Telegram Advertising Agency: Telegram Ads Planned, Launched and Measured

Updated October 2026 · Written and maintained by the Progression Agency strategy team

A Telegram advertising agency plans, writes and runs sponsored messages on the official Telegram Ad Platform, chooses the public channels where each ad appears, and measures what those placements produce after the click. Telegram Ads are short text messages shown inside large broadcast channels, bought by the thousand views, with no targeting from private chats or contacts. We build the channel list, write the copy to pass review, set bids and budgets, connect tracking to your channel, bot or site, and report joins, starts and sales by channel each week. Tell us what you sell and who buys it, and we will scope a first test.

The short answerTelegram shows sponsored messages in public channels that have 1,000 or more subscribers. You pick the channels, name a price per thousand views and a budget, and Telegram reviews the ad before it can run. Our part is the research, the writing, the tracking and the weekly decisions, with results reported as joins, bot starts and sales instead of views alone. Media is paid to Telegram; our management is quoted after a written scope. Progression Agency is based in New York City and works with clients across the United States and worldwide.

Prices are Progression’s published prices where they appear and otherwise quoted after a written scope. Telegram platform facts were read in October 2026 and are shown with the date read; the platform changes them from time to time.

What does a Telegram advertising agency do?

A Telegram advertising agency takes the parts of a campaign that the platform leaves to you and does them as a routine: finding the right channels, writing text that clears review, setting prices, and counting what happens after the tap. A Telegram ads agency is most useful when the ad is easy to place and hard to learn from.

What we plan, write and run

We start with a channel list built around the audience you want, then write several short versions of the ad for each cluster. Bids and budget pacing follow, and every week we send a report that says which channels to keep, raise or drop.

01: Channel research. A vetted list of public channels, grouped by audience.
02: Copy and review. 160 characters written to pass the guidelines.
03: Bids and budgets. CPM set per cluster, funds added in small steps.
04: Tracking setup. A start parameter for every ad and channel.
05: Weekly management. Raise, hold or cut each channel on the numbers.
06: Reporting. Spend, views, joins, starts and sales in one table.

What the platform does without an agency

Telegram’s own ad platform says anyone can post ads there, and its getting-started guide walks through the steps. We never claim special access, a better rate or a shortcut through review. What we add is judgment, tracking and the time to look at the numbers every week.

Who Telegram ads suit

Apps and mini apps, SaaS and online tools, ecommerce brands, education providers and media brands are the usual fits, especially when you already have a channel or a bot to send people to. We work with businesses and adults only. Local services and products that need age or income targeting are covered further down, with better options.

How does Telegram advertising work?

Telegram sells sponsored messages: short text ads that appear after the last post of a public channel. You choose the channels, bid a price per thousand views and fund a budget, and the Telegram ads platform shows the ad until the money runs out. Telegram launched Sponsored Messages in 2021, and they appear only in certain public channels, never in private chats.

Per the getting-started guide, ads run in public channels with 1,000 or more subscribers, and you add each target by its link. Telegram’s developer documentation adds that the message sits below all other posts, so a reader sees it after scrolling to the end of the channel. Telegram’s main ad page says half of the revenue goes to the owners of the channels that display ads.

The 160-character format and the button

Ad text may run up to 160 characters including spaces, with one button under it. The ad guidelines allow one optional link inside the text, and it must lead to the same place as the button. Line breaks, bullet points and numbered lists are not allowed, so the whole pitch has to fit in a couple of plain sentences.

The getting-started guide says links must point to a Telegram channel or bot, written as t.me/link or @link, and that external websites are not allowed. The guidelines also describe checks on websites, so read both pages before you plan a site destination, and treat the platform’s current screen as the final word. Bot links may carry a start parameter.

What do Telegram ads look like?

An ad is a small block of text with a button under it, placed below the final post of the channel. While a channel video plays fullscreen, Telegram’s developer documentation says an ad can also appear in a small box on the player, and those video ads are text only. The format the guidelines describe is text plus one button, which is why the words do all the work.

The Telegram Ads platform, step by step

The Telegram Ads platform is a self-serve dashboard at ads.telegram.org: you create an organization, create an ad, add funds, wait for review and read the statistics. None of it needs an agency, and all of it goes faster when the order is right.

Personal account or organization

The getting-started guide describes organizations, and says only the owner of a channel or chat can create one. Once it exists, every admin of that chat can manage advertisements. That is worth knowing early, because the person who owns the channel is not always the person who will run the ads. Open the platform to see which account options it offers you today.

Creating an ad and choosing channels

An ad has a title, text, URL, CPM, budget and a list of target channels. Before you press Create Ad, you confirm the platform’s Terms of Service and Ad Guidelines. Once the ad exists, targeting cannot be changed; to change it, use Create a similar ad, which opens a copy you can edit.

Statuses: in review, declined, active, on hold

Every ad is in one of five states, and each calls for a different move from you.

Telegram ad statuses and what to do in each
StatusWhat it meansYour move
StoppedThe default for a new ad with no budget, and what you see when the budget is used upAdd funds or raise the budget

Statistics the platform reports

The overview shows the creation date, CPM, budget and total views. A graph, in minute or day steps, adds views and the joins to your channel or starts of your bot after people viewed the ad. Nothing in it covers sales or sign-ups, so counting those is the job of the tracking set up in the measurement section below.

Flow of six steps: ad created, in review, active, a view, a join or bot start, and a tracked sign-up or sale.Flow of six steps: ad created, in review, active, a view, a join or bot start, and a tracked sign-up or sale.
Status names come from the platform’s getting-started page. The last step is something you add; the platform does not report sales.

How much do Telegram ads cost?

Telegram ads are bought by CPM, the price per thousand views, so the bill follows how many people see the ad rather than how many tap it. Telegram ads cost has two separate parts: media paid to Telegram, and the fee of a Telegram advertising agency if you hire one. Telegram advertising cost per subscriber or sale is something you measure, not something a platform page can promise.

CPM bidding and the minimum CPM

At the time of writing in October 2026, the getting-started guide states a minimum CPM of 0.1 Toncoin for a sponsored message. The same guide names only Toncoin, while the main ad page still describes payment in Gram, so confirm the currency in the dashboard before you fund anything. Telegram’s terms speak of bids at an auction, so your CPM competes with other advertisers’ bids for the same channel.

Budgets, top-ups and unspent balance

An ad keeps running until it reaches the budget you set. You can raise a budget but not lower it; to reduce spend you delete the ad or create a similar one. Telegram’s terms say an unspent balance cannot be withdrawn, transferred to another account or refunded, so add funds in small steps and avoid loading a large balance on the first day.

What drives cost per subscriber or sale

No two channels price the same, and the table shows what moves your result.

Agency fee, separate from media

Media goes to Telegram from your own account. Our management fee is quoted after a written scope and is never a share of what you spend. A Telegram advertising agency that quotes a percentage of spend before it has seen your product is selling you its own incentive.

Telegram ads targeting: channels, topics and language

On Telegram you target by placement: you choose the channels where the ad appears. That makes channel research the main lever, and it makes the choice of language and topic matter more than any audience setting.

Each target channel is added by its link, such as t.me/name. We build one list per audience, for example developers, freelancers or crypto-curious beginners, and start narrow so each cluster gets enough views to read.

The language rule

The guidelines say the language of the targeted channel should match the ad and its destination. An English ad in a Spanish channel wastes the view and risks a decline, so multilingual campaigns get one ad set per language.

What Telegram does not use for targeting

Telegram’s main ad page says it does not use the contents of private chats or contact lists for ad targeting. That is why the platform pages describe targeting by channel only, and why we do not promise age, income or job-title targeting.

Search and other placements

The guidelines include a rule on search keywords, saying they must not exploit harmful or sensitive topics to attract clicks, and Telegram’s developer documentation describes sponsored results in search and ads in bot chats. We plan only the placements the platform offers your account when you log in.

Channel vetting: real audiences, not inflated ones

A channel’s subscriber count is a claim; recent post views are evidence. Vetting means checking both before any money goes to a channel. These are our working tests, not rules published by Telegram.

Views against subscribers

Open the last several posts and compare their views with the subscriber count. A big gap between the two is a warning sign, though what counts as healthy varies by topic and age of the channel, so we compare channels against each other, never against a fixed ratio.

Post recency and topic fit

A channel that posts every day with comments from real people beats a larger one that went quiet in spring. Then the topic has to fit the offer: a budgeting app belongs next to personal finance posts, not next to meme feeds.

Red flags of bought audiences

Sudden jumps in subscribers, views that stay flat from post to post and comments in a language the channel does not use all suggest an inflated audience. Telegram’s own ad rules list social media growth manipulation among prohibited content, so we avoid anything that smells of it.

No: Bought subscribers. Telegram bans growth manipulation, and so do we.
No: Ad-account resale. Your account stays yours, in your name.
No: Gambling and betting channels. Prohibited by the guidelines, and out of scope.
No: Signal-selling channels. We do not run tip or trading signal offers.
No: Ads aimed at minors. Adults and businesses only.
No: Guaranteed cost per subscriber. An auction cannot honestly promise one.

Telegram ads setup: the first 30 days

A good Telegram ads setup takes about a week before launch, because the slow parts are the destination, the tracking and the copy, not the form in the dashboard.

Destination readiness

The guidelines ask that a promoted channel, bot or account has a profile image and a complete description, and that a channel has at least one post from the two weeks before review. We also read the first screen the way a stranger would: does it say what the offer is and what to do next?

Tracking plan before launch

Bot links can carry a start parameter, up to 64 characters long using letters, digits, underscores and hyphens, which the bot receives when someone opens it. We give each ad and channel cluster its own code, add UTM tags to any website link inside the bot or channel, and define the conversion event before the first view.

A test structure

Several ads per channel cluster, the same budget on each, and a read only after enough views to mean something. We do not set a promised timeline; we set a rule for when a version is cut.

Checklist of seven items: profile image and description, a recent post, matching languages, one link format, a start parameter for every ad, a defined conversion event, and a staged budget top-up.Checklist of seven items: profile image and description, a recent post, matching languages, one link format, a start parameter for every ad, a defined conversion event, and a staged budget top-up.

Editorial schedule, not measured data.

Telegram ad copy that passes review and earns the tap

With 160 characters and one button, copy is the whole creative. The aim is a plain statement of the offer that Telegram will approve and a stranger will understand in two seconds.

Editorial rules

The guidelines ban profanity, gimmicky capitalization, bold highlighting, art made of characters and intrusive or excessive emoji, as well as line breaks, bullet points and numbered lists. We write in plain sentences, with one emoji at most when it helps, and we read each version aloud before submitting.

Claims the guidelines refuse

The deceptive-ads rules rule out clickbait, shock or scare tactics, absolute claims such as superlatives like ‘best company’, and questions about a reader’s personal characteristics such as finances or interests. A version that says what the product does and who it is for gets through more often than one that brags.

Testing versions

We change one thing per version, whether the opening, the offer or the call to action. Winners stay, losers stop, and the next round borrows from the winner. Without that discipline, a month of ads teaches nothing.

How do you get Telegram ads approved?

Get approved by making the ad, the channel and the destination agree with each other and with the guidelines before submission. Most declines trace to a mismatch or a prohibited category rather than to wording.

Common reasons for a declined ad

The table lists the causes we check first, with the guideline section behind each.

Why a Telegram ad gets declined, and what to check
CauseGuideline areaWhat we check
Destination does not match the ad text4.3 RelevanceThe promise in the text is the first thing on the destination
Empty or new channel4.5 Empty destinationsA post published within the two weeks before review
No profile image or description4.1 Profile detailsImage and full about text on the channel or bot
Wrong link format3 Link formatt.me or @link only, one link, same as the button
Language mismatch4.7 LanguageAd, channel and destination in one language
Prohibited category5 Prohibited contentGambling, adult, unverified health, alcohol, tobacco, weapons and the like

How long does Telegram ads review take?

The getting-started guide gives no review time, so we state none. While an ad is in review we leave it alone, because the time is better spent finishing the tracking and preparing the next version.

Fixing a declined ad

A declined ad shows what must be changed. Edit the text or the destination, check the new version against the guidelines and resubmit. If the fix involves the targeting, which is locked after creation, use Create a similar ad and start fresh.

Telegram ads management: what a month looks like

Telegram ads management is a weekly loop of reading the numbers and changing a few things, not a set-and-forget task. Auctions shift, channels go quiet and a winning version fades.

Weekly bid and channel review

Each week we raise bids on channels that produce joins or sign-ups at a cost you can live with, hold the uncertain ones for one more week and cut the rest. New channels from the vetting list enter in small tests.

The monthly report

One table by channel: spend, views, joins or bot starts, conversions and cost per result, with a short note on what changed and what comes next. Nothing in it is rounded up to flatter the result.

Who owns the Telegram account and organization

You do. We set up and manage campaigns with your own Telegram Ads account and access, never a reseller’s account. Telegram’s terms say an advertiser may not permit a third party to put forward a bid using its account, so we work inside what those terms allow and confirm the setup with you in writing before launch. You keep the account, the organization, the channel and the bot.

Telegram marketing beyond ads

Telegram marketing covers more than sponsored messages, and a Telegram marketing agency worth hiring tells you when ads are not the first thing to fix. For most businesses, Telegram channel marketing starts with what a new joiner sees.

Your own channel

A channel with a clear pinned post and a steady rhythm converts the people your ads send. Before spending on views, check what a new reader sees first and whether the next post is already scheduled.

Bots and start parameters

A bot works well as the first step after an ad: it can ask one qualifying question, deliver a link or a code and record which ad sent the person, using the start parameter. It does not need to be elaborate to be useful.

Community and moderation

Chats around a product need moderators and clear rules. For crypto communities that work is covered by our crypto marketing agency page, and we do not repeat it here. This page stays with paid placements and measurement.

Measuring Telegram ads outside Telegram

The platform stops counting at the join or the bot start. To know whether an ad paid for itself, the count has to continue into your own tools.

Joins and bot starts

These are the two actions Telegram reports after a view. They show interest, not revenue, and they are the first rows of the report, never the last.

Start parameters and UTMs

One code per ad and channel in the start parameter tells the bot which ad sent the person. Any website link inside the bot flow gets UTM tags that match, so visits arrive labeled in analytics.

Sales and sign-ups

Server-side events from the bot or the site record the sign-up or purchase against the code, which survives where browser tracking does not. Assisted conversions are listed separately so one channel does not take credit for another’s work. Our website visitor tracking and marketing analytics teams set this up.

Do Telegram ads work?

They work for some businesses and not for others, and we will tell you which side you are on before you spend. We publish no benchmark results because none of them would be yours.

Good fits

Products that already have a Telegram channel or bot, offers for global or multilingual audiences, and apps, tools and communities where the first step happens inside Telegram.

Poor fits and what to run instead

A local plumber or a dentist gets little from a worldwide channel placement. Products that need age, income or job-title targeting are better served elsewhere; see our guide to Google Ads vs Facebook ads and our social media advertising page for options with demographic controls.

Categories the platform prohibits

Telegram’s guidelines prohibit gambling, political and religious promotion, deceptive financial products, unverified health claims, alcohol and tobacco, weapons and growth manipulation, among other categories. On top of that we exclude signal-selling channels and anything aimed at minors.

Telegram ads for apps, SaaS, ecommerce and lawful crypto products

The same platform serves different businesses, and the first test differs for each of them.

Apps and mini apps

Send the tap to a bot or channel where the app can be opened or described, and count starts per ad. Our app marketing work covers install campaigns on other platforms.

SaaS and online tools

Offer a trial or a demo through a bot, and record the start parameter against the account that signs up. Our SaaS PPC and B2B SaaS marketing teams plan the funnel behind it.

Ecommerce

Because links must lead to a channel or bot, a store needs an intermediate step, such as a catalog channel or a bot that shares the product page. We plan that step with the ecommerce advertising team.

Crypto products

We work only with lawfully operating crypto products, with the same compliance language as on our crypto marketing agency page. Telegram’s rules ban deceptive financial products, and we give no investment advice. For visibility in AI answers, see AEO for crypto.

How AI assistants answer questions about Telegram advertising

Assistants asked about Telegram advertising tend to repeat the platform’s own facts: the 160-character limit, placement in channels, CPM pricing and the privacy stance. A Telegram advertising agency page gets named when it states those facts plainly, with dates, and explains its process and limits.

Agencies are cited when their pages show what they do and what they will not do. We keep the numbers on this page to what the platform states, we show the date we last read each one and we promise no results we cannot measure.

What assistants say about Telegram ad costs

Most answers describe CPM mechanics and a minimum CPM, then tell the reader to check the dashboard. A page that gives the mechanics with a date, and that separates media from management fees, is easy to quote correctly.

How to choose a Telegram ads manager or Telegram agency

Choose a Telegram ads manager who explains whose account is used, how channels are vetted and what the report contains. Any Telegram agency that cannot answer those three plainly is guessing. A good Telegram advertising agency will also tell you when Telegram is the wrong channel.

Questions to ask

Whose account runs the ads? How are channels vetted and how often? What is reported, and does it reach sign-ups and sales? Is the fee separate from media? Written answers to these four are worth more than a case study you cannot check.

RequirementHow to check it
Your account stays yoursAsk who holds the login and which organization is used

Copy follows the guidelinesAsk how a version is checked before submission
Tracking reaches salesAsk which code or event marks a customer

Red flags

Offers of a ‘verified’ ad account for sale, bought subscribers or views, and a guaranteed cost per subscriber all point away from the official platform and toward trouble.

What you should own

The Telegram account, the organization, the channel, the bot and the tracking. If any of them sits in an agency’s name, you cannot walk away cleanly.

What Progression delivers, and what it costs

We plan, write and manage Telegram campaigns for businesses and report the numbers in plain tables.

Our scope

Channel research and vetting, copy, launch, weekly management, tracking and reporting, delivered remotely for clients in all 50 states and worldwide. We set up and manage campaigns with your own Telegram Ads account and access, per Telegram’s terms as read.

  • A vetted channel list grouped by audience
  • Several versions of the ad, written to the guidelines
  • Bids and a staged budget plan
  • A start parameter and event plan for every ad
  • A weekly review and a monthly report by channel
  • Fixes and resubmission for declined ads

Frequently asked questions

Does Telegram have ads?
Yes. Telegram shows sponsored messages, short text ads that appear in certain public channels, and Telegram’s FAQ states that there will be no ads in private chats. They are bought through the official Telegram Ad Platform, and the Premium FAQ says Premium subscribers have them hidden.
Is advertising on Telegram open to every kind of business?
Telegram’s main ad page says anyone can post ads there, but every ad must follow the ad guidelines. The guidelines prohibit categories such as gambling, political promotion, adult content, deceptive financial products, unverified health claims, alcohol, tobacco and weapons, so check the list before you plan a campaign.
How do you run ads on Telegram?
Log in to the ad platform, create an organization tied to a channel or chat you own, create an ad with text, a link, a CPM and a budget, add funds, and submit it for review. Once approved it shows in the channels you chose. Then read the statistics and adjust bids. The steps are short; the judgment is in choosing channels and counting results.
How do you create ads on Telegram that get approved?
Make the destination ready first: a profile image, a full description and a recent post. Keep the text under 160 characters with no line breaks or lists, use one link format that matches the button, match the language of ad, channel and destination, and avoid prohibited categories and absolute claims. Most declines come from mismatches, not wording.
What is the smallest budget you can start Telegram ads with?
The getting-started guide states a minimum CPM of 0.1 Toncoin and does not state a minimum top-up; it only prompts you to add funds when the balance is low. Telegram ads cost depends on the channels and bids you choose, so we plan a small test first and add funds in steps, since unspent balance cannot be refunded.
What currency do Telegram ads use?
At the time of writing the getting-started guide names Toncoin for the minimum CPM, while Telegram’s main ad page still describes payment in Gram, a cryptocurrency. Because the pages differ, check the currency shown in the dashboard before you add funds, and expect the wording to change.
Can unspent Telegram ad balance be refunded?
No. Telegram’s terms state that an unspent balance cannot be withdrawn by the advertiser, transferred to a different account or refunded. That is why we add funds in small steps, watch pacing in the first week and avoid loading a large balance before an ad has been approved and tested.
Why are my Telegram ads stuck in review?
In review means Telegram is checking the content before the ad can be shown. The getting-started guide gives no review time, so we state none. While you wait, avoid editing the ad, confirm the destination has a profile image, description and recent post, and prepare a second version in case the first is declined.
Why was my Telegram ad declined?
A declined ad must be changed before it can go live, and its details explain what to fix. Common causes are a destination that does not match the text, an empty channel, a wrong link format, a language mismatch or a prohibited category. Fix the cause, compare the new version with the guidelines and resubmit.
Can a Telegram ad link to a website?
The getting-started guide says links in the text and URL field must point to a Telegram channel or bot, written as t.me/link or @link, and that external websites are not allowed. The guidelines also describe website checks, so confirm the current rule in the platform before you plan a site destination.
How many ads can run in one Telegram channel at a time?
The platform pages we read do not state a maximum, and Telegram’s developer documentation gives no figure for channels either. What you control is your bid and your target list, so we raise CPM only where results justify it and watch how often an ad is actually shown.
Do Telegram Premium subscribers see sponsored messages?
Telegram’s Premium FAQ says sponsored messages are hidden for users who subscribe to Telegram Premium. Views come from everyone else in a channel, so a channel’s audience quality matters more than its raw subscriber count.
Can Telegram ads target by age, gender or interests?
Targeting is by placement: you choose channels by link, and the language of the channel should match the ad. Telegram’s main ad page says it does not use private chats or contact lists for targeting, so we promise no age, gender or interest controls and the platform pages describe none.
How do I track sales from Telegram ads?
Give every ad and channel its own start parameter, send people into a bot, add UTM tags to any website link inside the flow, and record the sign-up or sale against the code with a server-side event. The platform reports views, joins and bot starts only, so the rest has to be your own tracking.
Do Telegram ads make sense for a neighborhood shop or local service?
Usually not. Ads are placed in channels, not in a neighborhood, so a local service pays for views outside its area. Local search, a map listing or geographic ads on Meta and Google are better first steps, and Telegram can be revisited if you sell online.
What does a Telegram ads agency charge?
Management is quoted after a written scope, because the work depends on channels, languages and tracking. Media is paid to Telegram from your own account, and we take no share of it. We publish no price list for Telegram and no benchmark cost per subscriber.
Can an agency run Telegram ads inside our own account?
We set up and manage campaigns with your own Telegram Ads account and access. Telegram’s terms say an advertiser may not permit any third party to put forward a bid using its account, so we work inside what the terms allow and confirm the arrangement with you in writing before anything launches.
Should we buy a verified Telegram ads account?
No. Telegram’s terms say an advertiser may not permit any third party to bid using its account, so buying or renting someone else’s account works against those terms and leaves you without control of the balance. We do not offer account resale. Your ads run in an account that you own, so you can leave an agency without losing your history.
Will you grow our Telegram channel with bought subscribers?
No. Telegram’s ad guidelines list social media growth manipulation, including traffic inflation services, as prohibited content. Bought subscribers also give you a channel with no readers, which makes later ads worse. We grow channels with paid placements to real audiences and a reason to stay.
Can crypto companies advertise on Telegram?
Only within what the guidelines allow. Deceptive financial products, get-rich-quick schemes and pyramid or multi-level schemes are prohibited. We work only with lawfully operating crypto products, we give no investment advice, and we expect legal review of the wording before launch.
How is a Telegram advertising agency different from a Reddit or X ads agency?
A Telegram advertising agency buys placements in channels at a CPM with no demographic targeting, while Reddit ads and X ads offer community and interest controls inside their own feeds. The work shifts from audience settings to channel research and tracking.
When do Telegram ads begin to show results?
Views begin once an ad is approved and active, so the first numbers can arrive within days of approval. A result you can act on needs enough views per version, so we judge after volume rather than after a date, and we promise no outcome.
