Updated November 2026 · Written and maintained by the Progression Agency strategy team
This is the media plan an advertising agency in Phoenix should be able to put in front of you: a sample budget, then each channel in turn, with what it buys here, the local rule or audience fact behind it, and the management fee to expect. It suits marketing directors, franchise operators and regional brands buying the Valley as a market. Spanish-language reach, Arizona billboard law, television, stadiums and paid search each get a section, and a summary table closes the plan. Progression is a New York City agency that works with Phoenix clients remotely, planning and running campaigns, and the first step is a free proposal with a written scope.

The short answer A Phoenix media plan names each channel, what it buys, the measure that judges it and who quotes the media. In the Valley, three local facts shape it: Arizona’s billboard statutes limit electronic boards to a defined area with no animation and a dark night, Spanish-language reach is its own campaign written first in Spanish, and the television market TVB calls Phoenix (Prescott) is ranked 12th among its markets. Media is quoted by the seller, agency fees are separate, and every legal point on this page is general information that counsel should confirm.
The Arizona Revised Statutes sections on outdoor advertising were read on the Arizona Legislature’s site, a summary of the Scenic Arizona case on the University of Arizona’s Dark Sky database, the Phoenix (Prescott) market page on TVB’s site, and the events and stadium pages on Visit Phoenix and State Farm Stadium’s own sites, all in November 2026. Any of them can change. Phoenix and Scottsdale sign codes were not readable and are not described. Nothing here is legal advice, and no statement reports a result for a particular company.
Advertising agency in Phoenix: a sample $20,000 monthly split
A $20,000 monthly media budget for a regional brand in the Valley might be split as the chart shows: the largest share in paid search and paid social, a real line for Spanish-language reach, and smaller lines for television, billboards and team buys. The split is an illustration written for this page, with agency fees kept apart. It is not a benchmark, and it is not a recommended spend level.
| Channel | Share | Monthly media |
|---|---|---|
| Paid search | 30% | $6,000 |
| Paid social | 20% | $4,000 |
| Spanish-language audio and video | 15% | $3,000 |
| Streaming and TV | 15% | $3,000 |
| Billboards | 10% | $2,000 |
| Stadium and team buys | 5% | $1,000 |
| Test reserve | 5% | $1,000 |
Each line can move for your category. A service business that lives on phone calls will push search higher, a retailer with a visual product will lean on social and streaming, and a brand with a long sales cycle may spend more on television and billboards. The test reserve is for trying a channel that is not on the list before committing a full line to it.
- A home services firm usually moves money toward search and the reserve.
- A retailer usually adds weight to social and streaming.
- A brand with a long sales cycle usually adds weight to television and outdoor.
- A brand whose customers speak Spanish at home gives that line its own plan, not a share of another.
Page one of the plan from a Phoenix advertising agency
A Phoenix advertising agency should open a plan with three facts about the market, so you can see it did its homework. Each one changes a choice later in the plan.
- The television market. TVB’s page for Phoenix (Prescott) lists a DMA rank of 12. TVB names the market with both places, which tells a buyer that broadcast reaches beyond the Valley.
- The language question. Arizona is one of fifteen states with one million or more Hispanic residents in 2024, according to our Hispanic marketing agency page, and our AI SEO agency Phoenix page gives the Spanish-at-home figure. Hispanic and Spanish-speaking are not the same audience, and the plan should say which one a channel is aimed at.
- The buy area against your service area. A media buy covers a market, and your service area may cover only part of it. Match the two, and make the site agree: our web design company in Phoenix page covers the Valley’s cities.
Timing matters too. For when the Valley’s busy and slow months fall, see our marketing agency Phoenix, AZ calendar. For how planning and buying differ, our media buying versus media planning page explains the split.
Channel 1: paid search across the Valley
Paid search buys the people who are already looking. For a Phoenix business, that usually means searches for a service, a product or a brand name, shown to people in the cities you serve. Advertising in Phoenix works best in search when the ad, the landing page and the phone number all match the city a person searched from.
- Target by city and by service area, not by the whole Valley at once.
- Use call tracking that does not break a number a customer has saved.
- Send each service to its own landing page.
- Judge the channel by calls and booked work, not clicks.
Fee line: the published band for Google Ads management is $1,000 to $10,000 a month, or 10% to 20% of ad spend, with the ad spend itself excluded. Our PPC agency page covers the work.
Channel 2: Meta and paid social
Paid social finds people who were not searching, and it does that through creative, so the creative carries the channel. In the Valley, rotate creative often, target by city and exclude existing customers and recent leads so you do not pay twice for a person you already have.
- Rotate creative on a schedule, and retire what stops working.
- Target cities, not the whole metro, when your service area is smaller.
- Exclude customers and recent leads from prospecting audiences.
- Keep Spanish-language ads in their own ad sets.
Fee line: WebFX says most social media ad management costs 10% to 20% of monthly ad spend, and the published flat-fee band runs $700 to $5,000 a month. Our Facebook ads agency page covers the work.
Channel 3: Spanish-language reach, written first in Spanish
A campaign for Spanish-speaking customers is its own campaign, not a translation of the English one. It has its own ad sets, its own budget and its own landing pages, and its scripts are written in Spanish first. A translated English script tends to read as a translation.
Do I need Spanish ads in Phoenix?
That depends on your category and on who buys from you. A test in a separate ad set will tell you faster than an assumption, and it keeps the English results clean.
Be careful with the audience. Hispanic or Latino describes ethnicity, and Spanish-speaking describes a language, so a plan should say which it targets. Our Hispanic marketing agency page covers the difference.
Spanish radio and streaming audio
Radio and streaming audio reach people while they drive, work or cook. Spanish-language stations and audio platforms sell time by daypart, and the seller quotes the price. This page names no stations and cites no ratings. Our radio advertising agency page covers the channel.
Landing pages that answer in the same language
An ad that promises something in Spanish should land on a page in Spanish, with a form and a phone number to match. Sending a Spanish-language click to an English page loses the person you paid for.
Fee line: management is quoted within the channel the ads run on, so it follows that channel’s fee line, and the media is quoted by the seller.
Channel 4: TV and streaming in the Phoenix (Prescott) market
TVB’s market page ranks the Phoenix (Prescott) market 12th, and TVB lists it that way. A buyer should read the double name as a signal: broadcast television in this market reaches beyond the Valley, so a smaller Valley business often starts with streaming, where the buy can follow a city or a zip code.
Television has two costs, and they are separate. Production is the commercial itself, and published bands put TV commercial production at $10,000 to $500,000 a spot. Airtime is quoted by the stations or the streaming platform. For the creative side, see our video advertising agency page.
- Production is paid once per commercial, and airtime is paid per buy.
- Streaming can follow a city or a zip code, and broadcast cannot.
- Ask for the reach a station or platform will stand behind in writing.
Channel 5: billboards under Arizona sign law
Arizona regulates outdoor advertising along its interstate, primary and secondary highway systems by statute. What follows is general information drawn from the Arizona Legislature’s site. It is not legal advice, and counsel should confirm how it applies to a face you are considering. Our outdoor advertising agency page covers the federal layer under its billboard rules section.
What was the Interstate 17 case?
As the case has been summarized in the University of Arizona’s Dark Sky database, the Phoenix Board of Adjustment granted a use permit for an electronic billboard next to Interstate 17, and in Scenic Arizona v. City of Phoenix Board of Adjustment (2011) the Court of Appeals reversed on the merits because the billboard violated the Arizona Highway Beautification Act through its intermittent lighting. The opinion itself was not readable for this page, so nothing here describes what happened afterward.
Are digital billboards legal in Arizona, and what does A.R.S. 28-7902 ask of them?
Under section 28-7902, conforming, permitted outdoor advertising may include electronic outdoor advertising only if it meets listed conditions. It may not contain any form of animation. Each message must stay static at least eight seconds, with a transition of no more than two seconds. The board must sit within an area the statute defines by coordinates, which includes circles drawn around the Discovery Channel Telescope, Mount Lemmon and Kitt Peak observatories, with exceptions, and the state posts a map of it. Brightness is capped from sunset to 11 p.m., and from 11 p.m. to sunrise illumination must be extinguished, with an automatic device, except for amber alerts and other governmental emergencies. Section 28-7903 separately bars a red, flashing, blinking, intermittent or moving light visible from the main traveled way, except as section 28-7902(E) provides. The creative consequence is plain: no motion, and a shorter night schedule than a rate card may imply.
Can city sign codes go further?
Subsection L says a city, town or county may enact an ordinance more restrictive than the section, though not less restrictive. This page does not describe the Phoenix or Scottsdale sign codes, which were not readable. Each Valley city can add its own limits, so ask the seller for permit status and face type, and ask counsel what applies.

Channel 6: team and stadium buys
The Valley’s team schedules give a sponsorship a calendar. Visit Phoenix lists the Arizona Diamondbacks at Chase Field in downtown Phoenix from April to October and the Phoenix Mercury at Footprint Center from May to September, and it lists the VRBO Fiesta Bowl, a College Football Playoff New Year’s Six game, at State Farm Stadium in Glendale. Schedules change, so check them.
The stadium’s own site says State Farm Stadium is owned by the Arizona Sports & Tourism Authority and has hosted the annual Fiesta Bowl, Super Bowl LVII in 2023 and the NCAA Men’s Final Four in 2024. Its about page calls it the home of the Arizona Cardinals. What a sponsorship buys is visibility around a schedule, and the team or venue quotes the price. This page states no audience figures. Spring training and the golf tournament belong to the calendar page, and our sports marketing agency page covers sponsorship.
- Tie the buy to a code, an offer or a unique number.
- Ask the team or venue for the season’s dates in writing.
- Decide in advance what result would make you renew.
To judge a team buy, tie it to something you can count: a code printed on the signage, an offer that only exists during the season or a unique number. A sponsorship with no measure is a gift to the seller.
Channel 7: programmatic display and online advertising
Programmatic display buys small ad placements across many sites by rules you set, and it is most useful for retargeting people who already visited your site. A digital advertising agency Phoenix brands hire should be able to show placement reports, so you can see where each ad ran.
Phoenix online advertising and online advertising Phoenix owners ask about both come down to the same list: exclusions for sites you do not want, retargeting windows and a report on where the money went. Our programmatic advertising agency and digital advertising agency pages cover the channel.
- Exclude the sites you do not want to appear on.
- Set a retargeting window and a frequency limit.
- Ask for a placement report each month.
Phoenix ad agency fees: the plan’s summary table
A Phoenix ad agency charges for management, and the media is paid separately. How much does an advertising agency cost in Phoenix? The published bands are national, and there is no Phoenix-only band. The table gathers each channel’s fee line, and Progression quotes after a written scope. An ad agency Phoenix AZ brands consider, and any ad agency in Phoenix, should show the media and the fee as separate lines.
How much does an advertising agency cost in Phoenix?
The summary below pairs each channel with what it buys, the measure that judges it and who sets the media price.
| Channel | What it buys here | One measure | Who quotes the media |
|---|---|---|---|
| Paid search | People searching in your cities | Calls and booked work | The ad platform auction |
| Paid social | Attention through creative | Leads by creative | The ad platform auction |
| Spanish-language reach | Customers addressed in Spanish | Leads by language | The platform or the seller |
| TV and streaming | Reach in a market that extends beyond the Valley | Branded search and calls | The stations or the platform |
| Billboards | Fixed faces under Arizona sign law | A unique number per face | The sign owner |
| Team and stadium buys | Visibility around a schedule | Codes and season offers | The team or the venue |
| Programmatic display | Retargeting and placements | Retargeted conversions | The buying platform |
Media and production quoted separately
Radio, television airtime, billboards and stadium buys are quoted by the seller, and the figures change by season and by face. The published fee bands below cover agency work and television production only.
| Work | Published US range | Notes |
|---|---|---|
| Google Ads management | $1,000 to $10,000 a month, or 10% to 20% of ad spend | Management fees exclude the ad spend itself |
| Meta and paid social management | $700 to $5,000 a month, or 10% to 20% of ad spend | Flat-fee evidence is thinner than the percentage evidence |
| Single channel retainer | $1,000 to $12,000 a month | One channel done by a small agency |
| Full service retainer | $5,000 to $50,000 a month | A multi-channel program, excluding media |
| Fixed scope campaign project | $10,000 to $50,000 | An audit, a plan and a launch |
| TV commercial production | $10,000 to $500,000 a spot | Production only, airtime separate |
Advertising agencies Phoenix brands compare: read the plan, not the pitch
A shortlist of advertising agencies Phoenix brands compare is easier to judge when each firm hands over a plan in the same format. Ask each for the plan in this page’s order, and test it.
Any advertising firm Phoenix companies call should be able to answer the tests below in writing. An advertising agency Phoenix owners hire, an advertising agency Phoenix AZ operators shortlist and a Phoenix Arizona advertising agency from outside the state are all held to the same questions. Anyone looking for ad agencies Arizona wide, or for Arizona ad agencies in general, should ask the same, and ask for the plan before the pitch.
| Test | What a clear answer looks like |
|---|---|
| Is media separated from fees? | Two lines, each with its own figure |
| Who owns the ad accounts? | You, with the agency granted access |
| Is each channel’s measure named? | One measure per channel, written down |
| Is bilingual reach addressed? | A separate plan for Spanish, not a translation |
| Is Arizona sign law addressed? | Permit status and face type asked of every seller |
If the brand sells to other businesses, our B2B advertising agency page covers that case, and our marketing agency pricing page explains how agencies charge.
