Updated November 2026 · Written and maintained by the Progression Agency strategy team
Tampa Florida web design has one test a brochure site rarely faces: can customers still reach you when a storm has a name, your office sits in an evacuation zone and nobody is at a desk? Owners and operations leads in Hillsborough County will find a runbook here covering hosting region, DNS, a status page, contact fallback, content swaps and staff access, followed by what that work costs and a short strand for MacDill contractors. No one can promise a site through a hurricane, so the aim is a plan you can run. Progression is a New York City firm that works with Tampa clients remotely, and each project starts with a free proposal and a written scope.

The short answer A storm-week plan for a Tampa business website comes down to six things settled before the season starts: where the site is hosted, who holds the domain and DNS logins, a static status page that is already written, a way for customers to reach you that does not depend on the office, a named person who can publish from a phone, and the order in which you bring everything back. Google’s own guidance is to keep a site online and limit what it does, not to switch it off. No plan makes a site hurricane proof, and this page promises none.
The Hillsborough County pages on evacuation zones, emergency management and HCFL Alert, Google Search Central’s guidance on pausing a website, RFC 1035, the Tampa Bay Economic Development Council’s home page, SAM.gov’s registration page and Google’s Business Profile help were each opened on the site that publishes them in November 2026, and any of them can change. The scenario on this page is illustrative. No statement here reports a result for a particular company.
Tampa, Florida web design for the day a storm gets a name
Most advice about websites assumes somebody is at a desk when something goes wrong. A storm week removes that assumption, and the gaps appear within hours. The sequence below is an illustrative scenario, not a client story. It shows how an ordinary professional website lets a customer down when a county order arrives.
An illustrative scenario: a professional office with one phone line, a website login that lives in the inbox of a bookkeeper who left two years ago, and a street address inside a Hillsborough County evacuation zone.
- Tuesday morning. A storm has a name, and the owner wants to post new hours. The site asks for a password nobody has, and the reset email goes to the old bookkeeper’s inbox.
- Tuesday midday. The county orders the office’s zone to evacuate. Staff leave. The one phone line rings in an empty room, and the contact form keeps sending messages to a mailbox that nobody is watching.
- Tuesday evening. A customer looks the office up, finds hours that are no longer true and calls a number that does not answer. The site says nothing about a closure because nobody can edit it.
- Wednesday. The customer tries the website form instead, reads that replies come within one business day and waits. Nobody reads it.
- The following week. The owner returns to find the site, the search listing and the phone greeting each giving different hours.
None of those failures needs a storm to exist. A storm only makes them visible all at once. Each one is a setup decision made months earlier: who owns the logins, where the contact route points, and whether a notice can be published in five minutes by someone on a phone. Web design Tampa Florida owners commission is judged on those decisions as much as on how the home page looks, and writing them down as a runbook turns an emergency into a checklist.
Where does the office sit on the county’s map?
Hillsborough County sorts addresses into evacuation zones A through E. The county’s May 2026 announcement says Zone A is the first to evacuate, together with all manufactured and mobile homes, which are always in Zone A even when they are inland. For the 2026 season the county changed the maps: Zone A grew in some areas, some parcels moved from Zone D to Zone C, and some areas that had no zone are now in Zone E, partly because certain neighborhoods connect to major roads that could become impassable. Anyone can type an address into the county’s Hurricane Evacuation Assessment Tool to see where it falls. Look up the office, and look up the home of every person named in your runbook, because the person who can fix the site may be told to leave before the building is.
Who coordinates the county’s response, and what can a business ask it?
The county’s Office of Emergency Management, part of Hillsborough County Fire Rescue, plans and coordinates preparation, response and recovery and manages the County Emergency Operations Center. Its alert service, HCFL Alert, is described as the county’s official mass notification system: a person picks which updates to receive, such as emergency alerts, severe weather, major road closures and county closures, and how to receive them. The pages are written for residents and do not say whether a business can register, so the safe step is to ask the county, using the contact details on the HCFL Alert page. Treat the county’s alerts as one input to your decision to close, not as a feature of your website.
A web development company Tampa teams can hold to this list
This is not a beauty contest. A web development company Tampa owners can hold to a standard should be able to put six items on the table and say who is responsible for each. Read the list as the scope of the runbook in one view, not as a vendor questionnaire.
- The site is hosted in your name, at a provider you can log into, with a backup kept outside the local power and network footprint and a restore that has been tried.
- Two named people hold the registrar and DNS logins, and neither of them is the agency alone.
- A status page exists as a static file, written ahead of time, with a tested way to point the domain at it.
- A contact route works without the office: forwarded calls, a watched mailbox and form notices that reach more than one person.
- At least one named person can publish a notice from a phone, with sign-in recovery that does not depend on an office telephone.
- The order in which everything is brought back is written down, along with who does each step.
A Tampa web development company, or any team that answers to the name website developer Tampa buyers search for, can build the pages for a redesign and still leave this list undone, because the list does not show up in a portfolio. When you collect quotes for custom web design in Tampa or for custom website design in Tampa, ask each one to say where the six items sit in the scope and in the price. A firm that is hired as a Tampa web development company for a single launch should name who looks after the list afterward.
Website design in Tampa, written as a runbook
A runbook is a document that an unrehearsed person can follow at a bad hour. For website design in Tampa that means naming what starts each phase, who owns it and what they do, all on one page. Notice that the triggers are a county order and a closing decision, never a weather headline. Headlines change by the hour, while a rule such as acting when the county orders your zone is something nobody has to argue about at midnight.
| Phase | Trigger | Owner | Action |
|---|---|---|---|
| Before the season | A date on the calendar | The owner and whoever holds the logins | Check hosting and DNS, write the status page, test the contact fallback, confirm editor accounts |
| A storm is named | Your own decision to prepare | The named editor | Banner on every page, review the hours, route forms to a watched mailbox |
| The county orders your zone | A county order and your closing decision | The owner decides, the editor publishes | Status page live, hours changed on the site and the Business Profile, cart or booking limited |
| During | Nobody at a desk | The setup itself | Limited functions run unattended; no edits and no experiments |
| After | Staff are back and access is confirmed | The editor, then the owner | Remove the banner, restore hours, test forms, ask for a recrawl, write down what failed |
Website design Tampa Florida businesses buy is an asset like the building, and it deserves the same kind of written procedure the building already has. Keep the runbook to one page. The longer it gets, the less likely anyone is to open it, which is why the last section here is a printable version.
Before the season: where the site lives and who can reach it
Everything in this section is done on a calm day, and none of it is visible to a visitor. It is the part that decides whether the sections after it are possible at all.
Hosting region
A site hosted in the same power and network footprint as the office is exposed to the same event as the office. Choosing a host and a backup location outside the local footprint is a setup decision rather than an expensive one, and the restore from a backup should be tried, not assumed. Hosting belongs in the client’s name, at a provider you can log into, and that is how Progression sets it up. Our website hosting cost and web hosting types compared pages explain the options. No hosting arrangement is a guarantee of uptime, and this page makes none.
DNS you can change from anywhere
DNS is the directory that sends a visitor’s browser to your host. Every record carries a TTL, which RFC 1035 defines as how long a record may be cached before the source should be consulted again. A long TTL means a change takes time to reach visitors, and a short one means it arrives sooner. Lowering TTLs ahead of the season is our practice, not a requirement of the standard, and it makes a switch to a static copy quick if you ever need one. Hold the registrar and DNS logins with two named people, and write the switch steps on the offline sheet at the end of this page.
Staff access that leaves with the staff
Give every editor a named account instead of a shared login, so removing a person removes only that person. Set up multi-factor sign-in with a recovery path that does not depend on a phone that stays in the office. Keep a printed emergency sheet somewhere safe at home, and remove access the day somebody leaves, not at the next audit. Our WordPress maintenance services page covers the care that keeps accounts and updates current.
- One named account per editor, never a shared login.
- Multi-factor recovery that does not depend on a phone left at the office.
- A printed emergency sheet stored at home, and accounts removed the day somebody leaves.
A contact route that does not depend on the office
Forward the main phone number to a mobile that somebody carries. Point the contact form at a mailbox watched by at least two people. If you can, show a second number on the site, so customers have somewhere to go when the first one does not answer. A form only works if a person reads it, and that person is usually the weak point in a closure, not the server.

When a storm is named: swap content, not the site
Google’s documentation on temporarily pausing an online business is written for stores that cannot fulfill orders, and it applies equally to an office that is closed. Its advice is to keep the site online and limit what it does, because removing a whole site from search is a significant change with no fixed recovery time and no way to speed it up. That is a good reason to plan what changes on the site and what stays as it is.
The status page, ready in advance
A status page is one static page at an address you choose, written in calm weather. It says whether you are open, how to reach you, what you can still handle and when the page was last updated. Keep it plain: a single file with its style written into it loads on a weak connection, and nobody needs to log in to publish it if the file is already on the host. The wireframe shows the parts.
Content swaps in the order people look
Visitors check the same places in the same order, so change them in that order.
- A banner on every page, including the home page, so the status is clear on the first screen. Add the data-nosnippet attribute so the banner text stays out of search snippets.
- The home page, with the opening line changed to say what is true today.
- The contact page, with the fallback number and the watched mailbox first.
- The hours, on the site and in the places that copy them.
- Booking or ordering, switched off if you cannot fulfill what people would book.
Choose the person who publishes these changes ahead of time, and give that person an editor role that works from a phone. If the harder question is what to say publicly beyond hours, our crisis communications page covers messaging.
Hours, structured data and the recrawl
If the site carries Local Business structured data, update the opening hours there too, so that search results agree with the banner. Google’s guidance also says to tell it about your updates: use Search Console to ask for a recrawl of a few pages, such as the home page, and use a sitemap for a larger number. Change the hours on your Google listing in the same pass. Google’s Business Profile help says to set special hours for holidays or other temporary periods, which is the right tool for a closure that has an end date.
During the storm: what runs with nobody at a desk
Once the order is issued, the plan should need no hands. Whatever the site does on its own has to be safe to do alone, so this phase is about limiting functions ahead of time, not about monitoring.
Why limit functions before switching anything off?
The recommended path is to keep the site online and switch off whatever you cannot honor. Turn off the cart or the booking calendar if you cannot fulfill, and leave product, service and contact information readable, so people can still find you and come back. If a form has nobody behind it, say so on the form itself, in a sentence that tells the visitor when to expect a reply.
When is a 503 the right response?
If the site must be disabled for a day or two, Google says to return an informational error page with a 503 status in place of all content. Send a retry-after header, build the page as static HTML with inline styles and minimal outside resources, and tell the visitor the date you expect to be back and how to reach you. Check the response yourself with curl before the season, not during it. The robots.txt file must keep answering normally, and it should never return a 503, because that blocks all crawling.
What if the closure lasts longer than a few days?
For a longer closure, Google’s guidance is an indexable home page that works as a placeholder and returns a 200 status. Do not disallow all crawling, do not return a 403, 404 or 410, do not add a noindex tag, and do not use the temporary removal tool for a closure, because each of those can remove your pages from search or hide your status from the people looking for it.
None of this keeps a server running. It decides what visitors see if the site is slow, limited or unavailable, and it makes no promise that the site stays up.
After the storm: returning to normal without losing pages
The order of return matters, because each step depends on the one before it. Work down the table, and do not skip ahead to the recrawl while the forms are still untested.
| Step | What to check | Done when |
|---|---|---|
| 1. Confirm access | Every editor login, the hosting account and the DNS account | Each named person has signed in |
| 2. Remove the banner | The banner and any status notice on every page | The home page loads clean on a phone |
| 3. Restore hours | The site, the structured data and the Business Profile | All three show the same hours |
| 4. Test every form | Submit each form and follow the message to its reader | A real message arrives in a watched inbox |
| 5. Ask for a recrawl | Search Console for a few pages, a sitemap for many | The request is sent |
| 6. Write down what failed | Every step that took longer than it should have | The runbook is edited before next season |
Why rewrite the runbook the week after?
The week after a storm is the only time you will remember which login was missing, which number nobody answered and which step took an hour. Write it down then. A runbook that is corrected every season stays short and true, and one that is never touched slowly becomes fiction.
What a web design company in Tampa should price for this work
When you ask a website design company Tampa businesses use to quote this work, ask for the items in the runbook to be priced line by line, so you can see which are one-time and which sit in a monthly care plan. The split usually looks like this.
- One-time: hosting set up in your name, with the backup kept outside the local footprint.
- One-time: registrar and DNS access for two named people, and the steps to switch to the static copy.
- One-time: the status page, written and stored where you can reach it.
- One-time: contact routing, form notices and editor accounts with recovery that works away from the office.
- Care plan: restores that are tried on a schedule, monitoring and updates.
- Care plan: a yearly rehearsal and the edit that follows it.
Progression’s published project fees
These are the fixed-scope prices published on our website design and development page. The runbook itself has no published fee and is quoted after a written scope.
| Build type | Price from | What it includes |
|---|---|---|
| Restyle in place | $4,800 | New type, color and imagery on your existing structure |
| Single landing page | $1,400 | One template, copy, form and tracking |
| Brochure site, 5 to 8 pages | $9,500 | 2 to 3 templates, a content plan and structured data |
| Business site, 10 to 16 pages | $18,000 | 4 to 6 templates, service pages and the full technical standard |
Maintenance is optional at $50 to $250 a month for a small site. It covers core and plugin updates, security monitoring, backups with a restore that is actually tested, uptime monitoring and a small allowance of content edits. Uptime monitoring means watching the site, not promising that it stays up.
Published market bands for the build and the care plan
The figures below come from other providers’ published pages and run from the typical low to the published high. None of them is a Progression quote, none is specific to Tampa, and none prices a storm package.
| Work | Published US range | Notes |
|---|---|---|
| Small business site | $3,000 to $25,000 | A brochure site for a small business |
| Custom business site | $15,000 to $100,000 | A custom design with more pages and features |
| Enterprise or multi-site | $50,000 to $250,000 | Large organizations and several connected sites |
| Single landing page | $1,000 to $15,000 a page | The closest published band to a standalone status page |
| Care plan | $100 to $2,500 a month | Updates, security, backups and support, sized to the site |
MacDill contractors: the site behind a SAM.gov profile
Tampa’s economy has a defense and security cluster. The Tampa Bay Economic Development Council lists Defense and Security among its target industries, alongside Information Technology, Corporate Headquarters, Distribution and Logistics, Financial and Professional Services, Life Sciences and Healthcare, and Manufacturing. A company that sells to MacDill Air Force Base, or to the prime contractors that support it, has one more reason to keep its website in good order.
On its registration page, SAM.gov says a company that wants to apply for federal awards as a prime awardee needs a registration, that registration asks for a lot of information about the entity, and that the Unique Entity ID is assigned during registration. Getting only a Unique Entity ID does not let a company apply directly for federal awards. Anyone who wants to check you out can set your website beside your entity record, so the two should agree. Our government contractor marketing page covers contractor profiles.
What the website and the entity record should agree on
Keep the details below identical across both places, and treat any difference as something to fix before a buyer finds it.
| Item | On the website | Why it matters |
|---|---|---|
| Legal name | Written as it is on the entity record, in the footer and on the contact page | A different name raises a question you did not need to invite |
| Physical address | The same address, formatted the same way | SAM.gov asks for a legal business name and physical address even for a Unique Entity ID alone |
| Capabilities | Described in the words you can stand behind | Claims on the site should never run ahead of the record |
| Point of contact | A named person or role, with a direct route | A reader should reach somebody, not a general inbox |
| Contact during a closure | A second route written into the status page | This is what the runbook adds |
Who is the named contact during a closure?
For a contractor, a closed office is a business problem as much as a website problem. Put the closure contact on the status page and on the contact page ahead of time, and make sure the person named can be reached away from the office. This page makes no claims about clearances, security certifications or work for MacDill, and your site should claim only what you can document.
Want the storm questions answered before the season?Send us the site address and the name of the person who can edit it. The proposal covers hosting, DNS, a status page and a contact fallback in writing, so each has an owner.
Tampa web design for the rest of the bay
The same work applies across the bay. The Tampa Bay Economic Development Council says Port Tampa Bay is Florida’s largest seaport, and a distribution firm near the port, a financial practice downtown and a life sciences company do not need the same site. They all need the same answer to what customers see when a storm is named.
Whatever name the project goes under, whether website design Tampa Bay buyers ask for or web design Tampa Bay agencies propose, the storm questions are the same. A company comparing web designers Tampa FL has on offer, a Tampa Bay web design firm and a team in another state should be asked the same things. Responsive web design for Tampa customers who check hours on a phone, ecommerce website design for Tampa shops that must pause orders and professional web design for Tampa practices all reduce to this runbook, scaled to the size of the site. A client brief for website design Tampa owners write is easiest to compare when every quote answers the six items above. For the marketing side, see our marketing agency in Tampa page, and for production schedules, our video production in Tampa page.
Web design in Tampa outside the evacuation zones
Inland firms still lose power and staff, so the runbook shrinks outside the zones but does not disappear. The county’s 2026 changes also moved some parcels and added areas to Zone E where roads could become impassable, so check the address instead of assuming. A business outside every zone may still depend on a host, a phone line or a supplier that is not.
The one-page version to keep offline
Print this. The wifi may be the first thing to go, and a runbook stored only on the website it protects is of no use. Each card is one line on the sheet.
Add the names and numbers by hand, keep one copy at the office and one at home, and review the sheet when staff change. For a wider view of the market, see web design companies by city and our SEO company in Florida page.
