Web Design Sacramento, CA: Website Design for Firms That Sell To or Speak To the State of California

Updated November 2026 · Written and maintained by the Progression Agency strategy team

Before anyone at a state agency or a prime contractor calls, they can look you up. Web design Sacramento CA firms need for that moment comes down to plain checks: certification shown correctly, pages everyone can read, and a capability page someone can forward. A website does not win a state contract; solicitations and certifications decide that. This checklist serves firms selling to the State of California and associations speaking to it, and it covers Government Code 7405 and 11135, DGS certification lines and cost. Progression is a New York City firm that works with Sacramento clients remotely, beginning with a free proposal and a written scope.

The short answer A website for a firm that sells to the state needs ten things settled before anyone calls: a name that matches the certification record, certification types written as the state writes them, a capability page in HTML with a tagged PDF copy, plain service categories, contract vehicles only if held, past work with permission, a named contact, recorded accessibility checks, an accessibility statement and a visible page date. A site cannot create a preference, certify a firm or replace a bid. The state’s accessibility rules are quoted as state agencies describe them, and whether they reach your own marketing site is a question for counsel.

The Department of General Services pages on the State Administrative Manual and on small business and DVBE certification, the Department of Rehabilitation’s laws page and the Secretary of State’s campaign and lobbying page were each opened on the site that publishes them in November 2026, and any of them can change. The statute text on the Legislature’s site was not readable, so Government Code sections are quoted as the state agencies describe them. Progression holds no state certification, and no statement here reports a result for a particular company.

What a state buyer or prime can see in ten minutes

A look-up is quick and it is public. Anyone who is considering your firm can type its name into a search box, open your site and decide whether to pick up the phone. The timeline shows an illustrative version, written for this page, of what those ten minutes might cover.

What does a state buyer see first?

Usually your name in a search result, then your about page. The first things to settle are who owns the firm, where it is based and which certifications it holds. Nothing here claims that state buyers follow this routine. It is a way to order the work, so that each stop has an answer ready.

Prime contractors have a stated reason to look. On its small business certification page, the Department of General Services says a non-small business prime that uses certified small business or micro business subcontractors for at least 25 percent of its net bid price is eligible for a bid preference of 5 percent of the lowest responsible bid, when competing against another non-small business. That makes a clear certification line on your site useful to a prime, though the line decides nothing by itself.

Web design Sacramento, CA checklist: ten items before anyone calls

Web design Sacramento California firms use to sell to the state is mostly about being exact. Work down the list, and remove any item that does not apply to you. A firm with no certification skips items 2 and 5 and keeps the rest.

Checklist card with ten numbered items for a Sacramento firm's website before a state buyer calls: legal name, certification types, capability page, service categories, contract vehicles, past work, contact, accessibility checks, accessibility statement and page date.Checklist card with ten numbered items for a Sacramento firm's website before a state buyer calls: legal name, certification types, capability page, service categories, contract vehicles, past work, contact, accessibility checks, accessibility statement and page date.
A checklist of recommendations. It is not a legal standard.
  1. The legal name on the site matches your certification record.
  2. Certification types are written as the state writes them (SB, MB, SB-PW, DVBE), and only those you hold are shown.
  3. A capability page exists in HTML, with a tagged PDF copy.
  4. Service categories are in plain words.
  5. Contract vehicles are shown only if held. CMAS is the example on the DGS page.
  6. Past work appears only with permission.
  7. A named contact has a monitored address.
  8. Keyboard, contrast, alt text and form label checks have been run and recorded.
  9. An accessibility statement says what was tested.
  10. A page date is visible, so certifications do not look stale.

Who you are: certification lines and names

State the name exactly as it appears on your certification record, in the footer and on the contact page. The state certifies several types, and a page should name only the ones you hold, in the state’s words. If your certification is in renewal, say nothing you cannot document. A date beside the line keeps a reader from assuming it is current when it is not.

What you do: a capability page a prime can forward

A capability page is the page a prime or an agency employee can send to a colleague. Make it plain HTML, add a tagged PDF copy for anyone who prints it, and keep each service category to a short paragraph. The cards list what belongs on the page.

Name: The legal name. Written exactly as it appears on your certification record, in the footer and on the contact page.
Services: What you do. Service categories in plain words a buyer would type, one short paragraph each.
Types: Certifications you hold. Only the types you hold, named as the state names them, with the date you last confirmed them.
Work: Past work. Described only with the client's permission, and with no state seal or agency logo.
Contact: A person to call. A named contact and an inbox that someone watches on weekdays.
Date: A visible date. A line that says when the page was last reviewed, so a certification never looks stale.

Whether everyone can read it: the accessibility items

Test the keyboard path, the color contrast, the alt text and the form labels, and write down what you found. Then publish a short statement of what was tested and when. Our ADA compliant website design page describes the method, and an accessible site serves every reader, whether or not a law reaches it.

Website design Sacramento, CA budgets after the checklist

When you weigh website design Sacramento CA firms quote, compare scope first. A capability site for a small certified business is a brochure-sized job, and a firm with several divisions and a lot of documents is not. There is no Sacramento premium in any published band, and none is claimed here.

Progression’s fixed-scope starting points

Our website design and development page states: Our fixed-scope pricing starts at $1,400 for a landing page, $9,500 for a five to eight page brochure site, $18,000 for a ten to sixteen page business site, and $34,000 for ecommerce under 200 SKUs. A restyle in place, when a site works and merely looks dated, is $4,800.

Market bands for a Sacramento build

How much does a Sacramento website cost? It depends on the size, as the table shows. The figures come from other providers’ published pages and run from the typical low to the published high, and none of them is a Progression quote.

These are published US price bands (market figures, not a Progression rate card), read in October 2026 from WebFX, Shopify, Clutch, LanderLab, eSEOspace, FatLab, WebsiteSetup, Accessible.org and DigitalA11Y.

Government Code 7405 and 11135, as state agencies describe them

Two California Government Code sections come up in accessibility conversations about state business. The statute text on the Legislature’s site was not readable for this page, so the wording below is quoted as the Department of General Services and the Department of Rehabilitation give it. None of it is legal advice. Whether a section reaches a private firm’s own marketing site is a question for counsel.

  • Section 7405: the Department of Rehabilitation says it directs state governmental entities to follow Section 508 of the federal Rehabilitation Act.
  • Section 11135: the Department says it prohibits discrimination on listed bases, including mental and physical disability, in any program or activity conducted, operated or administered by the state or a state agency, funded directly by the state or receiving any financial assistance from the state.

If you build the agency’s own site

The State Administrative Manual, section 4833 says it is state policy that information and services provided through electronic and information technology be accessible to people with disabilities. It adds that agencies and state entities, as well as any contractors working for them, are responsible for ensuring that their public websites are accessible. It quotes section 7405 as directing that state entities comply with the accessibility requirements of Section 508. The Department of Rehabilitation also lists section 11546.7, under which agency directors and chief information officers post a signed certification of website compliance on a recurring schedule. Our government website design page covers agency sites.

If the site is only your own marketing

The pages read for this section describe what the sections require of state entities. They do not say what they mean for a private firm’s own site, and this page states no answer. Ask counsel. Meanwhile, a site that passes the accessibility items in the checklist serves every reader, which is a reason to do the work regardless.

DGS small business and DVBE status: what your page may say

The Office of Small Business and DVBE Services at the Department of General Services is, in the department’s words, the state’s certifying agency for small business, small business for the purpose of public works and DVBE certification. Firms register and certify through Cal eProcure, which the department’s page links. Write only what you hold, in the state’s wording.

Certification names as the Department of General Services writes them

Small Business (SB)Independently owned and operated, not dominant in its field, with its principal office in California and owners domiciled thereCertified Small Business, if you are

Small Business for the Purpose of Public Works (SB-PW)A certification solely for public works contracts or projectsOnly if you hold it
Disabled Veteran Business Enterprise (DVBE)At least 51 percent owned by one or more disabled veterans, with daily operations managed and controlled by themCertified DVBE, if you are

As shown on the Department of General Services page in November 2026.

What can the page show?

The department lists benefits for certified firms: a 5 percent bid preference on applicable state solicitations, a goal of at least 25 percent of the state’s overall annual contract dollars for small businesses and at least 3 percent for DVBEs, and an SB/DVBE option under which an agency may contract directly with a certified firm for a solicitation valued above $5,000 after obtaining price quotes. The dollar thresholds adjust, and the department’s page dates them, so check it. A page can name the certification you hold and the date you last confirmed it. It cannot promise any of these benefits to a buyer. Our government contractor marketing page covers the federal side.

What should the page never say?

Do not write that you are state approved, a preferred vendor or a guaranteed choice. The state certifies firms as small businesses, micro businesses, small businesses for public works and DVBEs, and those are the phrases to use. Ask counsel about any other wording.

What no website does in California procurement

A website does not create a preference, certify a firm or replace a bid. A solicitation has its own requirements, and a buyer follows them whether or not your site is good. What a site can do is keep a look-up from raising a question: a name that matches, a certification line that is dated and pages that open for everyone.

  • It cannot create a bid preference.
  • It cannot certify a firm or stand in for a certificate.
  • It cannot replace a bid or meet a solicitation’s own requirements.

Does the site create a preference?

No. Preferences come from certification and from the solicitation, as the department’s page describes. A good site makes a certified firm easier to verify and does nothing else.

Sacramento web design for associations and Capitol advocates

Sacramento web design for an association or an advocacy firm serves two readers who want different things: members who want to know what the organization is doing, and legislative staff who want a clear position they can cite. The same site can serve both, on separate pages.

Do members and legislative staff need different pages?

Members need updates, deadlines and ways to take part. Staff need a position stated in a paragraph, a date and a contact. Put a date on every position page, so a reader can tell whether it is current, and keep the member pages out of the path a staff member follows. Trade associations, professional associations, advocacy firms and public affairs shops all follow the same pattern. Our association marketing and nonprofit website design pages cover the wider build.

Lobbying registrations, only as the state publishes them

The Secretary of State’s campaign and lobbying page says its Political Reform Division administers provisions of the Political Reform Act, and that CAL-ACCESS is the state’s campaign and lobbying information system where candidates, political committees and lobbyists file financial disclosures. It lists lobbying registration renewal for the 2027 to 2028 legislative session as running from November 1 to December 31, 2026. If your organization registers, say so in the state’s words and keep the line current. This page names no organization.

Web design in Sacramento for firms with no state business

Most Sacramento firms never sell to the state. A local contractor, a clinic or a shop wants a site that is found, loads fast and brings calls. Web design in Sacramento CA for those firms skips items 2 and 5 and keeps the rest: a legal name that matches, a clear service list, a named contact, accessibility checks and a visible date.

Web design Sacramento owners compare for a local business is priced by scope, like any other, and our web design for small business and home services website design pages cover that work. If you are searching for web development Sacramento teams can maintain, or custom website development Sacramento owners can add to later, ask who holds the logins and where the site is hosted. Anyone in search of a web design company Sacramento businesses already use should ask the same, and ask for work like yours.

  • Service pages, one for each thing you sell.
  • Your service area, hours and a number that answers.
  • A named contact and a form that reaches a person.

Sacramento website design without a state angle

Sacramento website design for a service business starts with the service pages and the contact route. A firm that wants website design in Sacramento that wins local calls should show its service area, hours and a number that answers. Our SEO company in California page covers search across the state.

Website design Sacramento firms can keep current after launch

A site written for a procurement reader needs maintenance on a schedule that matches your certification. The department’s page uses the word re-apply for renewing certification, so mark the date when you must re-apply and update the site the week the new certificate arrives.

  • Put the re-application date on a calendar, with the page that mentions the certification.
  • Update the visible page date whenever you review the page.
  • Re-run the accessibility checks after every redesign and every large content change.
  • Check that the contact address still reaches a person.
  • Remove past work that a client no longer permits.

How often are websites redesigned? There is no fixed answer, and a site that works does not need a redesign because of its age. Content and certification lines change more often than the design, so budget for steady maintenance first. Published market bands put maintenance at $100 to $2,500 a month, depending on the site.

Frequently asked questions

What should a web design company in Sacramento, CA build for a firm that sells to the state?
A site that passes the ten-item checklist: a legal name that matches the certification record, certification types in the state’s words, an HTML capability page with a tagged PDF copy, a named contact, recorded accessibility checks and a visible page date.
How much does website design in Sacramento, CA cost for a certified small business?
It depends on the size of the site. Progression’s fixed-scope prices start at $1,400 for a landing page and $9,500 for a five to eight page brochure site, and published US price bands (market figures, not a Progression rate card) put a brochure site at $3,000 to $25,000.
Will a better website help us win a California state contract?
No. Contracts follow solicitations and certifications. A good site keeps a look-up from raising a question, and it does not create a preference or replace a bid.
Does Government Code 7405 apply to our company site?
The Department of Rehabilitation says section 7405 directs state governmental entities to follow Section 508. The pages read do not say what it means for a private firm’s own site, so ask counsel.
What does Section 11135 have to do with a website?
The Department of Rehabilitation describes it as prohibiting discrimination, including on the basis of disability, in programs or activities conducted, funded or assisted by the state. Whether it reaches your site is a question for counsel.
Can we say state approved if we are DGS certified?
Use the state’s certification names instead, such as certified small business or certified DVBE, and only for types you hold. Do not write state approved or preferred vendor, and ask counsel about any other wording.
Should we show our DVBE or small business certification on the home page?
Yes, if you hold it, and show only what you hold. Name the certification as the state does and add the date you last confirmed it.
How is Sacramento web design different for a trade association?
An association serves members and legislative staff, who want different pages. Put dated position pages where staff will look, and keep member pages separate.
How often should a website design in Sacramento be refreshed for procurement readers?
Review it whenever a certification renews and whenever your services change. Update the visible page date each time, since a stale date makes a certification look stale.
Do we need web design in Sacramento itself, or can the team be remote?
A remote team works. Progression is a New York City firm that works with Sacramento clients remotely, with no Sacramento office and no visits. The checklist concerns pages, wording and accessibility, which can be done from anywhere.
Can you test an existing site against the accessibility items before we rebuild?
Yes. We can review an existing site against the checklist items and report what we tested. Published market bands put an accessibility audit and remediation at $1,500 to $7,500, and a review gives no promise of conformance.
What is Cal eProcure for?
The Department of General Services links it from its small business and DVBE page as the place to register a business and certify online. Check that page for the current steps.
What is the SB/DVBE option?
The Department of General Services describes it as a streamlined process in which a state agency contracts directly with a certified firm, for solicitations above $5,000 after getting price quotes. Its thresholds change, so check the department’s page.
How does the state define a micro business?
The department says a small business is automatically a micro business at $6 million or less in annual gross receipts, or a manufacturer with 25 or fewer employees.
What are the state’s participation goals?
The department states a goal of at least 25 percent of overall annual contract dollars for small businesses and at least 3 percent for disabled veteran business enterprises. A goal is not a promise to any firm.
How should a certified DVBE word its certification line?
Only that you are a certified DVBE, if you are, with the date you last confirmed it. The department describes DVBEs as at least 51 percent owned by one or more disabled veterans, with operations managed and controlled by them.
Does the site need an accessibility statement?
It is a recommendation here, not a legal requirement stated on this page. A short statement of what was tested and when helps readers and buyers see what you did.
What is Government Code section 11546.7?
The Department of Rehabilitation lists it as requiring a state agency’s director and chief information officer to post a signed certification of website compliance on a recurring schedule. It concerns agency sites.
What should a legislative page for an advocacy firm include?
A position in one paragraph, a date, a named contact and the evidence you rely on. Keep it separate from member updates so a staff reader finds it quickly.
Should the PDF capability statement be tagged?
Yes, as a recommendation. A tagged PDF lets assistive technology read it, and an HTML page should carry the same content so nobody depends on the PDF alone.
