Updated October 2026 · Written and maintained by the Progression Agency strategy team
Political campaign advertising is the paid promotion of a candidate, a ballot measure or an issue to voters through search, social, streaming and broadcast video, radio, direct mail, email and text, under the disclaimer and platform rules that govern election messages. Political campaign marketing is the wider program around those ads: the campaign website, search visibility, the supporter list and fundraising. It is for candidates at every level, ballot measure committees and issue campaigns of any affiliation, and it aims at voters who know the name, donors, volunteers and a turnout plan. Progression Agency is based in New York City and works with clients across the United States and worldwide.

The short answerPolitical candidate marketing runs on a fixed deadline, so the plan is built backward from election day: a campaign site and ad accounts set up at launch, list building and fundraising in the early months, persuasion ads to undecided voters, and turnout messages at the end. A committee’s ads, website and bulk emails carry a Paid for by disclaimer, and broadcast buys fall under the lowest unit charge windows set by federal law. Results are tracked in supporters identified, dollars raised and volunteer shifts filled. These rules are described as read at the FEC, FCC, Google and Meta pages in October 2026.
FEC, FCC, Google, Meta, TikTok and LinkedIn rules are described as read at their official pages in October 2026 and change before most cycles; nothing on this page is legal advice. State and local races follow state law. Prices are Progression’s own published prices; ads are quoted after a written scope.
What is political campaign marketing?
It is everything a campaign does to win attention, money, volunteers and votes before a fixed date, and marketing for political campaigns spans digital channels, broadcast, mail and the doorstep. Unlike brand marketing, there is no second chance after election day, so every channel is planned around the calendar.
What is political advertising?
Political advertising is paid communication about a candidate, a party, a ballot measure or an election issue. In the US it comes with rules that commercial ads do not face: disclaimers saying who paid, platform verification, and in broadcast, rate and access rules for legally qualified candidates.
Political candidate marketing and issue campaigns
A candidate campaign sells a person; a ballot measure or issue campaign sells a decision. The channels are the same, but the creative, the disclaimers and the rules on who may fund the work can differ, so confirm which category the campaign falls into before planning ads.
Marketing for politicians between elections
Digital marketing for political campaigns does not stop on election night. Officeholders keep communicating after they take office, and those posts and newsletters build the list and the reputation the next campaign starts from. Official communications and campaign communications can fall under different rules, so ask counsel which accounts and lists may be used.
| Element | What it covers | When it matters most |
|---|---|---|
| Campaign website | Biography, issues, donations, volunteers, voting links | From launch day |
| Paid advertising | Search, social, streaming video, broadcast, radio, mail | Persuasion and turnout phases |
| Political campaign SEO | Ranking for the candidate’s name and issues | From launch, strongest late |
| Email and text | Fundraising asks, updates, event and turnout reminders | Every phase, peaks at deadlines |
| Organic social | Candidate voice, rapid response, volunteers | Every day |
| Fundraising | Donation pages, recurring gifts, compliance data | Every reporting deadline |
| Measurement | IDs, dollars, shifts, reminders delivered | Weekly |
The campaign calendar decides the plan
Work backward from election day. Federal law sets two windows that change broadcast prices for candidates, and filing, reporting and early voting dates set the rest.
Lowest unit charge windows
Under 47 U.S.C. 315, during the 45 days before a primary and the 60 days before a general or special election, a broadcast station charges a legally qualified candidate the lowest unit charge of the station for the same class and amount of time. Television and radio flights are planned around those windows.
Equal opportunities on broadcast
The same law says that if a station lets one legally qualified candidate use its airtime, it must give equal opportunities to all other candidates for that office. Campaigns should know this before negotiating buys and appearances.
Early voting changes the end date
When much of the vote is cast before election day, turnout messages start earlier. Take the dates from the official election office for every jurisdiction in the district and link to it rather than restating dates that can change.
Political campaign advertising by channel
Political digital advertising can start the day a campaign launches, while broadcast and mail usually come later. Use each channel for the job it does best: search for people already looking, video for persuasion, social for recruitment, email and text for money and reminders, and mail for households reached by address.
| Channel | Best use | Rules to plan for |
|---|---|---|
| Google search | Name and issue searches | US Election Ads verification; limited targeting |
| YouTube and streaming video | Biography and contrast spots | Verification and disclosure on Google; four-second video disclaimer for committees |
| Facebook and Instagram | Persuasion, volunteers, events | Meta authorization and a verified Paid for by disclaimer |
| Broadcast television | Broad reach in the media market | Lowest unit charge windows, equal opportunities, candidate approval statement |
| Radio | Commuters, local stations | Candidate approval statement in audio on candidate-authorized ads |
| Political direct mail | Households reached by address | Printed disclaimer; black 12-point text on white is the FEC safe harbor for pieces up to 24 by 36 inches |
| Small-dollar fundraising, updates | Disclaimer on bulk sends from a committee; sender authentication | |
| Text messages | Deadlines and reminders | Prior express consent for autodialed texts; opt-out handling |
Types of political campaign ads
Most political campaign ads fall into five kinds: biography ads that introduce the candidate, issue ads that explain a position, contrast or attack ads that compare records, endorsement ads that borrow trust from a known name, and turnout ads that tell supporters how and when to vote.
Political campaign advertising techniques
One message per ad, a real person on screen in the first seconds, captions for viewers watching without sound, a clear call to action and versions cut for each platform’s length and shape. Test two versions early and spend on the stronger one.
Political campaign TV ads and streaming
Book broadcast early and plan political ad buys around the lowest unit charge windows. Broadcast reaches the broadest audience in a media market, while streaming and connected TV let a campaign buy only the households inside the district. See our video advertising and programmatic advertising pages for streaming and connected TV.
Examples of political campaign ads and what to borrow
Study examples of political campaign ads for structure rather than slogans: a specific local detail, a candidate speaking in plain language, one fact the viewer can repeat and an ending that says exactly what to do.
Political ads on Facebook, Instagram, YouTube and Google
Google allows US election ads only after an advertiser completes US Election Ads verification, and Meta requires advertisers in the countries it designates to complete its authorization process. Both require a Paid for by disclosure. TikTok and LinkedIn do not accept paid political ads, so budget elsewhere. All of this was read at the policy pages in October 2026.
How do you run political ads on Facebook and Instagram?
Knowing how to run political ads on Facebook starts with authorization. Meta’s policy for ads about social issues, elections or politics requires advertisers located in or targeting people in the countries it designates to complete its authorization process, and ads need a verified Paid for by disclaimer. Meta also requires advertisers to disclose when such an ad contains a photorealistic image or video, or realistic sounding audio, created or edited with generative AI tools.
How does Google political ads verification work?
Under Google’s Google political ads policy, advertisers may run US election ads only if they complete US Election Ads verification. Targeting is limited to geographic location (not a radius around a point), age, gender and contextual options such as placements, topics and keywords. For most formats Google generates the Paid for by disclosure from the verification information; for some formats the advertiser adds it in the ad.
Political ads on YouTube
YouTube ads are bought through Google Ads, so the same verification and disclosure rules apply. Advertisers also select an altered or synthetic content setting for election ads that contain such content, and Google generates the in-ad disclosure for some formats. See our YouTube ads page for video campaigns.
Are political ads allowed on TikTok and LinkedIn?
Political ads on TikTok are not an option: TikTok’s politics, government and elections ad policy says it does not allow paid political advertising, and lists political campaign organizations among prohibited advertisers. LinkedIn’s advertising policies prohibit ads advocating for or against a candidate, party or ballot proposition. Organic posts by the candidate are a separate matter.
For paid search, see our search engine advertising page, and for paid social, our Facebook ads page.
Political ad disclaimer rules and other election law
Political advertising rules start with the disclaimer: any public communication made by a political committee needs one, and the format depends on the medium. Federal races follow FEC rules; state and local races follow state law, which differs. Confirm details with the campaign’s counsel or treasurer; nothing here is legal advice. The federal rules below were read at the FEC and Cornell Law pages in October 2026.
| Rule | What it says | What the campaign does about it |
|---|---|---|
| FEC disclaimers on public communications | Any public communication made by a political committee must display a disclaimer | Every ad, mailer and the website carry it |
| Candidate-authorized ads | The notice says the communication was paid for by the authorized committee | Paid for by line written into every template |
| Radio and television | On campaign-authorized ads the candidate states, in audio, that they approved the communication | Approval line recorded at the shoot |
| Internet video | The disclaimer must be shown for at least four seconds without any action by the viewer | Disclaimer added in the edit |
| Bulk email | More than 500 substantially similar communications from a committee need a disclaimer | Disclaimer in the email footer |
| Broadcast rates and access | Lowest unit charge in set windows; equal opportunities for rival candidates | Flights timed to the windows |
| Autodialed texts and calls | Prior express consent is needed to reach mobile numbers with an autodialer or prerecorded voice | Consent captured on sign-up forms |
| Contribution records | Name, address, occupation and employer once a contributor gives more than $200 in a year | Donation forms collect every field |
What must a paid political advertisement disclaimer say?
For a candidate’s own committee, the FEC advertising and disclaimers guidance says the notice must state that the communication was paid for by the authorized committee, as in “Paid for by [committee name]”. Internet text and graphic ads need disclaimer text at least as large as most of the other text in the ad, in black on white or with contrast at least as great as the largest text.
Small digital ads and adapted disclaimers
When a full disclaimer cannot be provided because of character or space limits, or would take up more than 25 percent of the communication, the FEC allows an adapted disclaimer: an indicator plus a way to read the full disclaimer with no more than one action by the viewer.
State and local races
Campaigns for state, county and city office follow their state’s disclaimer and finance laws, which often differ from the federal rules in wording, size and placement. Confirm the rule for each jurisdiction before creative goes into production.

Politician website design: what political campaign websites need
A campaign site has five jobs: introduce the candidate, explain the issues, take donations, recruit volunteers and point voters to official voting information. Politician website design that does those five things quickly on a phone beats a beautiful site that does not.
| Page | Purpose | Must include |
|---|---|---|
| Home | First impression and the main asks | Photo, one-line pitch, donate and volunteer buttons, sign-up form |
| About | Who the candidate is | Story, background, why they are running |
| Issues | Positions voters can quote | One section or page per priority, in plain language |
| Donate | Fast, compliant giving | Suggested amounts, recurring option, fields the reporting rules need |
| Volunteer | Turn supporters into hands | Shift types, sign-up form, consent for texts |
| Events | Fill the room | Date, place, accessibility notes, registration |
| Endorsements | Borrowed trust | Names and quotes used with permission |
| Vote | Help supporters vote | Links to the official election office for registration and polling places |
| Press | Make reporters’ work easy | Bio, photos, contact, recent releases |
What the best political campaign websites have in common
The best political campaign websites load quickly on a phone, put the donate and volunteer buttons above the fold, state the candidate’s priorities in a sentence each, show real photos from the district, and carry the Paid for by disclaimer in the footer of every page.
Political campaign website examples worth studying
When you review political campaign website examples, look past the design at the mechanics: how many clicks to donate, whether the sign-up form asks for a phone number with text consent, whether issue pages answer real questions, and whether the site works in the languages spoken in the district.
Political web design details that are easy to miss
Political website design has requirements most commercial sites do not: a Paid for by disclaimer on every page, donation fields that match reporting rules, text consent wording on sign-up forms and links to official voting information. Ask political website designers to show you each one on a site they have built.
Accessibility and language
Voters include people who use screen readers and people who read Spanish or another language first. See our ADA-compliant website design and multilingual website design pages.
Political campaign website design starts from our website design and development fixed-scope list, and a single landing page can carry a ballot measure or an announcement.
Political campaign SEO: owning the search for your name
Political campaign SEO makes sure the campaign’s own site ranks first when voters, reporters and donors search the candidate’s name, and that issue pages answer the questions voters type. It can start at launch and keeps paying off as election day nears.
Win the name search first
Voters who hear a name on a doorstep or in an ad search it. The campaign site, official social profiles and recent coverage should fill the first page, with titles and descriptions that say who the candidate is and what office they seek.
Issue pages that answer real questions
Search for the candidate’s name plus each issue, and the questions voters ask about the race. Write one clear page for each, so searches and AI assistants find the campaign’s own words rather than someone else’s summary.
Political SEO for a challenger
SEO for political campaigns run by challengers starts with less coverage and fewer links. Local press, endorsements published on partners’ sites, event listings and consistent profiles are the places to earn the mentions a challenger lacks.
Our SEO services page lists the retainers, and online reputation management covers what appears when someone searches a name.
Political campaign email marketing
Political email marketing carries small-dollar fundraising asks and the updates that keep supporters involved. The list is the campaign’s most valuable asset, so every ad and page should help it grow.
Build the list from day one
Every page, ad and event should collect an email and, with clear consent, a mobile number. Petitions and surveys about local issues give people a reason to sign up beyond a plain sign-up box.
Political campaign emails that raise money
Short emails in the candidate’s own voice, tied to a real deadline such as a reporting date, with one link and suggested amounts, are easy to act on. Thank donors fast and tell them what their gift paid for.
Deliverability for bulk senders
Google’s email sender guidelines set requirements for anyone sending more than 5,000 messages a day to Gmail accounts: SPF, DKIM and DMARC, one-click unsubscribe on marketing and subscribed messages, and spam rates reported in Postmaster Tools kept below 0.30%. Build the list from sign-ups so complaints stay low.
| Email type | When it is sent | What it asks for |
|---|---|---|
| Welcome series | Right after sign-up | Share the story, follow, make a first gift |
| Deadline ask | Days before a reporting deadline | A gift before midnight |
| Issue update | After news or a debate | Read, share, volunteer |
| Event invite | Two weeks and two days before | Register and bring a friend |
| Volunteer call | Before canvass weekends | Sign up for a shift |
| Turnout reminder | Early voting and election day | Check your polling place and vote |
For list growth, automation and testing, see our email marketing service page.
Political campaign text messages and the consent rules
Political campaign texting suits short deadline and turnout reminders, but it carries federal consent rules. Collect consent on every form and honor opt-outs fast.
Are political texts legal without consent?
Federal rules at 47 CFR 64.1200 bar calls made with an automatic telephone dialing system or an artificial or prerecorded voice to a cellular number without the called party’s prior express consent, outside emergencies, and require prior express written consent when the message introduces an advertisement or is telemarketing. Ask counsel which standard fits the program, and have sign-up forms ask for the number and the consent in plain words.
Opt-outs must be honored quickly
The same rules let people revoke consent to calls or texts by any reasonable method. A reply of stop, quit, end, revoke, opt out, cancel or unsubscribe counts automatically, and requests must be honored within a reasonable time that does not exceed ten business days.
Peer-to-peer and broadcast texting
Campaigns use both one-to-one texts sent by volunteers and broadcast texts to opted-in lists. The method can change which rules apply, so confirm the approach with counsel and the texting vendor before launch. See our SMS marketing page for text programs.
Political campaign social media
Organic social carries the candidate’s voice every day: video from events, quick responses to news and calls for volunteers. Political ads on social media then put the best of it in front of voters in the district who do not follow yet.
The Pew Research Center social media fact sheet found in 2026 that 65% of US adults 65 and older use YouTube and 59% use Facebook, while 79% of adults 18 to 29 use Instagram and 65% use TikTok. A campaign that needs both older and younger audiences needs more than one platform.
A political campaign social media strategy in one page
Deciding how to use social media for political campaigns starts on paper: name the voters each platform is for, the three messages the campaign repeats, how often the candidate posts in person, who can approve a rapid response and how volunteers are invited to share. Keep the rules for official and campaign accounts separate.
Video from the candidate beats graphics
A political campaign video filmed on a phone at an event or a doorstep feels more personal than a polished graphic. Add captions, because many people watch without sound.
Rapid response without mistakes
Decide in advance who drafts, who checks facts and who approves a response, and how fast. A wrong post shared widely costs more than a slow one; see our crisis communications page.
For ongoing management, see our social media marketing page, with packages on our social media marketing pricing page.
Political campaign fundraising online
Online fundraising depends on a fast donation page, a growing email and text list and asks timed to real deadlines. The page must also collect the information the law requires for reporting.
Contribution limits on the donation page
For federal races, the FEC contribution limits for 2025 to 2026 allow an individual to give $3,500 per election to a candidate committee, and a primary, general, runoff and special election are each a separate election. Donation forms should stop gifts above the limit and explain why.
Information the campaign must record
The FEC recordkeeping rules require a committee to record the amount, date, name and mailing address for each contribution of more than $50, and full name, mailing address, occupation and employer once a contributor gives more than $200 in a calendar year. Ask for those fields on the form rather than chasing donors later.
Recurring gifts and deadline asks
A monthly option on the donation page and in every receipt steadies cash flow between deadlines. A short email and a text from the candidate before a reporting deadline give supporters a clear reason to give now.

Political campaign branding, graphic design and direct mail
Political candidate branding is a name, a color system, a logo and a photo style that work on a lawn sign at thirty feet and on a phone. Consistency across every piece helps voters recognize the candidate quickly.
Political campaign logo design
The logo must read at a distance and in one color, with the last name doing most of the work. Test it on a yard sign, a button, a social avatar and a mailer before printing anything.
Political campaign graphic design and materials
Political campaign marketing materials such as yard signs, palm cards, door hangers, event banners, social templates and ad frames should share one system so volunteers and vendors can produce them fast. See our graphic design page.
Political direct mail and mailers
Political campaign mailers reach households by address and arrive in the mailbox rather than the feed. Mail works best when its message matches the ads running the same week; see our direct mail page.
A political campaign marketing plan
Write the plan as phases with a goal, channels and a number for each. A one-page political campaign marketing plan that the manager, finance director and digital lead all read is easier to follow than a long deck.
| Phase | Goal | Main channels | Number to watch |
|---|---|---|---|
| Launch | Name recognition and first supporters | Site, search ads, social, earned media | Email sign-ups per week |
| Build | Money and volunteers | Email, social, events, peer asks | Dollars raised and shifts filled |
| Persuade | Win undecided voters | Video, social, mail, broadcast or streaming | Reach and frequency in the district |
| Turn out | Supporters vote | Text, email, mail, digital reminders | Turnout reminders delivered and opened |
Political campaign marketing strategies that compound
One list across all channels, one message repeated until voters can say it back, video from the candidate every week and a weekly review of what each channel produced. Strategy is mostly discipline about these basics.
Political campaign advertising ideas for small budgets
Search ads on the candidate’s name, a short biography video cut for every platform, retargeting people who visited the site and mail to nearby households. Hold spending for the stretch when voters are paying attention to the race.
- A launch video filmed in the district, cut to 15, 30 and 60 seconds
- A local issue survey that doubles as an email and text sign-up
- A weekly short video answering one question a voter asked at the door
- Endorsement posts that tag the endorser so their followers see them
- A volunteer leaderboard for doors knocked and calls made
- A small-dollar match from early supporters before a reporting deadline
- House parties with a shareable event page and a donation link
- Search ads on the candidate’s name from launch day
- A mailer and a digital ad with the same message in the same week
- A plain voting-information page linked from every turnout message
Measuring what matters
Report weekly on supporters identified, dollars and donors, volunteer shifts, reach among target voters and turnout reminders delivered.
AI answers: how voters ask assistants about candidates
Voters can ask ChatGPT, Claude, Perplexity, Gemini, Copilot and Google’s AI Overviews who is running, what a candidate stands for and how to vote. Assistants draw on pages they can read, so the campaign’s own words need to be easy to find and quote.
The questions voters type
Typical prompts are “who is running for city council in my district”, “what is this candidate’s position on housing”, “what does this ballot measure do” and “where do I vote”. Answers can mix campaign sites, news coverage, voter guides and official election pages.
What the assistants tend to cite
Plain, specific pages are easiest to quote: an about page with the office sought and the candidate’s background, issue pages that state a position in one sentence and explain it, and current news coverage. Vague slogans give an assistant nothing to quote.
What to publish so the campaign is described accurately
Put the candidate’s full name, the office and the district in the page title and first paragraph; write one issue page per priority; keep social profiles consistent with the site; and link voting questions to the official election office. See our AEO services page for AI visibility work.
How to choose a political campaign marketing agency
Choose a political campaign marketing agency that can explain the disclaimer and verification rules without notes, can launch a site and ads in weeks, and reports in supporters, dollars and votes. Compare political marketing agencies, or any political campaign marketing company, with the checks below.
| Requirement | How to check it |
|---|---|
| Knows the disclaimer rules | Ask how they handle a small display ad, a video and a bulk email |
| Can get accounts verified fast | Ask how long Google election verification and Meta authorization take for a new committee |
| Builds backward from election day | The proposal shows dates, not just channels |
| Collects the right donor data | Ask to see a donation form with every required field |
| Handles text consent correctly | Ask how consent and opt-outs are captured and logged |
| Keeps assets in the campaign’s name | Ad accounts, domain, lists and files belong to the committee |
| Reports weekly in plain terms | Ask for a sample weekly report |
| Has capacity in the final weeks | Ask who will be working on your account in the last 30 days |
Questions to ask a political advertising agency
Whether you hire a political digital marketing agency or a full-service firm, ask: what would you cut from our current plan? Which channel would you fund first with our budget? How do you handle a rapid response at night? How will we know in four weeks whether the plan is working?
Red flags in political marketing firms
A list of top political advertising agencies shows who is large, not who fits your race. Watch for promises about vote totals, ad accounts held in the vendor’s name, no mention of disclaimers, and plans that spend evenly across the calendar instead of saving for the final weeks.
How much does political campaign marketing cost?
Progression’s published prices start at $1,400 for a single landing page, $9,500 for a five to eight page site, $850 a month for managed social and $1,500 to $2,500 a month for a small SEO retainer. Ads are quoted after a written scope, and ad spend, printing and postage are paid separately.
| Service | Published price | What it includes |
|---|---|---|
| Single landing page | $1,400, 1 to 2 weeks | One template, copy, form, tracking |
| Brochure site, 5 to 8 pages | $9,500, 6 to 8 weeks | 2 to 3 templates, content plan, structured data, redirect map |
| Social media, Presence package | $850 a month | One platform, 8 posts, basic graphics, monthly report |
| Social media, Growth package | $1,850 a month | Two platforms, 16 posts, original graphics, community management, strategy, small paid budget managed |
| Social media, Program package | $3,400 a month | Two to three platforms, video, full paid management, quarterly strategy, analytics depth |
| SEO retainer, small | $1,500 to $2,500 a month | A few hours weekly across technical, content and local work |
| SEO retainer, mid | $2,500 to $5,000 a month | A real program with genuine content production |
| Paid ads management | Quoted after a written scope | Ad spend is paid to the platforms separately |
How much do political ads cost?
Ad prices depend on the market, the medium and the date. Broadcast stations charge candidates the lowest unit charge in the windows before an election, while digital ad prices move with the audience and the dates you want, so set the media budget after the scope, not before.
Paid media management fees
Ad management is quoted after a written scope, and the media budget is separate from the management fee. Ask every provider to put both numbers in the proposal.
A campaign launch sequence from week one to election day
Start with the calendar and the rules, build the site and accounts, then run ads, email, text and social on a weekly rhythm until the polls close. Keep every account in the campaign’s name.
Week one: calendar, rules and access
Election, filing and reporting dates; disclaimer wording for the jurisdiction; domain, ad accounts and email platform set up in the committee’s name; verification started on Google and Meta.
Next: site, list and creative
The campaign site with donation and volunteer flows, sign-up forms with text consent, the first biography video and ad sets, and the welcome email series.
Through election day: run, test and review
Weekly review of supporters, dollars, shifts and reach; budget moved to what works; persuasion shifting to turnout as early voting opens.
