Packaging Design Agency: Packaging Design Services, the Process, the Label Rules and What It Costs

Updated November 2026 · Written and maintained by the Progression Agency strategy team

A packaging design agency turns a product into something a shopper picks up and a printer can actually produce. That means a structure that protects the product and fits the shelf, graphics that read at arm’s length, a label that meets the rules, and files built to a dieline, not just a pretty picture. This guide is for founders and brand managers launching or refreshing a product. It covers what packaging design services include, how to choose between a freelancer, a studio and an agency, how the process runs, what the label must carry and what it costs per product. Progression does this work, and every engagement starts with a free proposal and a written scope.

The short answer Packaging design is the work of making a structure, graphics, label panels and print files for a product, built to a dieline that a printer can produce. Published US figures run from $500 to $4,000 for one product from a freelancer to $5,000 to $100,000 for an agency project, with each added variant at about $600 to $1,500. The label has to carry the information the rules require, a recyclable claim has to be backed by real recycling access, and your counsel decides both. Printing, tooling and materials are paid on top of the design fee. The figures here are published market figures, not a rate card, and Progression quotes packaging after a written scope, by the number of products.

The federal food, cosmetic and consumer commodity labeling rules, the federal guide on recyclable claims, the barcode issuer’s pricing page and three packaging cost guides were each opened on the publisher’s own site in November 2026, and rules and prices change. This page is not legal advice. No statement on this page reports a result for a particular product or client.

Packaging designers: freelancer, studio or agency

What is a packaging designer? A packaging designer shapes the structure, the graphics and the label layout of a pack so that it protects the product, sells it and prints correctly. Packaging designers work alone, in a studio or inside an agency, and the right choice depends on the number of products and the amount of structural work.

Who, what you get, when it fits
WhoWhat you getWhen it fits
A freelance packaging designerOne person, direct contact, graphics on a standard structureOne to three products, a standard box or label and a modest budget
A packaging design studioA small team that handles graphics, structure and filesA launch that needs custom structure and careful production
A packaging design company or agencyStrategy, structure, graphics, copy and the brand around themA range, several retailers or a rebrand with the pack at the center
An in-house designerSomeone on staff who knows the productSteady work such as new flavors and seasonal runs

A packaging design company in your own city has the advantage of meetings and physical samples. Packaging design near me searches are worth the trouble if you want to hold the dielines and board stocks together, and the work itself can be done remotely. A packaging design studio is usually small, and a packaging design company can be any size, so ask who does the work, not how big the name is.

Are package design agencies good? The good ones are, and the test is whether they show printed samples, explain how they handle dielines and press checks and give a clear written scope. Directories can help you find names, but they are a start and not an answer. When the project is mostly graphics on a standard pack, a freelancer can be the better value.

What should a packaging brief include?

A short, written brief saves weeks. Put these in it before anyone starts:

  • What the product is, who buys it and where it will be sold.
  • The price point and the competing products on the shelf.
  • The number of products and variants planned in the first year.
  • The printer, if you have one, and the board or material.
  • Any retailer rules on size, codes or display.
  • The deadline, and what it is tied to.
  • Who approves the work on your side.

Packaging marketing: what the pack has to do

Packaging marketing is the use of the pack itself as a selling tool: it has to stop the shopper, say what the product is, justify the price and survive shipping. A short packaging marketing definition: everything the pack does to sell the product before anyone reads a review or sees an ad.

Is packaging design part of marketing? Yes, it is the part the buyer holds. A packaging marketing strategy decides what the pack must say first, what it can leave to the product page and what it must do in a shopping cart as well as on a shelf. Product packaging marketing is simpler than it sounds: one clear message, one reason to pick it up, and a structure that arrives intact. We give no percentages about shoppers here, because the figures in circulation come from the people selling packaging.

Package design vs packaging design: in most use they mean the same thing, and the first is just shorter. Is packaging design graphic design? Part of it is, and the structure, the dieline and the print work are the parts a graphic designer alone may not cover. Our graphic design page covers the graphic side, and our brand identity page covers the system the pack belongs to.

Product packaging design, from shelf to doorstep

Product packaging design covers the box, bottle, bag, sleeve or label that a product is sold in, from the first impression on a shelf to the moment someone opens it at home. Creative product packaging design is a matter of using the structure itself as an idea, within what the printer can make.

Luxury product packaging design

Luxury product packaging design is made of weight, closure and finish: a heavier board, a lid that closes with a small sound, a finish that feels different in the hand. Each costs more to produce and should earn its place in the price. For trade examples, see our jewelry packaging design and cosmetic packaging design pages.

Retail product packaging design

Retail product packaging design works on a shelf set: the pack sits beside others, at a certain height, under store lights. Plan the barcode placement, the front panel and any retailer rules before the artwork is final, and ask the buyer for specifications early.

Box packaging design

Box packaging design starts with the dieline, the flat plan with folds, panels, glue flaps and cut lines. A good dieline is the reason the box closes, stacks and ships, and the artwork is built on it. Test the structure for shipping before the print run, since a box that crushes in transit costs more than the design fee.

Is a physical mockup worth paying for?

Usually, for a custom structure. A mockup shows how the pack folds, closes and sits, and it catches problems that a screen hides. For a standard box with new graphics, a flat proof from the printer often does the job.

Packaging for ecommerce

A pack that ships has two jobs: reach the buyer undamaged and make opening it feel good. The unboxing moment matters, and our unboxing page covers it in detail. Choose a size that fits the product, and a structure that does not need a second box around it.

Packaging design services: what the work includes

Packaging design services include the research, the structure, the graphics, the label layout and the files, each built to the dieline and the printer’s process. A brand and packaging design agency adds the identity the pack belongs to, so the two work together.

Brief: Brief and shelf audit. Who buys, where it sits and what the competing packs look like.
Shape: Structure and dieline. The flat plan of the pack: folds, panels, glue and cut lines.
Look: Graphics and copy. Artwork and words built to the dieline, not drawn on a flat page.
Panels: Required label panels. Space and layout for the mandatory information, checked with your counsel.
Code: Barcode placement. A scannable code in the right place and size.
Press: Print-ready files and press check. Files built for your printer, with a check at the press.

Packaging graphic design

Packaging graphic design is the artwork and the words, built on the dieline and sized for the printer’s process. It differs from flat graphic design because the art wraps around corners, folds and seams, and because the label panels, codes and claims have to fit.

Packaging design branding: when the brand is not done yet

Packaging design branding is the case where the pack and the brand are being made together. If the name, the logo and the colors are not final, settle them first or in the same project, since changing them after the artwork is built means rebuilding it. For a logo, see our logo design services page.

Variants add work. Each new flavor, scent or size needs its own copy, its own panels, its own barcode and its own proofs, which is why packaging is priced by the number of products.

How a packaging design agency runs a project

A packaging design agency runs a project from the brief to the press check: it studies the shelf, develops concepts, builds the structure, lays out the label, prepares the dieline and files and checks the first sheets. The packaging design process is a chain, and each link waits on the one before.

Flow of a packaging project in seven steps: brief, shelf audit, concepts, structure mockup, label content, dieline and proofs, and press check.Flow of a packaging project in seven steps: brief, shelf audit, concepts, structure mockup, label content, dieline and proofs, and press check.
The order of the work. Timing depends on the number of products, the printer and any regulatory review.

How long does packaging design take?

There is no single figure. What stretches it is the number of products, the printer’s lead times and any regulatory review of the label, along with how quickly you give feedback. Ask the studio for a schedule that names each wait.

What each stage needs from you
StageWhat happensWhat the studio needs from you
BriefThe studio learns the product, the buyer and the printerHonest answers on price point, retailers and deadlines
ConceptsA few different directions are shownOne decision-maker and clear feedback
Label contentWords, panels and codes are fixedApproved copy and your counsel’s review
ProofsThe printer returns proofs of the dieline and colorPrompt sign-off or corrections
Press checkThe first sheets are inspectedSomeone with authority to approve the run

Ask for printer proofs before the run and, where possible, be present at the press check. A color that looks right on a screen can shift on board, and the press check is the last place to catch it.

What the label has to carry

The label has to carry the information the rules require, in a space the rules describe. This section is general information, not legal advice. Your counsel has the final word, and the vertical pages below cover food, cosmetics, alcohol and drug labels.

For packaged food, the federal regulation at 21 CFR 101.1 defines the principal display panel as the part of the label most likely to be displayed or examined at retail, and says it must be large enough to hold the mandatory information with clarity and conspicuousness without obscuring designs or crowding. The regulation at 21 CFR 701.10 sets out the same idea for cosmetics. The Fair Packaging and Labeling rules at 16 CFR 500.3 reach packaged consumer commodities distributed in commerce.

Barcodes are part of the layout. Retailers usually ask for a scannable code, and GS1 US lists a single GTIN at $30 as of November 2026. Whether you need your own code depends on the retailer’s requirement, so ask the buyer. Each category has its own rules, so we link the owners: food packaging design, CPG packaging design and alcohol packaging, with pharma packaging for drug labels.

Do you need your own UPC barcode?

Often yes if the product goes to a retailer, and the retailer’s requirements decide. A single GS1 US GTIN is listed at $30 on the issuer’s page, and larger sets of codes cost more. Ask each buyer which code they accept, and leave room for it on the dieline.

Sustainable packaging claims without trouble

A sustainable packaging design agency can help you choose materials, and it cannot make a claim true. Under the Federal Trade Commission’s Green Guides, 16 CFR 260.12, a package should not be marketed as recyclable unless it can be collected, separated or otherwise recovered through an established recycling program.

Can I call my package recyclable?

Only if the package can be collected and recovered through an established program, and your counsel should check the wording. The detail is below.

The guide adds that a recyclable claim can be unqualified when recycling facilities are available to a substantial majority of consumers or communities where the item is sold, which it defines as at least 60 percent, and should be qualified when access is lower. Avoid green superlatives, and ask your printer for what they can document about the materials. Rules also differ by state, so check each state where you sell.

Creative packaging design that survives production

Creative packaging design is the idea of the pack, and a creative packaging design agency has to prove the idea can be printed, folded and shipped. The patterns below are original ones written for this page. They do not describe real brands or clients.

An editorial checklist, not a measured result.
  • Ask for a costed version of each idea.
  • Ask the printer which finishes they can run well.
  • Ask what each fold or insert adds to the unit cost.
  • Keep the idea that earns its place on the shelf.
  • Test the sample in shipping before the run.

Every extra finish, fold or insert adds cost and risk. Ask for a costed version of each idea, and keep the one that earns its place on the shelf.

How to choose a packaging design agency

To choose a packaging design agency, look at printed samples, ask who handles the dielines and the press checks, ask what the quote includes and ask how variants are priced. Packaging design companies of every size can do good work, so compare the process and not the pitch.

The best packaging design company for a snack launch differs from the best one for a skincare line, and the best packaging design agency for you is the one that has solved your kind of problem. A top packaging design agency list is a place to find names, not a verdict. Ask two or three candidates the same questions, and compare the answers in writing.

  • Can I see printed samples, not just screens?
  • Who builds the dielines, and who checks them with the printer?
  • Who is at the press check?
  • How are variants priced after the first product?
  • What does the fee cover, and what is extra?
  • Who owns the files when the job is done?

What does a packaging design agency cost?

Packaging design cost depends on how many products you have, how much structure is custom and who does the work: published figures run from $500 to $4,000 per product from a freelancer to $5,000 to $100,000 for an agency project. The average packaging design cost for a small brand’s first launch of one to three products lands between $1,500 and $6,000 in one guide.

Our prices

Progression quotes packaging after a written scope, and packaging by the number of products. For the services we publish prices for, see our marketing agency pricing page.

Published market price bands

These figures come from three commercial publishers’ pages, so treat them as context. They are not a Progression rate card. Product packaging design cost and product packaging design price are both per product.

These are published US price bands (market figures, not a Progression rate card), read in November 2026 from ManyPixels, Vistaprint, Branded Agency, 99designs and Clutch.

Printing, tooling and materials sit on top

Printing, tooling and materials are separate from the design fee, so ask your printer for quotes and ask the studio what is included. Think per product: the first product carries the research and structure, and each variant adds its own copy, panels and proofs.

Before you ask studios for quotes, have these ready:

  • A one-page brief with the product, buyer and price point.
  • The list of products and variants for the first year.
  • The printer’s name and its dieline requirements.
  • The retailer rules on codes, size and display.
  • A decision on whether the brand is final.
  • A single person who approves the work.

Frequently asked questions

Which tasks does a packaging design agency take off a founder?
It designs the structure, graphics and label layout of a pack and prepares files built to a dieline for the printer. It can also run the concept work, the proofs and the press check.
What does a packaging designer do?
A packaging designer shapes the structure, artwork and label panels so a pack protects the product, sells it and prints correctly.
Should I hire a packaging design company or a freelancer?
A freelancer fits one to three products on a standard structure. A studio or agency fits custom structure, a range or a rebrand. Compare printed samples and scope.
What is packaging marketing, and is packaging part of marketing?
Packaging marketing is using the pack as a selling tool. Yes, the pack is the part of marketing a buyer holds, and it has to stop the shopper, explain the product and justify the price.
What is packaging graphic design?
It is the artwork and words for a pack, built to the dieline and sized for the printer’s process, with space for the label panels and codes.
What makes product packaging design feel luxury?
Weight, closure and finish. A heavier board, a lid that closes with a small sound and a finish that feels different in the hand each add cost and should earn their place.
What is included in packaging design services?
Research and a shelf audit, structure and dieline, graphics and copy, label panels checked with your counsel, barcode placement, print-ready files and a press check.
What is a dieline, and why does box packaging design start with one?
A dieline is the flat plan of a pack with folds, panels, glue flaps and cut lines. The artwork and the structure are both built on it, so it comes first.
What stretches a packaging project beyond the first estimate?
It depends on the number of products, the printer’s lead times, any regulatory review and how fast feedback comes. Ask for a schedule that names each wait.
Are package design and packaging design two different things?
In most use they mean the same thing. Package design is shorter, and packaging design is the more common phrase for the whole discipline.
Who checks the label rules?
Your regulatory counsel does. The designer sets the panel and the layout so the required information fits, and the vertical pages cover food, cosmetics and other categories.
Can I call my package recyclable?
Only if it can be collected and recovered through an established recycling program. The FTC’s guide says a claim can be unqualified when access reaches at least 60 percent of consumers or communities where the item is sold, and should be qualified otherwise.
Do I need my own UPC barcode?
Often, if you sell to retailers. The retailer’s requirement decides, and a single GS1 US GTIN is listed at $30. Leave room for the code on the dieline.
What fee do packaging studios charge for one product?
Published US bands run $5,000 to $100,000 for an agency project, $500 to $4,000 per product from a freelancer and $600 to $1,500 per added variant. Printing and tooling are extra.
How is packaging design priced for several products?
The first product carries the research and structure, and each variant adds copy, panels, a barcode and proofs. Ask for the first product and each variant priced separately.
Is a physical mockup worth paying for?
Usually, for a custom structure. A mockup shows how the pack folds, closes and sits, and it catches problems that a screen hides.
Who owns the packaging files when the job is done?
Whoever the contract says. Ask for ownership in writing and for the editable files, not only the print-ready ones.
Can one studio handle the logo and the packaging?
Often. If the brand is still being made, do both in one project so the logo, colors and pack are built together.
Do packaging design agencies handle printing?
Some arrange it and many do not. Ask who orders the print, who pays the printer and who is at the press check.
Does Progression Agency print or manufacture packaging?
No. We design the structure and graphics, build the dielines and files, and arrange press checks with your printer. Printing, tooling and materials come from your printer.
