, directly or indirectly, on securing enrollments to anyone engaged in recruiting or admission. We charge flat fees for scoped work, never per enrolled student.
Truthful claims, including by vendors
Under 34 CFR 668.71, a misrepresentation by an organization the institution contracts with for marketing, advertising or recruiting can be treated as the institution’s own. Every claim about cost, outcomes, accreditation or employability on our pages is approved by your team first.
Online programs and state authorization
The State Authorization Reciprocity Agreements streamline rules for distance education, and institutions take part voluntarily. Your authorization status decides which states we target and what the program pages say.
Measuring lead generation for higher education: cost per inquiry, application and enrollment
Divide spend by results at each stage, by source. Cost per inquiry is the easiest number to lower and the least useful on its own; cost per application and cost per enrolled student show what a channel is really worth.
| Metric | Formula | What it tells you |
|---|---|---|
| Cost per inquiry | Channel spend divided by inquiries from that channel | How cheaply a channel produces contacts |
| Contact rate | Inquiries reached by a person divided by all inquiries | Whether follow-up is fast and persistent |
| Inquiry-to-application rate | Applications divided by inquiries, same source and period | Lead quality and nurture strength |
| Cost per application | Channel spend divided by applications from that channel | The first number worth budgeting on |
| Application-to-enrollment rate | Enrolled students divided by applications | Admissions and yield performance |
| Cost per enrolled student | Channel spend divided by enrolled students from that channel | What growth really costs |
What is a good cost per inquiry or per enrolled student?
There is no universal figure. It depends on the program’s price, competition, format and how well follow-up works. Work back from what an enrolled student is worth to the program and the share of that the institution is willing to spend, then compare channels against it.
Matching inquiries to enrolled students
Store the source on the CRM record at first contact and never overwrite it. Then the institution can report cost per enrolled student by channel at census, which is the number budget decisions should rest on.
Plenty of inquiries, too few applications?Share your inquiry and application counts by source and your follow-up steps. We reply with a free proposal that shows where the funnel leaks and what we would change in forms, cadence and CRM routing.
In-house team, agency or program manager: who should run it?
Most institutions mix all three: an in-house team that owns the CRM and admissions, an agency for media, pages and testing, and sometimes an online program manager for specific programs. The right split depends on volume and skills.
| Option | Strengths | Limits |
|---|---|---|
| In-house team | Knows the programs and culture, owns data and relationships | Hard to staff media buying, analytics and testing for every program |
| Agency | Specialist media, page and analytics skills on demand, flat fees | Needs access to CRM outcomes to optimize past inquiries |
| Online program manager | Bundled services for launching online programs | Long contracts; fee structures need compliance review |
| Mixed model | In-house owns admissions and data; partners run media and pages | Needs clear ownership of each funnel stage |
Questions for any revenue-share proposal
Revenue-share arrangements raise incentive compensation questions under the Title IV rule above. Ask your compliance office to review any fee tied to enrollments or tuition before signing.
What we need from your team
Program facts approved by the department, access to the CRM or a weekly export of outcomes, a named contact in admissions and one in compliance, and agreed response standards for new inquiries.
AI answers: how adult learners ask ChatGPT, Claude, Perplexity, Gemini and Copilot about programs
Lead generation for higher education now starts in AI answers as well as search. Prospective students ask assistants which online master’s programs fit a schedule, what a certificate costs or whether a program is accredited. Assistants answer from program pages, rankings, accreditor and government listings and reviews.
How the questions are phrased
Prompts usually combine a field, a format and a constraint: an online program a working parent can finish in two years, a certificate that counts toward a license, a part-time MBA near a city. Google AI Overviews and Copilot lean on search results.
What the assistants tend to cite
Program pages with clear facts in headings and tables, official sources such as federal data and accreditor directories, comparison and ranking pages, and forums where students talk. Pages that state cost, length and format plainly are easier to quote.
What to publish so the program is named
A page per program with cost, format, schedule, requirements and outcomes stated in plain sentences, a short FAQ, consistent facts across directories and an obvious inquiry form. Our AEO for colleges page explains the method in full.
What Progression runs each month
A monthly program covers pages, media, nurture, CRM routing, testing and reporting for each program in scope, with one owner on our side and a written plan you approve.
Every program in scope gets the same core work each month:
- Landing page updates for new start dates, deadlines and program facts
- Search, social and LinkedIn campaign management with weekly search-term and audience reviews
- Lead form and consent checks, with test submissions into the CRM
- Nurture sequences by program and stage, with new content each term
- Info session promotion, reminders and follow-up for attendees and no-shows
- One page or form test at a time, read when the data allows
- A monthly funnel report from cost per inquiry to cost per enrolled student
- A short call with admissions on lead quality and response times
- Next month’s plan, written and approved before work starts
The first 90 days
Weeks one and two audit the funnel and set up tracking and CRM fields. Weeks three to five build the landing page and form. Media launches in weeks six to eight, nurture and the first info session follow, and day 90 brings a review of cost per inquiry and per application by source.
How long until results appear?
Paid channels produce inquiries within days of launch. Applications follow over weeks to months, depending on the program’s cycle, and enrollment results are clear only after a full admissions cycle. Organic search takes several months to add inquiries.
How much does higher education lead generation cost?
Progression does not publish a price for this service: it depends on the number of programs, channels and start dates, so we quote after a written scope. Ad spend is paid directly to the platforms, and we never charge per enrolled student.
| Model | How it works | What to consider |
|---|---|---|
| Flat monthly fee | A set fee for scoped work across programs and channels | Predictable; no link to enrollment counts |
| Project fee | A fixed price for a build such as landing pages or CRM routing | Clear end point; pair with an ongoing owner |
| Fee per lead | A price per inquiry from a vendor’s own sources | Ask how leads are captured and whether they are shared |
| Fee per enrolled student | Payment tied to each enrollment | Raises the incentive compensation question for Title IV institutions |
| Percentage of ad spend | A share of media budget | Rewards spending more, not spending better |
What drives the cost
The number of programs and formats, the channels in scope, how many start dates a year, the state of the CRM and tracking, and how much page and creative work is needed. Organic search work follows our published SEO services retainers, which start at $1,500 a month.
Higher ed lead gen for a single program
A single certificate or master’s program can start small: one landing page, one search campaign, one LinkedIn or social test, an info session each month and a nurture sequence. That keeps education lead gen costs contained until the funnel numbers show which channel deserves more.
Paid media in the budget
Media is usually the largest line, and it should follow results by stage. We start with a test budget per program, read cost per application after a few weeks and move money to the channels that produce applicants. See PPC agency.
How to choose a higher education lead generation partner
The right partner for lead generation for higher education reports past the inquiry, works with consent-based data only and understands the federal rules. Higher education lead generation companies that cannot show cost per application are selling contacts, not students.
| Requirement | How to check it |
|---|---|
| Reports to application and enrollment | Ask for a sample report with cost per application by source |
| Consent-based data only | Ask to see the forms, consent text and where records are stored |
| No shared or resold leads | Get it in the contract |
| Fees not tied to enrollments | Read the fee clause with your compliance office |
| CRM experience | Ask which admissions CRMs they have connected and how they test |
| Adult audiences only | Confirm targeting excludes anyone under 18 |
| Institution approves claims | Ask how program facts and outcomes are approved before launch |
What are the red flags when hiring a lead generation partner?
Guaranteed enrollment numbers, prices per enrolled student, lead sources they will not name, consent text that lists many schools, and reports that stop at inquiry counts.
For EdTech vendors selling to universities
If you sell software or services to institutions rather than recruiting students, you need business-to-business lead generation aimed at buyers on campus, a different audience and sales cycle.
