AI SEO Agency Phoenix: The Only City Where You Can Rank Twice

Updated September 2026 · Written and maintained by the Progression Agency strategy team

We measured the Phoenix SERP in September 2026. The local pack holds positions one to three, and two businesses hold both a pack slot and an organic position at the same time.

The short answerPhoenix is the only one of twelve cities where a business appears twice on the same screen. sodermanseo.com holds local pack position two and organic position three; localfiseo.com holds pack three and organic five on a domain authority 10 site. The pack sits at the very top, which means the Google Business Profile comes before everything else here — the only city in our study where we would order it that way. ‘seo agency phoenix’ measures 1,900 searches a month at $20.41 and difficulty 40. ‘ai seo agency phoenix’ measures zero, and the page holding it is not even an AI-specific page.

Every figure on this page was pulled from the Ubersuggest API, US location, on 17 September 2026 and carries that date. Local pack composition moves faster than organic results; re-measure before relying on it.

Phoenix is the only city of twelve where a business can appear twice on the same screen

Two firms hold both a local pack slot and an organic position.

sodermanseo.com is at pack position two and organic position three

The same business, twice, in the top three of the page. The pack entry comes from its Google Business Profile and the organic entry from its homepage, which carries a domain authority of 28. Neither is unusual on its own; having both is.

localfiseo.com is at pack position three and organic position five

At domain authority 10. Its organic entry is /phoenix-az-seo-marketing/, a page scoped to the city and the service. A domain authority 10 site holding two positions in a market with 1,900 monthly searches is the single most useful fact on this page.

In the other eleven cities the two are held by different businesses

Houston’s pack sits at one to three with no organic result above it, so there is no interleaving. Austin’s pack sits at six to eight, below four organic results. Phoenix alternates — organic one, pack one, organic two, pack two — and that alternation is what makes doubling up visible rather than just possible.

Which means the Business Profile comes first here, not third

The local pack occupies the top three positions. Nothing else on the page outranks it.

Complete it properly, which most businesses have not

Primary and secondary categories that match what people actually type, full service list, hours, service area, and photographs that are yours rather than stock. Google orders the pack on relevance, distance and prominence, and completeness is most of what you control in the first of those.

Then reviews, with text

A five-star rating with no words helps very little. It gives Google nothing to match against a query and gives an assistant nothing to quote when summarising you. Ask customers to name what the work was and what changed — two sentences is plenty, and those are the reviews that get surfaced.

And keep it alive

Posts, new photographs, answered questions. Prominence has a recency component and a profile that has not been touched in a year reads as a business that may not still be trading. This is the cheapest recurring work in the whole plan.

Prominence has a recency component and a profile that has not been touched in a year reads as a business that may not still be trading.

Facebook is ranking at position six with a page nobody at Facebook wrote

An auto-generated answers page at /fb-answers/ai-seo-company-phoenix/, on a domain authority 96 site.

The same pattern appears in Philadelphia

facebook.com holds position six there too, with /fb-answers/ai-seo-services-philadelphia/. Two of the twelve cities we measured have a generated Facebook answers page inside the top ten for this query. It is a programmatic page template applied across local service queries.

It is worth understanding and not worth fighting

A domain authority 96 site publishing a page per city-and-service combination will outrank almost anything you write, on authority alone. What it will not do is say anything specific or current about your market, which is exactly the gap a measured page fills.

It does tell you something about the query, though

Programmatic templates get pointed at queries that have demand and thin supply. Facebook’s systems decided ‘ai seo company phoenix’ was worth a generated page. That is a second, independent signal that this term is under-served — and it arrived before the measured search volume did.

The AI-modified field here is held by a domain authority 10 page

localfiseo.com at organic position five, with a page about Phoenix SEO marketing.

It is not even an AI-specific page

The URL is /phoenix-az-seo-marketing/. It ranks on the AI-modified query because the query is thin enough that a solid city-and-service page is the best available answer. In Austin and Dallas the equivalent positions are held by pages with ‘ai seo agency’ in the URL; here they are not, which means the bar is lower still.

Two Phoenix AI roundups sit just below, at ten and eleven

azcharged.com’s ‘Best AI SEO Agencies in Phoenix, AZ’ at domain authority 57, and webtonic.io’s ‘AI Marketing: the Phoenix Shortlist’ at 30. Both are reachable, and being named in them is cheaper than outranking either.

What we would publish, and what we would not

What we would publish is what this page is: the measured numbers, who ranks and at what authority, and what the composition implies. What we would not publish is a Phoenix page assembled from a template with the city name swapped in. That rule is why we check the numbers for a city before writing about it, not after.

What we would publish is what this page is: the measured numbers, who ranks and at what authority, and what the composition implies.

What we would do for a Phoenix business, in order

Profile, access, reviews, page, roundups.

The Business Profile, completed and kept alive

Week one, because the pack holds positions one to three and nothing else on the page sits above it. This is the only city in the nine where we would put the profile ahead of the technical checks.

Access and rendering, immediately after

Confirm AI crawlers can reach the site and that content exists without JavaScript. Our robots.txt checker and JavaScript SEO checker both run in your browser and cost nothing. They gate everything that follows, which is why they are second rather than fifth.

One Phoenix page, aiming for the second slot

Two businesses in this market already hold both a pack position and an organic one. That is the target, and the bar is a domain authority 10 page. If we could not say something specific about Phoenix we would not publish a Phoenix page.

Then the two roundups

azcharged.com at DA 57 and webtonic.io at 30, both with Phoenix AI-agency shortlists. Send evidence rather than a pitch — a named client sector, a measurable outcome, a public piece of work — because a list owner who cannot verify you will not add you.

What we will not claim about Phoenix

Three statements that would help us and would not be true.

That we rank here

We do not appear anywhere in this result set. Progression is domain authority 4 and based in Sunnyside, New York. The tables below measure other people’s positions.

That we can guarantee a pack position

Nobody can. The pack is ordered on relevance, distance and prominence, and distance is not something an agency can change. What can be done is everything inside relevance and prominence, which is most of what is currently left undone in this market.

That the AI term has hidden Phoenix volume

It measures zero. Read that as below the tool’s measurement floor rather than as literally nobody, and treat any specific figure quoted for it as invented.

Read that as below the tool’s measurement floor rather than as literally nobody, and treat any specific figure quoted for it as invented.

One national agency holds the top of nearly every city SERP

The clearest finding in the twelve-city measurement, and it is not about Phoenix.

thriveagency.com appears in nine of the twelve cities

Organic position one here, and also in Chicago, Philadelphia and Atlanta. Position three in Dallas, four in Austin and Houston, seven in Los Angeles. Absent in Seattle, Boston and Denver. One national agency at domain authority 49 has systematically taken the city terms.

agencies.semrush.com sits at two to six in ten of twelve

A directory at domain authority 86, consistently just below or just above the national agency. Between them, those two domains occupy a top-five position in every city we measured except Seattle.

In Phoenix, both are outranked by the map

Which is the point. Thrive holds organic position one and a local business holds pack position one, and the pack sits above the organic results on the page. A national agency page cannot take a pack slot. That is the structural advantage a Phoenix business has here.

AI, AEO and what is changing

What a double-dip position looks like
In eight of the twelve cities the pack and the organic results are held by different businesses. In Phoenix, two firms managed both — which tells you the ceiling in this market is higher than a single position.
Parent-term demand across the twelve cities
Phoenix is third on demand and the only one of the top three where a local pack sits at positions one to three. Real volume plus a map-led SERP is an unusually favourable combination for a local business.
What the Phoenix result set is actually made of
Five yeses and three noes. The first two are what make Phoenix worth working: the map is at the top and it is possible to be there twice.
Phoenix and Houston are both pack-led, and reward different things
Houston’s pack sits at one to three outright with no organic result above it. Phoenix interleaves pack and organic, which is why doubling up is possible there and not in Houston.
What we would do for a Phoenix business
The profile comes before the technical work here, which is unusual, and it is because the pack occupies the top three positions. Everything else in the plan is worth less than being in it.
Where the twelve cities sit on demand against how high the pack sits
Top-right is demand plus a map-led SERP. Phoenix is the only city with meaningful volume there — Houston has the higher pack but a third of the searches.
Phoenix, in numbers
The third number is the one to act on. Two firms in this market worked out that the pack and the organic results are separate races, and entered both.

Frequently asked questions

What is unusual about the Phoenix SERP?
Two businesses hold both a local pack slot and an organic position at the same time — sodermanseo.com at pack two and organic three, localfiseo.com at pack three and organic five. Phoenix is the only one of the twelve cities we measured where that happens.
Why can businesses double up in Phoenix and not elsewhere?
Because the pack and the organic results alternate here rather than sitting in separate blocks. Houston’s pack occupies positions one to three outright; Austin’s sits below four organic results. Phoenix interleaves them, so both entries are visible on the same screen.
How much demand is there in Phoenix?
‘seo agency phoenix’ measured 1,900 monthly searches in September 2026 at a $20.41 cost per click and an SEO difficulty of 40 — third highest demand of the twelve cities.
Does ‘ai seo agency phoenix’ get any searches?
No. It measured zero, with an SEO difficulty of 4. The demand is entirely on the established term at this point.
What should a Phoenix business do first?
Complete the Google Business Profile. The local pack holds positions one to three and nothing else on the page sits above it. This is the only city in our twelve where we would put the profile ahead of the technical checks.
What actually decides local pack order?
Relevance, distance and prominence. Distance is not something an agency can change. Relevance is largely profile completeness and category choice; prominence includes reviews, their recency and their text.
What kind of reviews help?
Ones with words. A five-star rating and no text gives Google nothing to match against a query and gives an assistant nothing to quote. Two sentences naming what the work was and what changed is plenty.
Why is Facebook ranking for this query?
Position six is an auto-generated Facebook answers page at /fb-answers/ai-seo-company-phoenix/, on a domain authority 96 site. The same pattern appears in Philadelphia. It is a programmatic template applied across local service queries.
Should I try to outrank it?
No. A domain authority 96 site publishing a page per city-and-service combination will win on authority. What it will not do is say anything specific or current about your market, which is the gap a measured page fills.
Does Facebook’s page tell me anything useful?
Yes. Programmatic templates get pointed at queries with demand and thin supply, so Facebook’s systems judging this term worth a generated page is an independent signal that it is under-served — and it arrived before the measured volume did.
Who holds the AI-modified position in Phoenix?
localfiseo.com at domain authority 10, organic position five, with /phoenix-az-seo-marketing/. It is not even an AI-specific page, which means the bar here is lower than in Austin or Dallas.
Which Phoenix roundups are worth approaching?
azcharged.com’s ‘Best AI SEO Agencies in Phoenix, AZ’ at domain authority 57, and webtonic.io’s Phoenix AI marketing shortlist at 30. Both are reachable, and being named in them is cheaper than outranking either.
Is there an AI Overview on this query in Phoenix?
No. Austin, Los Angeles, Miami, Boston, Philadelphia and Atlanta served one when we measured; Phoenix, Chicago, Dallas, Houston, Denver and Seattle did not.
Should I try to outrank Clutch?
No. Clutch is domain authority 71 and holds position four. Being listed inside it is achievable; outranking it is not.
Does Progression rank for these Phoenix terms?
No. We appear nowhere in this result set. The tables measure other people’s positions and are published because they are useful.
Can you guarantee a local pack position?
No, and nobody can. Distance from the searcher is part of the ordering and no agency can change it. What can be done is everything inside relevance and prominence, which is most of what is currently left undone in this market.
Does zero volume mean nobody searches the AI term?
It means below the tool’s measurement floor. Treat it as too small to measure rather than nonexistent, and treat any specific figure quoted for it as invented.
How does Phoenix compare with Houston?
Both are pack-led. Houston’s pack sits at one to three outright but the market carries 590 searches a month. Phoenix carries 1,900 and interleaves pack with organic, which is why doubling up is possible there and not in Houston.
Is a city page enough on its own?
No. It is one page on one query, and in Phoenix it is not the first move. The Business Profile, reviews, access and rendering all sit around it.
How often should this be re-measured?
Quarterly. Pack composition moves faster than organic results, and the AI-modified field is changing fastest of all.
Do you work with businesses outside New York?
Yes. We are based in Sunnyside, New York, and the search work is not geographically constrained. The Business Profile work is the part that depends on where your customers are.
Where did these numbers come from?
The Ubersuggest API, US location, pulled on 17 September 2026. The full twelve-city dataset is in the tables above.
