Credit Repair Lead Generation: Credit Repair Leads and Advertising That Follow CROA and the Telemarketing Rules

Updated November 2026 · Written and maintained by the Progression Agency strategy team

Credit repair lead generation is the work of bringing in people who want help with errors on their credit reports, without promises the law forbids. It is unusually regulated: federal law bars misleading statements about the service, bars charging before the work is fully performed and sets extra limits on telephone sales, and Google does not allow ads for credit repair services at all. This page is for owners of lawful credit repair companies and their marketing staff. It covers what is allowed, where credit repair leads can come from, bought leads versus leads you own, the words to avoid, and what it costs. It is general information, not legal advice. Every engagement starts with a free proposal and a written scope.

The short answer The short version: sell only what the contract will deliver, take no money before the service is fully performed, give the written disclosure before anyone signs, and build leads from channels you can explain and document, such as your own pages, referrals and consented inquiries. Paid search is closed to this service, so the work moves to content, search results, partners and reviews. The rules quoted here were read on the sites that publish them in November 2026. Have a lawyer who knows credit repair review your copy, your contract and every state where you sell. Our prices are in the cost section, and figures from other providers carry a market label.

The sections of the Credit Repair Organizations Act, the Telemarketing Sales Rule, the FCC rule on autodialed calls, the FTC rules on reviews and endorsements, the FTC business guide and Google’s policy were each opened on the site that publishes them in November 2026, and all of them can change. State laws were not read for this page. No statement on this page reports a result for a particular company.

What is credit repair lead generation?

Credit repair lead generation is the marketing that brings a lawful credit repair company its inquiries: pages that explain the service, search results, referrals and consented contact forms that turn a person with a question about a credit report into a conversation. Because the service is regulated, the rules decide which channels are open before any campaign starts.

Who counts as a credit repair organization

The federal Credit Repair Organizations Act defines a credit repair organization in 15 U.S.C. 1679a as any person who uses interstate commerce or the mails to sell, provide or perform, or to represent that they can or will, any service in return for money or other valuable consideration for the express or implied purpose of improving a consumer’s credit record, credit history or credit rating, or of giving advice or assistance about that. The definition leaves out nonprofit organizations exempt under section 501(c)(3), a creditor helping a consumer restructure a debt owed to that creditor, and depository institutions and credit unions, including their affiliates and subsidiaries.

Who this page is for

This page is written for owners and marketers of lawful credit repair companies. It does not help anyone who wants to make promises the law forbids, hide accurate information from a credit file or work around an advertising ban. If you are starting a credit repair business, talk to a lawyer about your states, your contract and your registration before you spend on marketing.

Credit repair leads: bought, shared or your own

Credit repair leads come from three places: leads you buy, leads a seller shares with other companies, and leads you earn on your own pages and through referrals. Searches for free credit repair leads, credit repair leads for sale and where to buy credit repair leads come from the same worry, which is how to fill a pipeline quickly. The honest answer is that the source decides the risk. For the wider comparison, see our lead generation agency page on owned leads versus bought leads.

How do you get credit repair leads without buying them?

To find credit repair leads you do not have to buy, publish pages that answer what people ask about their credit reports, earn reviews from satisfied clients, and set up referral arrangements with professionals who meet people at the right moment. Free credit repair leads in that sense are not free of effort, but they are yours: you know where each one came from, and the person asked to hear from you.

Should you buy credit repair leads?

Buy credit repair leads only if you can answer the questions below to your own satisfaction and your lawyer’s. Some people buy credit repair leads to fill a gap while owned channels grow, and that can work when the lead is exclusive, recent and backed by records. A lead that was sold to several companies, or that came from an ad you cannot see, gives you little control over what the person was told.

Questions to ask a lead seller

Before you pay for credit repair leads for sale, ask the seller in writing. The cards below list six questions.

Ask: Where the lead came from. The page or form the person filled in, with a date.
Ask: What the ad said. The exact wording and image shown before the form.
Ask: Consent language. The text next to the form and a record of who agreed.
Ask: How old it is. Days since the person asked, and who else has it.
Ask: Exclusive or shared. How many companies receive the same inquiry.
Ask: What happens on a complaint. How the seller handles removal and proof of consent.

Be wary of any seller who cannot show the page the person filled in. A lead you cannot trace back to a form is a lead you cannot defend.

Why aged lists are a compliance question, not only a quality question

An old list raises two worries. The first is quality, since a person who asked for help months ago may no longer want it. The second is consent. The FCC rule at 47 CFR 64.1200 requires prior express written consent for telemarketing calls made with an autodialer or an artificial or prerecorded voice to the lines the rule lists, which include cellular telephone numbers. The rule defines that consent as a signed written agreement that clearly authorizes the seller to deliver such calls to the number given. A list with weak consent records can put the company that calls it at risk, whatever the seller promised. We name no vendor here, and your lawyer should review any list before you use it.

Credit repair advertising: what the rules allow

Credit repair advertising is any message that offers the service, from a landing page to a text to a social post. Federal rules speak to what you may say, when you may be paid, what you must hand over before a contract and how a sale made by telephone works. The sections below state each rule as written and then say what it means for a marketer. Credit repair ads and every other form of promotion fall under the same rules.

Federal law regulates credit repair organizations rather than banning them, so a company that follows the federal rules and the rules of each state where it sells is operating within the law. Whether a particular company, offer or advertisement meets those rules is a question for a lawyer. The list of rules below is what following them means in practice.

Misleading statements: “No person may”

Section 1679b(a) opens with the words “No person may.” It then bars four kinds of conduct: making or advising untrue or misleading statements about a consumer’s creditworthiness to a consumer reporting agency or to a creditor; making or advising any statement meant to alter the consumer’s identification so that accurate adverse information is not displayed; making or using any untrue or misleading representation of the services of a credit repair organization; and engaging in any fraud or deception in connection with offering or selling those services. The statute says “person,” not “credit repair organization,” which is why a marketer, a lead seller or an agency should read it. Whether a given vendor is covered is a question for counsel.

No money before the work is done

Section 1679b(b) says a credit repair organization may not charge or receive money or other valuable consideration for a service it has agreed to perform before that service is fully performed. That rules out a first work fee, a deposit or a sign-up payment collected before the service is complete. An offer that asks for money first is a problem under the statute as written, so this page gives no example of one.

Before anyone signs: disclosure, contract and three days

Three more sections shape the path to a signature. Under section 1679c, the company must give the consumer a statement titled “Consumer Credit File Rights Under State and Federal Law” before any contract is executed, as a separate document, and keep the consumer’s signed acknowledgment for two years. Under section 1679d, no services may be provided without a written, dated contract that includes the payment terms and the total of all payments, a full and detailed description of the services including any guarantees and an estimate of the date or length of time to complete them, the company’s name and principal business address, and a conspicuous statement next to the signature that the consumer may cancel without penalty or obligation before midnight of the third business day after signing. Under section 1679e, the consumer may cancel on those terms, each contract must come with a Notice of Cancellation form in duplicate, and the company must hand over copies of the contract, the disclosure statement and any other document it asked the consumer to sign.

Telephone sales: the six-month rule

The FTC’s Telemarketing Sales Rule adds a limit at 16 CFR 310.4(a)(2). A seller or telemarketer may not request or receive payment for goods or services represented to remove derogatory information from, or improve, a person’s credit history, credit record or credit rating until the time frame the seller represented has expired and the seller has given the person a consumer report from a consumer reporting agency showing the promised results, issued more than six months after they were achieved. The FTC’s business guide to the Rule says the Rule does cover calls from consumers who respond to general media advertising about credit repair, and that it has no exemption for calls responding to direct mail. A lead that becomes a telephone sale is therefore a different legal event from a lead that signs online, and it needs its own review.

State rules

Many states add registration, bonding or further limits. Have counsel check each state where you sell.

Flow from first visit to signed contract for a lawful credit repair company: the visitor finds you, the page describes the service plainly, an inquiry form carries a consent line, the disclosure statement comes before any contract, a written dated contract is signed, the client has three business days to cancel, the work is performed and payment comes after the service is fully performed.Flow from first visit to signed contract for a lawful credit repair company: the visitor finds you, the page describes the service plainly, an inquiry form carries a consent line, the disclosure statement comes before any contract, a written dated contract is signed, the client has three business days to cancel, the work is performed and payment comes after the service is fully performed.

Words that do not belong in a credit repair ad

Wording is where most advertising risk sits. The table below pairs claims that conflict with the sections above with plainer wording that fits them. It is a general guide drawn from the statute as read, not a list approved by a lawyer, so have yours check your own copy.

Google, Meta and other ad platforms

Ad platforms each publish their own rules for financial services, and a platform can refuse an advertiser whose message the law allows. Credit repair google ads are not an option, and credit repair facebook ads depend on rules this page does not restate.

Google: credit repair ads are not allowed

Google’s financial products and services policy says plainly: “Ads for credit repair services are not allowed.” The policy says it applies to advertisers who offer credit repair services directly, to lead generators and to those who connect consumers with third-party credit repair services. There is no search campaign for this service. This page offers no workaround, no disguised landing page and no cloaking, and neither should anyone you hire.

Meta and other platforms

Meta publishes advertising standards for financial products and services and for credit, and credit repair facebook ads fall under them. Meta’s help page could not be read in full when this page was written, so we do not restate its limits. Read Meta’s current standards, and those of any other platform, before an ad runs, and have a lawyer approve the copy.

Search without ads: organic pages that answer the real questions

With paid search closed, the visibility comes from pages that answer what people really ask. How do credit repair companies work? Can credit repair companies really fix your credit? What do credit repair companies do? Answer each question honestly, say what a company can and cannot do, and link to the consumer’s rights. Our SEO services page describes the search work.

Credit repair marketing that builds your own pipeline

Credit repair marketing without paid ads rests on four owned channels: content people search for, partner referrals, reviews and permissioned email and text. Credit repair digital marketing of this kind grows slowly, then keeps working without a media budget. Credit repair business marketing and how to market a credit repair business both come down to being a clear, honest answer when a person is looking for help. Credit repair marketing ideas that work are mostly plain: explain a dispute, explain a right, show how the contract works. If you want a partner for the work, a credit repair marketing agency should be able to show how it keeps your copy inside the rules above.

Educational content people search for

Guides on reading a credit report, disputing an error, what a consumer’s rights are and what a credit repair company can legally do are the pages people look for. Write them for the reader, keep every claim you can support and link to the authorities by name.

Partner referrals: mortgage officers, auto dealers, realtors

People often learn their credit is a problem when they apply for a mortgage, a car loan or a lease, so lenders, brokers and agents meet them at that moment. A referral arrangement can work, but compensation for a referral must be disclosed where the rules require it, and counsel should review any payment. The FTC’s rule on endorsements at 16 CFR 255.5 requires clear and conspicuous disclosure of a material connection between an endorser and the seller that the audience would not reasonably expect. Our mortgage marketing page covers the lender side.

Reviews, honestly

Ask satisfied clients for reviews and publish them as they are. The FTC’s rule at 16 CFR Part 465 makes it an unfair or deceptive practice to provide compensation or incentives in exchange for, or conditioned on, reviews expressing a particular sentiment, positive or negative. Our review management page covers collecting and answering reviews.

Email and text

Credit repair email marketing and texts work best for people who asked to hear from you. Collect the consent on the form, keep the record and honor opt-outs. The FCC rule at 47 CFR 64.1200 says a person may revoke consent to calls and texts by any reasonable method, including replying with words such as stop or unsubscribe, and that a revocation must be honored within a reasonable time not to exceed ten business days. See our email marketing and SMS marketing pages.

A credit repair website that converts without overpromising

Credit repair website design starts with what a worried visitor needs to see: what the company does, how it is paid, what the contract says and where to read the consumer’s rights. Show the services in plain words, explain the price structure without quoting results, link the rights statement and describe the contract process step by step. The inquiry form should carry a consent line that says what the person is agreeing to and how they can stop. Our website design and development page lists what we build.

  • A services page that says what the company does and does not do.
  • A page on how the contract works, with the three-day cancellation right stated.
  • A link to the consumer rights statement the company gives before contracts.
  • An inquiry form with a clear consent line and a privacy notice.
  • Reviews shown as received, with no incentive attached.
  • No before-and-after images, no score claims and no promised deletions.

Measuring cost per signed client, not cost per lead

A lead that never signs costs money, and a lead that signs and cancels in three days costs more. Measure the whole path: inquiries, consultations, signed contracts, cancellations inside the window, refunds and complaints. Divide total marketing spend by signed clients that stayed, and compare channels on that number. This page gives no benchmark, because a figure from other companies says little about yours.

Rate: Contract signed. Inquiries that become signed contracts.
Cost: Cost per signed client. Total marketing spend divided by signed clients.
Time: Days to sign. From first inquiry to a signed contract.
Cancel: Cancels in three days. Signed clients who cancel inside the window.
Refund: Refunds and complaints. Requests received and what they say.
Mix: Signed clients by channel. Own site, referral, partner or bought.

Hiring a credit repair marketing company

A credit repair marketing company should say what it knows about the rules before it says anything about volume.

What should a credit repair marketing company show you before you sign?

It should show how it keeps copy inside the rules, where its leads come from and how it reports. Ask the questions below.

  • Have you read the Credit Repair Organizations Act and the Telemarketing Sales Rule?
  • Who approves the copy before it goes live, and does a lawyer see it?
  • Where do the leads come from, and can you show the form and the consent text for each one?
  • Do you buy leads from sellers, and if so, which questions do you put to them?
  • What do you do about Google’s ban on credit repair ads?
  • How are you paid, and is any fee tied to something the rules limit?

Be careful with any provider that promises a lead count. A promised volume pushes a provider toward the shortcuts this page warns against. Our financial services marketing agency page covers regulated finance work more broadly.

Credit repair lead generation for one owner or a team

A solo owner can run the owned channels with a few hours a week: a services page, one guide a month, a review process and a referral list. A team can add a content calendar, a partner program and an email sequence. People often search for a credit repair business to start, and that is a legal and licensing question first. Talk to a lawyer about registration, bonding and contracts in your state before you build a marketing plan.

What does credit repair lead generation cost?

The cost of credit repair lead generation depends on the owned channels you build. There is no media budget for paid search, because Google does not allow the ads. Our prices and the published market figures sit in separate tables below.

Frequently asked questions

What is credit repair lead generation?
Credit repair lead generation is the marketing that brings a lawful credit repair company inquiries from people who want help with errors on their credit reports. It relies on owned pages, referrals, reviews and consented contact, because the law limits what the ads may say and Google does not allow ads for the service.
Which sources supply credit repair leads to a lawful company?
They come from your own website and search results, from past clients and referrals, from partners such as lenders and brokers, and from lead sellers. Each source carries a different risk, so keep the page, the date and the consent record for every lead.
Is it legal to buy credit repair leads?
Whether a purchase is lawful depends on where the lead came from, what the original ad said and what consent the person gave. Ask the seller for the form, the wording and the consent record, and have a lawyer review the arrangement.
What are the credit repair advertising rules?
Federal law bars untrue or misleading statements about the service, bars charging before the work is fully performed, requires a written disclosure and contract and gives clients three business days to cancel. The Telemarketing Sales Rule adds limits on telephone sales.
Can a credit repair company charge up front?
No. Section 1679b(b) says a credit repair organization may not charge or receive money for a service it agreed to perform before the service is fully performed.
Do telemarketing rules change when a credit repair company can get paid?
Yes. For a sale made by telephone, the Telemarketing Sales Rule bars requesting or receiving payment until the promised time frame has expired and the seller has given the person a consumer report showing the results, issued more than six months after they were achieved.
What words get a credit repair ad in trouble?
Promises of removing accurate items, guaranteed score increases, new credit identities, instant fixes and requests for payment before work is done conflict with the federal rules. Plain descriptions of disputing items you believe are inaccurate fit them better.
Can credit repair companies run Google Ads?
No. Google’s financial products and services policy says ads for credit repair services are not allowed, and it applies to lead generators and to those who connect consumers with third-party credit repair services.
Can a credit repair company advertise on Facebook?
Meta sets its own advertising standards for financial products and services and for credit. Its help page could not be read in full for this page, so check the current standards and have a lawyer approve any ad.
Does a marketing agency or lead seller have to follow CROA?
Section 1679b(a) says “No person may” engage in the practices it lists, so the prohibitions are not limited to credit repair organizations. Whether a particular agency or seller is covered is a question for counsel.
What must a credit repair contract include?
It must be written and dated and include payment terms and the total of all payments, a full and detailed description of the services with any guarantees and an estimate of the time to complete them, the company’s name and principal business address, and a conspicuous cancellation statement next to the signature.
What is the best credit repair marketing without paid search?
Honest guides that answer common questions, a clear services page, reviews earned without incentives, referral partners with disclosed arrangements and email or text to people who asked for it. Credit repair marketing of this kind builds slowly and keeps working.
How long can a client cancel?
A client may cancel without penalty or obligation at any time before midnight of the third business day after the contract is signed. Each contract must come with a Notice of Cancellation form in duplicate.
Is credit repair legal?
Federal law regulates credit repair organizations rather than banning them, so a company that follows the federal rules and its states’ rules is operating within the law. This is general information, and a lawyer should review your own offer.
Who regulates credit repair companies?
The Credit Repair Organizations Act sets the federal rules, and the FTC’s Telemarketing Sales Rule covers telephone sales. States add their own laws, which this page does not review.
Do reviews and testimonials have special rules?
Yes. The FTC’s rule at 16 CFR Part 465 prohibits compensation or incentives conditioned on reviews expressing a particular sentiment, and 16 CFR 255.5 requires clear and conspicuous disclosure of a material connection to an endorser.
Is consent required before texting someone who filled in a form?
The FCC rule at 47 CFR 64.1200 requires prior express written consent for telemarketing calls made with an autodialer or a prerecorded voice to the lines it lists, and it treats texts and calls alike for revoking consent. Have counsel review your form and your texting practices.
How much should a company budget for credit repair lead generation?
Our SEO retainers run $1,500 to $2,500 a month and a landing page is $1,400. Published US price bands (market figures, not a Progression rate card) run from $1,000 to $5,000 a month for a small business SEO retainer to $1,000 to $15,000 for a landing page.
Can a credit repair company pay for referrals from lenders or brokers?
Compensation for a referral must be disclosed where the FTC’s endorsement rule requires it, and a lawyer should review any payment arrangement before it starts. Ask about the rules in each state where you sell.
Can an ad for a credit repair company guarantee results?
A contract must describe any guarantees, and federal law bars untrue or misleading representations of the service. A promise you cannot support invites trouble, so describe what the company will do and avoid promised outcomes.
