SEO Company San Francisco, CA: SEO Services in San Francisco for Two Very Different Jobs

Updated November 2026 · Written and maintained by the Progression Agency strategy team

Two companies can hire the same SEO company San Francisco, CA firms talk about and need opposite work. A software or AI firm selling nationally barely needs the city in its search plan, while a shop in Noe Valley needs little else. Pick your track below with a short test, then read only that track, including its budget. Founders, marketing leads and merchants will each find what the work includes and what it costs, plus where AI answers fit. Progression is a New York City firm and works with San Francisco clients remotely, with a free proposal and a written scope to start.

The short answer San Francisco search work splits into two jobs. A software or AI firm selling nationally plans around the category it sells into and treats the city as an address. A shop on a neighborhood street plans around the streets people name and the profile that shows them the way. Take the four-question test, read your track, and treat a business that runs on both as two plans on separate pages. We are in New York City and work with San Francisco clients remotely.

The California Privacy Protection Agency’s pages, the Attorney General’s CCPA page, San Francisco’s Legacy Business Program and Planning Department pages, the City’s business page and the Controller’s first quarter 2026 economy report were each opened on the sites that publish them in November 2026, and all of them can change. Nothing here is legal advice, and no statement here says a particular business is covered or exempt.

Which SEO job do you have? A four-question test

Answer four questions about the people who pay you. Where do your buyers live? Do they ever visit? Is the sale self-serve or does it need a sales call? Does your name need to appear when someone asks an AI assistant a question in your category? The grid below turns the answers into a track.

Grid of four questions with a tick for track one, software and AI firms selling nationally, or track two, merchants on a neighborhood street.Grid of four questions with a tick for track one, software and AI firms selling nationally, or track two, merchants on a neighborhood street.
A quick sort. A mixed result sends you to the section on running both tracks.
The four questions and where they point
QuestionTrack one: software and AI firms selling nationallyTrack two: merchants on a neighborhood street

If the answers split, jump to the section on running both tracks. If you are on track one, read the sections on software and AI firms and then the budget that ends them. If you are on track two, skip to the section on neighborhood merchants. Each track ends with its own price table.

SEO company San Francisco, CA buyers: why the same search hides two jobs

A search for an SEO company in San Francisco, CA returns firms that sell to both kinds of buyer, and the label tells you nothing about which kind of work you will get. People who type SEO company San Francisco or SEO company in San Francisco are a founder in SoMa and a baker in the Sunset. They need different pages, different measurements and different budgets, which is why this page does not offer one plan.

The City helps explain why the national track is big. San Francisco’s business page says the city has “over 20 percent of all AI job postings in the United States and eight of the top 20 generative AI firms in the country”; the page is the City’s own, and the figures around it date from 2023. The Controller’s Office of Economic Analysis, in its first quarter 2026 report dated May 15, 2026, carries a slide titled “Office Vacancy Fell to 32.6%, Driven by Strong AI Activity,” with data from Jones Lang LaSalle. We repeat both as the City’s, name no firms and draw no conclusion about any company’s search results from them.

Track one: software and AI firms selling nationally

Track one has no neighborhood content. Buyers search by category, comparison and problem, and they live anywhere. A San Francisco address does not rank a national page, and that is reasoning about how search matches pages to queries, not a measured result. A good SEO agency San Francisco software firms hire builds pages for the questions a buyer asks before a shortlist, and leaves the city as a line in the footer and the profile.

Our pages on SaaS SEO, tech SEO, startup SEO and B2B SEO describe that work in general. What follows is the part specific to a firm based in San Francisco.

Category, comparison and problem pages

A buyer who knows the problem searches the problem; one who knows the category searches the category; one close to deciding searches a comparison. Each deserves its own page with its own answer in the first screen. The work is to name those questions, write the page that answers each and make the pages link to each other in the order a buyer moves through them.

Your analytics tags and California privacy rules

A software firm in California should ask what its tags collect, so this section reports what the state says, as published. The California Privacy Protection Agency’s FAQ says the CCPA applies to for-profit businesses that do business in California and meet any of three thresholds: gross annual revenue of $26.625 million or more, effective January 1, 2025, for the preceding calendar year; buying, selling or sharing the personal information of 100,000 or more California residents or households; or deriving 50% or more of annual revenue from selling or sharing California residents’ personal information. The Attorney General’s CCPA page shows a revenue threshold of over $25 million, so check which figure applies. The agency’s updates page says the Board adopted new regulations on July 24, 2025, effective January 1, 2026, covering risk assessments, cybersecurity audits and automated decisionmaking technology. The FAQ says a business that uses automated decisionmaking technology to make significant decisions about someone, such as decisions about employment, housing, financial services, education or healthcare, has notice, opt-out and information duties, and that businesses must comply with the ADMT-specific requirements by January 1, 2027.

That text is general, and a search program is not an automated decision about a person. For a search plan the useful question to raise with counsel is narrower: which tags fire before a visitor makes a choice, who receives the data and how reports will be built if some visitors opt out. Ask counsel; we state no conclusion about any business.

What does a San Francisco address add to a national page?

Very little for ranking, and something for trust. A buyer checking a vendor looks for a real company with a real address, so a plain address and a team page help conversion. They are not a reason to write a page about San Francisco.

Answer engines as a working part of the national plan

On track one, appearing in AI answers is real work, because buyers ask assistants questions before they shortlist. Our answer engine optimization services page names crawler access and answer-first rewriting as the first work. It also says plainly that nobody can guarantee a mention, because attribution happens inside a model no agency controls, and we do not name which assistant favors which firm.

For founders at an early stage, our AEO for startups page covers the same ground, and our technical SEO agency page covers the crawl and markup foundations that answer-engine work rests on.

A prompt set written in your buyers’ words

Measurement starts with a fixed set of questions that real buyers ask, written the way they ask them. The same set is asked each month, so any change is comparable. The set should include questions where you are the obvious answer and questions where a competitor is.

Six numbers to read each month

Our AEO page says the program reports six numbers, monthly, against the same prompt set each time: mention rate, citation rate, share of voice, referral sessions, answer accuracy and competitor movement. We use only those six, and we promise no timeline or result.

  • Mention rate and citation rate, which say whether you are named and linked.
  • Share of voice against the competitors in the set.
  • Referral sessions from assistants that send traffic.
  • Answer accuracy, which checks what the assistants say about you.
  • Competitor movement across the same questions.

Is a national retainer worth it for a seed-stage firm?

Sometimes, and sometimes the right first spend is smaller: an audit and a handful of pages for the questions buyers ask. Our startup SEO page covers the early stage, and the audit band below shows what a one-off project costs.

Track one budget: national retainers and AEO fees

National work is priced by competition and scope, and the city plays no part. Our answer engine page says a baseline audit runs in the low thousands and that ongoing work is a monthly retainer scaled to the pages that need restructuring, and it states that we will not publish a single number because the range is genuine.

These are published US price bands (market figures, not a Progression rate card), read in October 2026 from WebFX, Clutch, Ahrefs, MarketerHire, SE Ranking and Nutshell.
WorkPublished US bandWhat it describes
Midmarket or national SEO retainer$2,500 to $20,000 a monthCompetitive, multi-location or national organic search work
AEO or GEO retainer for a small business$1,500 to $8,000 a monthAnswer engine and AI search work
One-off SEO audit$1,000 to $10,000A single project, not a monthly fee

Our SEO packages on the SEO services pricing page are Foundation at $1,500 a month, Program at $3,400 a month and Scale from $7,200 a month. That page describes Program as for competitive counties and multi-service businesses and Scale as for multi-location, ecommerce or businesses competing regionally.

Track two: merchants on a neighborhood street

Track two is the opposite job. San Francisco shoppers name Hayes Valley, the Mission, Noe Valley, North Beach, the Richmond and the Sunset, and a shop on one of those streets needs to answer that search. San Francisco SEO services for a merchant start with a profile that describes the neighborhood it is in. A local SEO company San Francisco shops hire does most of its work on that profile, on the pages for what the shop sells and on the proof that people trust it, and local SEO services San Francisco merchants need come down to those three things. See our local SEO services page for the method.

Address: The real address. The shop's street address, not a mailbox or a rented desk.
Hours: Hours that are true. Opening hours, with holidays updated before they happen.
Types: The fewest categories. The few categories that describe the core business.
Photos: Photos of the place. The storefront, the street entrance and the work.
Reviews: A steady flow of reviews. A simple way for happy customers to leave one.
Posts: Updates that are current. Offers and news only when there is something to say.
  • A profile with the real address, hours and categories.
  • One page for each product or service customers ask for by name.
  • The neighborhood named in plain words where it is true.
  • Photos of the shop, the street and the work.
  • A way for happy customers to leave reviews.
  • A phone number that works on a phone.

The Legacy Business Registry as a trust line

San Francisco’s Legacy Business Program says long-standing small businesses can join the Registry for recognition, marketing and business help, and grants, that more than 400 Legacy Businesses appear on a map filterable by business type, neighborhood or name, and that the City describes it as the first-of-its-kind program in the United States. If you hold the listing, say so on the site and link the City’s page. We make no claim that it raises rankings, and we state no eligibility rule because the page we read did not give one.

Chain status before a new location page

The Planning Department’s chain stores page says that under Section 303.1 of the Planning Code a formula retail use is a retail sales activity or establishment with eleven or more other retail sales establishments in operation or approved anywhere in the world that also has two or more standardized features, such as a standardized array of merchandise, facade, decor and color scheme, uniform apparel, signage, or a trademark or servicemark. The page gives the purpose as maintaining neighborhood individuality. A small chain nearing that count should ask the Planning Department before announcing a new San Francisco location. That is a planning question, not a claim about search results. Ask counsel.

Do I need a page for each neighborhood I serve?

No. A shop serves the street it is on and perhaps the streets around it. Name the neighborhood on the page where it is true, keep the profile accurate and build pages for what you sell, not for each district name.

Track two budget: local SEO for one storefront

A single storefront is a small, focused job, and the market bands reflect it. Affordable SEO services San Francisco merchants look for usually mean the low end of these ranges, which buys profile work and a few pages and not a program.

These are published US price bands (market figures, not a Progression rate card), read in October 2026 from Semrush, SEO.com, Ahrefs, SE Ranking, WebFX, seoClarity and Shopify.
WorkPublished US bandWhat it describes
Local SEO for one location$500 to $3,000 a monthOne location and one Google Business Profile
Small business SEO retainer$1,000 to $5,000 a monthSmall business organic search work

Is a one-off audit enough for a small shop?

It can be, if the owner or a staff member will do the fixes. An audit finds what is wrong with the profile and the pages; it does not fix them. A shop with no time for the fixes needs a retainer, even a small one.

Our Foundation package, $1,500 a month on the SEO services pricing page, is described there as for single-location businesses in less saturated counties or as a first six months.

When your business runs on both tracks

Some businesses have both jobs. A brand with a store on Valencia Street and an ecommerce site that ships nationally, or a clinic with a neighborhood practice and a national software product, have two kinds of buyer in one company. The honest answer is two plans: separate URLs, separate reporting and separate budgets, and no attempt to mix them on one page.

How the two plans differ
ConcernTrack one: nationalTrack two: neighborhoodWhen a business has both
Who searchesBuyers anywhere, by category or problemPeople near the street, by place and productTwo audiences, two sets of pages
Main pagesCategory, comparison and problem pagesPages for what the shop sells, plus the profileKept in separate sections of the site
MeasuresSessions, signups, AI answer measuresCalls, directions and visitsTwo reports, never combined
BudgetCompetition and scopeOne location and a few pagesTwo budget lines
Visits: Track two: visits and calls. Phone calls, direction requests and walk-ins, counted where the profile can show them.
Pages: Track two: shop pages. Sessions on the pages for what the shop sells.
Signups: Track one: signups. Trial starts, demo requests and form fills from category pages.
Sessions: Track one: organic sessions. Visits to category, comparison and problem pages.
Answers: Track one: AI answers. Whether assistants name and link the company for its category.
Revenue: Both: revenue. The sales each plan is credited with, kept in separate reports.

Can one agency run both tracks?

Yes, if the firm keeps them apart. The risk is a plan that blends them and serves neither, so ask how the work, the reports and the budget will be separated.

  • Keep the store pages and the national pages on separate sections of the site.
  • Report the two plans separately so one cannot hide the other.
  • Give each plan its own budget line and its own review date.
  • Never put neighborhood copy on a national page or the reverse.
  • Decide who owns each plan inside the company.

SEO services in San Francisco versus the rest of the Bay Area

SEO services in San Francisco, and SEO services in the Bay Area more widely, overlap but are not the same. SEO services Bay Area buyers search for are sometimes a wider net, and a business with customers across the bay may want a plan that names several cities. A SEO company in the Bay Area, a Bay Area SEO agency or an SEO agency Bay Area owners hire can cover that, and a local SEO expert in the Bay Area should be able to say which cities the plan names. For the other side of the water, see our SEO company in Oakland page; for the state, see our SEO company in California page.

Is the Bay Area one market or several?

For a search plan it is several, because customers on each side of the water name different places. We make no claim about market size or competition. List the cities your customers come from and plan from that list.

SEO companies San Francisco founders and merchants should question differently

SEO companies San Francisco founders and merchants meet will answer the same questions differently, so ask each track’s questions. An SEO agency in San Francisco, a San Francisco SEO company or an SEO expert San Francisco firms advertise may be strong on one track and thin on the other. An SEO specialist San Francisco clients hire, or a firm offering SEO consulting San Francisco teams buy, should be able to show work on your track.

The best SEO company San Francisco can offer a founder may be the wrong one for a corner shop, so ask for work on your track.

Questions for founders and marketing leads on track one

Ask what the plan says about category pages, comparison pages and the questions buyers ask before a shortlist. Ask how the plan treats AI answers, what it measures and what it refuses to promise. Ask who owns the accounts and the analytics, and how California privacy rules affect the tags.

  • Which category and comparison pages will you build first, and why?
  • How do you measure AI answers, and what do you refuse to promise?
  • Who owns the analytics and search accounts?
  • How do you handle tags under California privacy rules?

Questions for merchants on track two

Ask who will manage the profile, which pages come first and how the neighborhood is named. Ask what a month’s work looks like for one storefront and what happens if the shop moves.

  • Who manages the profile, and is it in my name?
  • Which pages for what we sell come first?
  • How will the neighborhood be named, and where?
  • What does a month of work look like for one storefront?

Frequently asked questions

What does an SEO company in San Francisco, CA do for a software firm that has no local customers?
It plans around the category the firm sells into: category, comparison and problem pages, technical foundations and answer-engine work. The city appears as an address and a team page, not as a target.
Should an AI startup hire an SEO company in San Francisco or anywhere in the country?
Anywhere. For a national buyer the location of the firm matters less than whether it can show work on your category. Ask for a sample and a plan you can read.
Are SEO companies worth it for a corner shop in the Mission?
For one storefront the work is profile accuracy, pages for what you sell and reviews, and it can be worth it if the scope is small and the owner can see what was done. A large program is rarely needed.
Which track fits a firm with both a store and national online sales?
Both, as two plans. Keep the store pages and the national pages on separate sections of the site and report them separately.
Does a Legacy Business Registry listing help search results?
We make no ranking claim. It is a true trust line that you can mention on the site and link to the City’s page.
Does California privacy law change how we track search traffic?
It may, depending on whether your business meets a CCPA threshold and what your tags collect. The state publishes the thresholds and dates, and counsel can apply them to your business.
Can AI answers be promised as part of the contract?
No. Our answer engine page says nobody can guarantee a mention and that any provider who does is selling something it cannot deliver.
What does national SEO cost compared with one storefront?
Published US bands run from $2,500 to $20,000 a month for midmarket or national retainers and from $500 to $3,000 for local SEO at one location.
What do SEO services in San Francisco, CA include for a single location?
A profile with the real address and hours, pages for what the shop sells, the neighborhood named where true and a way to collect reviews. Our Foundation package is described as for single-location businesses.
How should I question SEO companies in San Francisco on each track?
Founders should ask about category pages, AI answers and tag handling. Merchants should ask about the profile, the first pages and how the neighborhood is named.
Do you have an office in San Francisco?
No. Progression is a New York City firm and works with San Francisco clients remotely, starting with a free proposal and a written scope.
Do SEO companies in San Francisco, CA only work with firms in the city?
No. Many work with clients anywhere, and the national track is the one that most often does. Ask where the firm’s clients sell, not where they sit.
Can a Bay Area business hire an SEO company in Oakland instead?
Yes. Location matters little for the national track, and for the neighborhood track the question is whether the firm understands your streets. See our Oakland page for that side of the bay.
Does a San Francisco address help a national software page rank?
Not for ranking, as far as we can reason from how search matches pages to queries. It helps buyers trust that the company is real.
Should a neighborhood shop write for AI answers?
Not first. A shop’s work starts with the profile and the pages for what it sells. Questions to assistants about a local category may matter later.
What is the first page a corner shop should build?
The page for the thing customers most often ask for by name, with photos, price where possible and the address and hours.
Do I need a page for each neighborhood I serve?
No. Name the neighborhood where it is true and build pages for what you sell. A page per district name adds little.
How do two tracks affect reporting?
They need two reports. National work reads sessions, signups and AI answer measures, and neighborhood work reads calls, directions and visits.
What proof should a founder show an SEO company?
The category you sell into, your current pages and the questions buyers ask before a shortlist. A named competitor list helps the firm give a useful plan.
What should a chain brand check before a new San Francisco location page?
Section 303.1 defines formula retail as a retail establishment with eleven or more other establishments and two or more standardized features. A small chain near that count should ask the Planning Department, and counsel, before announcing.
