Casino Marketing Agency: Casino Public Relations, Advertising, Promotions and Branding for Licensed Casinos and Resorts

Updated November 2026 · Written and maintained by the Progression Agency strategy team

A casino marketing agency fills a property or a licensed online casino with adult players, inside rules that change at every state line and tribal boundary. That means casino public relations that earns local and trade coverage, ads on Google and Facebook that clear certification, promotions a gaming lawyer can sign, a brand that holds across the floor, the hotel and the app, and responsible gaming messages on every piece. This page is for marketing directors at commercial casinos, destination resorts, tribal gaming enterprises and state-licensed online casinos. It covers what each channel can and cannot do, how a property’s calendar drives the work, what approval looks like and what it costs. Sportsbooks and casino SEO have their own pages, listed below. Every engagement starts with a free proposal and a written scope.

The short answer Casino marketing works when the license, the calendar and the approvals come first. We work only for licensed operators and only for adult audiences, and we do not write offers, odds or bonus terms. The platform rules and the New Jersey advertising rules quoted here were read on the sites that publish them in November 2026, and they can change. Your counsel and your regulator have the final word. Responsible gaming: if you or someone you know has a gambling problem, the National Council on Problem Gambling’s help page lists 1-800-MY-RESET (1-800-697-3738), and New Jersey’s casino advertising rule uses the number 1-800-GAMBLER. Our prices are in the cost section, and figures from other providers carry a market label.

Google’s gambling policy, Meta’s gambling and games policy, the New Jersey casino advertising regulations, the FCC broadcast and telemarketing rules, the FTC rules on endorsements and reviews and the National Council on Problem Gambling help page were each opened on the site that publishes them in November 2026, and all of them can change. Industry codes of conduct were not readable and are not described. No statement on this page reports a result for a particular property.

What a casino marketing agency does for a property and an online brand

What is casino marketing? It is the work of bringing adult guests and players to a licensed casino, its hotel, its restaurants and its shows, and of keeping them coming back, within advertising rules set by regulators, platforms and tribal gaming authorities. A casino marketing agency handles the parts of that work a property wants help with: coverage in the press, paid search and social, promotions, email and text, branding and the calendar that ties them together. Casino marketing services, casino marketing campaigns and the retained work of a casino marketing company all share one starting point, which is the license, because the license decides which channels are open. A casino marketing consultant may advise on one piece of this, and an agency carries it out across channels.

Commercial casinos, destination resorts and tribal enterprises

A commercial casino and a destination resort sell much more than gaming: rooms, dining, spas, shows and conventions. Tribal casino marketing has the same range, with one difference in who approves it, because the tribe’s own gaming commission and any compact with the state shape what can run. Ask your commission and your counsel which approvals apply before work begins.

State-licensed online casinos

An online casino marketing agency works only for operators licensed in the state being targeted. Google’s policy for US online casino ads says advertisers must not target users under 21 or outside the states where they are licensed, and this page covers no offshore or crypto casino. State launches, platform authorizations and app store listings each have their own steps, and a license check comes before any proposal.

Casino marketing specialists or a general agency

Casino marketing specialists spend their days with certification, state filings and responsible gaming lines, so they catch problems early. A general agency may be excellent at creative and still miss that a hotel offer and a drawing fall under different rules. Ask any agency to explain its approval process in plain words before you compare creative. We make no claim about past casino clients on this page.

Casino public relations: coverage a property can earn

Casino public relations is the work of earning coverage for a casino property: stories in local news, features in trade media, and mentions of its entertainment, dining and hotel. It reaches residents who know the property, travelers choosing a weekend and the industry itself. Casino public relations does not buy attention. It earns it with news that is true and useful to the outlet’s readers. Our public relations agency page covers the discipline in general, and this section covers what changes for a casino.

Local news: jobs, openings, renovations and community giving

Local papers, radio and television cover a casino as an employer, a taxpayer and a neighbor. A hiring drive, a new restaurant, a renovation or a charity event gives them a reason to write. Casino public relations in this vein works best when it tells the story of the people and the project, and it avoids the games.

Trade press and the gaming industry calendar

Trade publications follow openings, executive changes, technology and regulation. A property earns space there with real news at the right moment, such as an expansion, a new venue or a hiring announcement. We name no publications here and claim no relationships with any outlet.

Entertainment, dining and hotel stories that do not mention gambling

A resort has a story to tell about its chefs, its headliners, its spa and its views, and that story reaches readers who never place a bet. These pitches should stand on their own, with no gambling content in them at all.

Responsible gaming stories worth telling

Training for staff, partnerships with help organizations and visible information for guests are stories worth sharing when they are real. They are never a cover for an offer, and they should match what the property actually does.

When something goes wrong: outages, data incidents, tax or regulator news

Casinos draw attention when a system fails, data is exposed or a regulator announces a finding. Prepare a holding statement, name who speaks, and involve counsel before anything is published. Our crisis PR page covers that work.

Casino PPC, poker PPC and Google Ads: certification first

Casino PPC and poker PPC run on the same gambling policy in Google Ads, and a casino PPC agency begins with that policy, not with keywords. Casino Google Ads need certification before an ad can run. Our PPC management page covers paid search in general, and our iGaming PPC section covers online betting.

What Google requires before an ad runs

Google’s gambling and games policy says advertisers must apply for certification, and that certification is per country. It also says advertisers must hold a valid local license for every region they intend to target, and that gambling landing pages must display information about responsible gambling, an age warning, addiction resources and terms and conditions. For US advertising, the policy requires a warning against the dangers of addictive and compulsive gambling in the landing page or the creative. Poker is treated as part of online gambling, and it is allowed only where the advertiser is certified and licensed for the place targeted.

Land-based casinos: hotel, dining and show searches

The same policy lists promotion of legal physical, real-world gambling establishments as supported, and it adds that offline gambling promotion is prohibited in places where advertising it is illegal. A resort can therefore reach people searching for its hotel, its restaurants and its shows, while the brand name and local terms do much of the work.

Online casinos: state targeting and the 21 line

For a licensed online casino in the United States, Google’s rule is to target no one under 21 and no one outside the state where the license is held. Build audiences and location settings state by state, and keep a record of the license behind each campaign.

Can a casino run Google Ads for a hotel or a show?

A property can advertise its hotel, its restaurants and its entertainment, since Google lists promotion of legal physical establishments as supported. The ad and the landing page should stay on those subjects. If a page also promotes online gambling, the certification and license rules for online gambling apply to it.

Casino marketing plan: built around the property calendar

A casino marketing plan starts with the calendar, because a property’s year is full of fixed points: headline shows, holidays, tournaments, school breaks and slow midweek nights. Casino marketing campaigns attach to those points and are approved well before the date. The plan below follows three questions: what is happening on property, who is staying and who is already in the database.

Headline entertainment, holidays and tournaments

Entertainment announcements and tournaments are the easiest things to build a campaign around, because they have a date, a venue and a draw of their own. Plan the announcement, the on-sale and the reminders together, and send each piece through review once.

Hotel occupancy, midweek and shoulder season

Hotels have empty nights that weekends do not. Midweek stays, off-season packages and conference blocks give a property room to promote the hotel on its own merits. Our hotel marketing page covers that side of the business.

Database tiers: new, active and lapsed adult players

A loyalty database holds first-party data from adults who joined the club. Sort members into new, active and lapsed, write for each tier and use only the consent they gave. This page quotes no figures on database size or response.

Timeline of a property's marketing year: first quarter headliner announcements, winter hotel stays and a review of approvals; second quarter summer drive market, spring events and patio and pool seasons; third quarter fall events, tournaments and the holiday calendar; fourth quarter holiday entertainment, year-end stories and next year's plan.Timeline of a property's marketing year: first quarter headliner announcements, winter hotel stays and a review of approvals; second quarter summer drive market, spring events and patio and pool seasons; third quarter fall events, tournaments and the holiday calendar; fourth quarter holiday entertainment, year-end stories and next year's plan.
A pattern of work through the year. Nothing here is a promise of results.

Marketing for casinos: how a player finds a property

Marketing for casinos has to meet four different people who all search differently. Marketing casino properties well means knowing which of the four a given channel reaches, and marketing casinos that are part of a resort means reaching people who are choosing a weekend, not a game.

Who decides, and what they check
WhoWhat they searchWhat they check firstChannel that reaches them

Local search and the map result for a resort

A resort appears on a map with hours, photos, reviews and menus, and those details often decide the visit. Our casino SEO agency page covers search for casinos in depth.

When an AI assistant recommends a casino

Assistants answer questions about where to stay, eat and see a show, and they repeat what a property publishes. Accurate pages, consistent listings and plain facts help. Our AEO for casinos page covers that work.

Casino email marketing, text and loyalty

Casino email marketing reaches adults who joined the loyalty club and asked to hear from the property. Write for each tier, honor opt-outs, and confirm with the state program and your regulator how self-excluded players must be removed from every list before any send. See our email marketing and SMS marketing pages for the channel work.

Texts need care. The FCC rule at 47 CFR 64.1200 requires prior express written consent for telemarketing calls made with an autodialer or an artificial or prerecorded voice to the lines it lists, which include cellular numbers, and it lets a person revoke consent by any reasonable method. Collect the consent in writing, keep the record and honor a revocation within the time the rule allows.

Can a casino text its loyalty members?

Only members who gave written consent to texts, and only in the way they agreed. Keep the signed record with the member’s number and remove anyone who revokes, including people on a self-exclusion list.

Casino promotion ideas are easiest when they begin with the question “what will legal ask?” What is casino promotion, in practice? It is any offer or event that gives a guest a reason to visit. Casino marketing promotion ideas below are sorted by how much review each tends to need. The cards name no dollar amount, no odds and no bonus. If you are asking how to promote a casino, begin at the low review end of the list, and ask counsel before you move up. Casino promo ideas that depend on a prize or a game need extra care.

Low: Entertainment packages and hotel offers. Dates, terms and the 21 line on every piece.
Low: Dining and spa tie-ins. Partner venues named, terms stated plainly.
Low: Community events on property. Hosted for adults, with clear eligibility.
Review: Drawings and tournaments. State rules on games and prizes apply.
Review: Free play for adult database members. Terms, tax treatment and review needed.
Review: Social media contests. Platform rules and state rules both apply.

How do you promote a casino without writing a bonus?

Promote the property: the headliner, the new restaurant, the renovated rooms, the tournament night and the community event. Those stories bring adults through the door and ask little of legal. A bonus is a different kind of piece, and this page writes none.

Words that create trouble

New Jersey’s rule on casino advertising, read for this page, says advertising shall be based upon fact and shall not be false, deceptive or misleading. It bars type, size, location, lighting, illustration or color that obscures a material fact, and it bars failing to designate material conditions or limiting factors. In practice that means no claim you cannot support, no condition hidden in small print and nothing that suggests gambling solves a money problem. Treat this as editorial advice built on that rule, and have counsel read every line.

Terms, eligibility and the 21 line on every piece

Every promotion needs terms a guest can read: who is eligible, the dates, what the offer includes and what it does not. State the age line on every piece, and keep the offer available for the advertised period, since New Jersey’s rule lists failing to maintain an advertised offer as a prohibited practice.

Casino Facebook ads and social media

Casino Facebook ads fall under Meta’s gambling and games policy. Casino social media marketing for a property can be mostly about the hotel, the shows and the restaurants, which keeps it away from the online gambling rules. See our Facebook ads and social media advertising pages for the channel work.

What runs without permission and what needs it

Meta says ads that promote online gambling and gaming are only allowed once an ad account has obtained authorization, that advertisers must provide evidence that the activity is licensed by a regulator, and that they must declare their intent before targeting a new jurisdiction for the first time. It does not allow targeting online gambling ads to people under 18. Ads for physical, real-money gambling establishments such as brick-and-mortar casinos can run without authorization, provided the ad or its landing page does not promote or facilitate online gambling.

Creators, hosts and paid guests

Casino influencer marketing is limited to adult audiences and to creators who can show it. Under the FTC’s rule at 16 CFR 255.5, a connection between an endorser and the seller that might materially affect the weight or credibility of the endorsement, and is not reasonably expected by the audience, must be disclosed clearly and conspicuously. That includes payment, free stays and other benefits. Keep content away from anything that would appeal to minors, and see our influencer marketing agency page.

Casino branding across floor, hotel and app

Casino branding covers the name, the mark, the colors and the voice that a guest meets on the floor, in the hotel, at the restaurant and in the app. A casino logo design needs to work on a sign, a key card and a phone screen, and casino graphic design extends it to menus, slot-floor graphics and the responsible gaming line. Our branding agency page describes the discipline.

A name and identity that survive a resort expansion

Properties add towers, venues and partners over time. A brand system with room for new venues under one name saves a rebrand later, and it keeps signs, uniforms and menus consistent as the property grows.

Signage, slot-floor graphics and the responsible gaming line

New Jersey’s rule requires on-site advertising of casino operations to carry the phrase “Bet With Your Head, Not Over It” or comparable approved language, and print, billboard or sign advertising to carry words that include “gambling problem” and “call 1-800-GAMBLER” or comparable approved language, legibly. Design the message so it stays legible at the size and distance it will be read, and treat it as part of the layout from the first sketch.

Casino advertising: outdoor, broadcast and print

Casino advertising reaches people in the car, at home and on the page. A casino advertising agency chooses the medium, writes to the rules for each and keeps the responsible gaming line in place. Can you advertise gambling? The sources read for this page show that it is regulated rather than banned: Google and Meta allow it for licensed operators after approval, New Jersey sets conditions for casino advertising, and the FCC’s broadcast rule lists exceptions that include tribal gaming. Is advertising gambling illegal? It is not, where the operator is licensed and the ad follows the rules of its state or tribe, the medium and the platform. Our gambling advertising regulations section covers online betting rules in more depth.

Is advertising gambling illegal for a licensed casino?

A licensed operator may advertise within the rules of its license, its state or tribe, the medium and the platform. The rules read for this page set conditions rather than a ban, which is why approvals matter. Ask counsel about any ad that falls outside the patterns the regulator has accepted.

Billboards and drive-market reach

Billboards reach the drive market with a headliner, a hotel stay or a restaurant. Where a state sets a required message for outdoor advertising, as New Jersey does, it must be legible from the road. Keep the layout simple and the message short. For what a board costs and which format fits, see our outdoor advertising agency guide.

Radio and TV: check before you book

Broadcast carries a federal rule of its own. 47 CFR 73.1211 bars a station from broadcasting lottery advertising or information except as paragraph (c) lists, and the exceptions include gaming conducted by an Indian Tribe under the Indian Gaming Regulatory Act. Whether a given casino spot can air depends on the facts, so check with the station and with counsel before you book.

Who signs off: the approval path for casino marketing

Casino marketing passes through more hands than most. The flow below is a typical order, and your counsel and your regulator set the real one. Get the steps on paper before the first campaign, because it saves days in every campaign after.

Flow of five approvals before casino marketing runs: marketing drafts, legal or compliance reviews, the regulator sees it where a state requires, the responsible gaming line is checked and records are kept.Flow of five approvals before casino marketing runs: marketing drafts, legal or compliance reviews, the regulator sees it where a state requires, the responsible gaming line is checked and records are kept.
A typical order. It is not legal advice.

New Jersey shows how far the rules reach. Its rule on casino advertising applies to casino licensees, and a second rule says that any advertisement by an applicant for or holder of a casino service industry enterprise license, or by any agent of one, is subject to the same advertising provisions as if it were by a casino licensee. Other states differ, so ask the regulator in each state where you operate. A petition to the Division for an advisory opinion on an advertisement is possible in New Jersey under the rule’s own terms.

Why the agency sits inside the rules too

An agency that writes casino copy is part of the chain. It should know the New Jersey advertising rule and its reach to those under 13:69J-1.15, keep records of approved versions and refuse work it cannot take to review.

How to choose a casino marketing agency

Choose a casino marketing agency on how it handles rules before how it handles creative. Ask for its approval process, ask who on its team has handled casino or gaming compliance, and ask what it does when legal says no. Check that it asks to see your license before it proposes anything.

  • Does the agency ask for your license and your states before it proposes anything?
  • Can it explain its approval process in plain words, step by step?
  • Can it show finished work and speak to what changed in review?
  • Does it refuse offshore, crypto and unlicensed operators?
  • Does it keep records of approved versions and dates?
  • Does it separate its fee from media, entertainment and legal review costs?

What should a casino marketing agency prove before you sign?

It should prove it can follow your approval path, name the people who will touch your copy, show how it records versions and explain what it will not do. Ask for these in writing, then compare proposals on how clear the answers are.

A good agency also tells you where it stops. It does not write odds, bonus terms or legal opinions, and it works with your counsel.

What does a casino marketing agency cost?

Media, entertainment and licensing costs sit outside these

Ad spend goes to the platforms, media to the outlets, entertainment to the artists and legal review to your counsel. An agency fee covers none of them, so ask any provider for a written list of what is left out.

Play: Rated play. Time at the tables and machines recorded on loyalty cards.
List: Database growth. New adult members and how many are active.
Rooms: Hotel occupancy. Midweek and shoulder season nights filled.
Book: Direct bookings. Rooms and shows booked on the property’s own channels.
Press: Coverage earned. Stories placed locally and in the trade.
Rank: Reviews and ratings. Volume and tone across hotel and dining.

The cards above list what a property can watch to see whether the work is paying off. No benchmark is given, because every property differs.

Frequently asked questions

What jobs does a casino marketing agency handle for a licensed property?
A casino marketing agency handles public relations, paid search and social, promotions, email and text, branding and the calendar that ties them together for a licensed casino or resort, and it keeps each piece inside the rules for its state, tribe and platform. Casino marketing starts with the license.
What is casino public relations, and who is it for?
Casino public relations is the work of earning coverage for a licensed property in local news and trade media, built on news about jobs, entertainment, dining, hotels and community giving. It is for marketing directors at casinos, resorts, tribal enterprises and licensed online operators.
Can you advertise gambling in the United States?
Yes, within limits. The sources read for this page show that gambling advertising is regulated rather than banned: Google and Meta allow it for licensed operators after approval, and states such as New Jersey set conditions. Your counsel and your regulator have the final word.
Why are casino ads legal when some gambling ads are restricted?
Rules separate physical casinos from online gambling and set conditions by place. Google and Meta allow ads for physical establishments and require certification or authorization for online gambling, and New Jersey requires specific messages and factual claims. What may run depends on the license and the place.
Can a casino run casino PPC on Google?
Yes, if it is certified. Google’s policy requires certification, a valid local license for every region targeted and a landing page with responsible gambling information, an age warning, addiction resources and terms. Ads for US online casinos may not target users under 21.
Do casino Facebook ads need permission?
Ads for online gambling need authorization from Meta, with evidence of licensing, and cannot target people under 18. Ads for brick-and-mortar casinos can run without authorization when the ad and landing page do not promote online gambling.
What goes into a casino marketing plan for one property?
A calendar of shows, holidays and tournaments, a plan for hotel occupancy in slow periods, database tiers for new, active and lapsed members, an approval path and a list of what to measure. A casino marketing plan is reviewed each quarter.
Which casino promotion ideas are easiest to clear with legal?
Entertainment packages, hotel offers, dining and spa tie-ins and community events usually need the least review. Drawings, tournaments and free play for members need more, because state rules on games and prizes apply.
What can casino email marketing send to a loyalty list?
Messages to adults who joined the club and asked to hear from the property, in the tier they belong to, with self-excluded players removed under your state’s program. Texts need written consent where the FCC rule requires it.
How old does an audience have to be?
Google’s policy for US online casino ads says not to target users under 21, and Meta does not allow targeting online gambling ads to people under 18. State rules and your own code can be stricter, so use the highest line that applies.
Beyond the logo, what falls under casino branding?
Names, colors, type, signs, key cards, menus, slot-floor graphics, the app and the responsible gaming message, all designed to work together across the floor, the hotel and the phone.
What does casino advertising on billboards and radio need?
Outdoor ads need any state-required message to be legible at the distance it is read. Radio and TV carry a federal rule on lottery information with listed exceptions, so check with the station and your counsel before booking.
Does an agency have to follow casino advertising rules too?
Often, yes. In New Jersey, advertising by an applicant for or holder of a casino service industry enterprise license, or by its agent, is subject to the casino advertising rules as if it came from a casino licensee. Ask your regulator how it applies to your agency.
Do you work with tribal casinos?
Yes, for licensed tribal gaming enterprises. Approvals usually involve the tribe’s own gaming commission, so we ask for those steps in writing before work starts.
Is online casino work something you take on?
Yes, only for operators licensed in the state being targeted. We do not promote offshore or crypto casinos or unlicensed operators.
What responsible gaming message belongs on an ad?
The message your state sets. New Jersey, for example, requires print, billboard and sign advertising to carry words including “gambling problem” and “call 1-800-GAMBLER” or comparable approved language. The National Council on Problem Gambling lists 1-800-MY-RESET (1-800-697-3738).
How can a property tell whether its casino marketing pays off?
By rated play, database growth, hotel occupancy, direct bookings, coverage earned and reviews, compared with the same period a year earlier. This page gives no benchmarks.
How much should a property expect to pay a casino marketing agency?
Our casino SEO retainers run $1,500 to $2,500 a month for a small program and $5,000 to $10,000 for a large one. Published US price bands (market figures, not a Progression rate card) run from $3,500 to $15,000 a month for a boutique public relations retainer to $5,000 to $50,000 for a full service retainer.
Can a casino use influencers or creators?
Yes, for adult audiences, with clear disclosure. The FTC’s rule requires clear and conspicuous disclosure of a material connection, such as payment or a free stay, that the audience would not reasonably expect.
Do casino review programs have special rules?
The FTC’s rule at 16 CFR Part 465 makes it an unfair or deceptive practice to provide compensation or incentives in exchange for reviews expressing a particular sentiment. Ask guests for honest reviews and do not pay for positive ones.
