Web design in Chicago, IL starts with a plain question: who reads the site before anyone calls you? A general counsel checks a Loop firm’s lawyers and credentials. A shopper on a phone judges a Fulton Market brand before the first scroll ends. A purchasing engineer in the suburbs looks for tolerances and a quote form. This brief takes those three readers in turn, then checks the site features most likely to raise questions under Illinois biometric law, then sets a budget for each reader. Progression is a New York City firm that works with Chicago clients remotely, starting with a free proposal and a written scope.

The short answer Web design in Chicago, IL is three different jobs under one search. A Loop law or finance site is read by people who verify before they call, a Fulton Market brand site is judged on a phone, and a suburban manufacturer’s site is read by an engineer hunting for a quote form. Start from the reader, send any camera, face or voice feature to counsel before design, and size the budget to the reader. We are in New York City and work with Chicago clients remotely.
The Illinois statute, the 2024 public act, the Illinois Supreme Court’s professional conduct rules and the City of Chicago’s 2021 Fulton Market release were each opened on the sites that publish them in November 2026, and all of them can change. Nothing here is legal advice, and nothing here says that any named feature or vendor breaks the law.
Web design in Chicago, IL starts with who reads the site
Website design in Chicago, IL tends to be sold as one product, and then a firm’s favorite template meets a city that does not behave like one market. A web design company in Chicago, IL hears “we need a new site” and has to find out which reader opens it. The website design Chicago owners commission for a downtown law office has little in common with a Fulton Market online shop, and neither resembles the site a machine shop in the suburbs needs to win a purchasing engineer. The web design services Chicago buyers compare should be judged on that first question.
The cards show where each reader goes first and what makes each one leave. They are reasoning from how people shop and verify, not findings from a study.
Why does no single template fit all of Chicago?
World Business Chicago says it works across a seven-county region, naming Cook, DuPage, Kane, Kendall, Lake, McHenry and Will, and that no one industry sector makes up more than 14% of the economy by employment. Both statements come from the agency’s own Why Chicago page. Read plainly, a metro area with that spread of industries cannot be served by one set of pages. A site for a lender, a clothing label and a stamping plant needs a different first screen, a different proof page and a different way to say “contact us”.
Buyer one: the Loop law or finance firm
The reader who matters most to a Loop professional firm checks before calling. A prospective client or a general counsel looks up the people, their admissions and credentials, and the plain ways to reach someone. Attorney website design Chicago firms commission therefore puts lawyer pages, practice pages and a direct contact route ahead of anything decorative. Our page on law firm website design covers the build in general; what follows is specific to Illinois.
What an Illinois lawyer’s site has to carry
The Illinois Supreme Court publishes the state’s Rules of Professional Conduct, and the Article VIII rules on advertising are where a lawyer’s site meets them. We read Rules 7.1 to 7.4 in November 2026. Rule 7.1 bars a false or misleading communication about the lawyer or the lawyer’s services, and its third comment says that a truthful report of results can mislead if it leads a reasonable person to expect the same outcome in other matters. Rule 7.2(a) allows advertising by written, recorded or electronic communication and says it shall include the name and office address of at least one lawyer or law firm responsible for its content. A comment to the same rule says a lawyer may compensate vendors who provide marketing services, including website designers. Comment 1 to Rule 7.3 says a communication directed to the general public, such as a website, typically is not a solicitation.
Rule 7.4(c) is the one that catches copy. A lawyer may not use “certified,” “specialist,” “expert” or similar terms to describe qualifications, except when identifying a certificate, award or recognition issued by an agency or organization. Any such reference has to be truthful and verifiable and has to state that the Supreme Court of Illinois does not recognize certifications of specialties and that the certificate is not a requirement to practice law in Illinois. The court’s page lists Rule 7.2 as amended April 1, 2025, effective July 1, 2025. We build the name-and-address line, the results page and the comparison language so the firm’s own ethics review can see them. We do not give a compliance opinion; ask counsel.
What does a general counsel look for first?
A person hiring a firm checks that the lawyer exists, has the stated admissions and handles the stated work. That points to individual biography pages with a plain structure, practice pages that say what the firm handles and what it does not, and a contact route that does not require a form for a simple question. Attorney website design Chicago partners ask for often drifts toward a wall of awards; a few dated, verifiable recognitions read better than a banner of badges.
- Each lawyer has a page with admissions, practice areas and a direct way to reach that person.
- Practice pages say what the firm handles and what it does not.
- The firm name, the responsible lawyer and an office address appear in one consistent place.
- Results, if shown at all, carry the context a reader needs to avoid an unjustified expectation.
- No word such as “specialist” or “expert” appears unless counsel has cleared it under Rule 7.4(c).
- A phone number and a short contact form work on a phone.
Finance and insurance pages with a compliance reader
World Business Chicago’s page on finance and insurance describes the region’s financial ecosystem as one of the most diverse and sophisticated in the world, with exchanges, banks, insurers and a fintech community. That is the agency’s description and we repeat it as theirs. For a financial or insurance firm the site has a second reader inside the company: someone in compliance who must approve every disclosure. The editing workflow should have a place where each disclosure is approved before it is published, and the site should keep the approved wording in one location so it cannot drift from page to page. We state no advertising rule for finance here because we did not read one. If a feature on the site touches biometric data, see Section 25(c) in the statute section below.
Buyer two: the Fulton Market brand
The City of Chicago’s Department of Planning and Development said in February 2021 that the Fulton Market Innovation District plan, adopted in 2014, was meant to guide the westward expansion of the central business district around the Morgan Street CTA station, and that the 217-acre area had since seen more than $14 billion in approved or built real estate investment, including 1,700 hotel rooms, 3,800 residential units and 8.1 million square feet of office space. Those are the City’s figures from its release, dated 2021. The takeaway for a site is simpler: brands, studios and product companies cluster there, and the people who judge them do it on a phone.
Ecommerce website design Chicago brands order usually succeeds or fails on the product page, so we start there. Business website design Chicago companies use for a showroom, a pop-up or a wholesale line can be small, while a catalog of hundreds of items is a different build. See ecommerce website design for how we treat catalogs, checkout and product data. Teams asking for the best website design Chicago has to offer tend to mean “a site that looks like our brand”; the custom website design Chicago brands request is worth it when the product story needs a layout a template cannot give, and not worth it when it only changes the colors. The UX website design Chicago teams ask about should be tested with real shoppers before the design is final. If your search began with Chicago UX, the useful part is testing the buying path with real customers before the design is final.
Where the try-on idea usually comes from
A brand team sees a camera feature in a vendor pitch, loves it, and it reaches the brief as a line item. That is the moment to route it to the feature table further down this page, before design, because a try-on that uses a live camera may touch the statute’s list of identifiers. Raising it after the layout is approved costs more than raising it in the first meeting.
Press and social traffic landing on product pages
Coverage and posts send people straight to a product page, so that page has to work as a landing page: one clear product, one clear action, a size or fit answer and a returns answer visible without scrolling. A PR firm in Chicago or the work of a Chicago social media agency can fill the top of the funnel, and our page on landing page design covers pages built for that kind of visit.
Buyer three: the suburban manufacturer
World Business Chicago’s manufacturing page puts the number of manufacturing and logistics workers across the metro area at more than 400,000. Those are the agency’s words on its manufacturing page, and most of those employers are not downtown. A plant in the suburbs needs a site that a purchasing engineer can use between meetings: processes, materials, tolerances, certificates, a line card and a quote route that works without a phone call. Our manufacturing website design page goes deeper on the build.
Smaller shops often ask about website design Chicago small business owners can afford, and affordable website design in Chicago is mostly a question of scope. A short site with accurate capability pages and a working quote form does more than a long one with thin pages. Choose the smaller size that fits and add pages later, instead of paying for everything at lower quality.
Pages a purchasing engineer opens from a suburb
Engineers arrive from a search for a process or a material and decide in a minute whether the shop can do the work. Give each process its own page, state what you can hold and what you cannot, list the certificates you actually hold with their numbers, and put the quote form one click from every page. State a certification or standard only if you hold it, and show it exactly as issued; we never write one into a page as a promise.
- One page for each process or product family, with the materials and sizes handled.
- An equipment list with the machines that matter to a buyer.
- A certificates page that shows only what the shop holds, as issued.
- A line card or capabilities sheet that downloads and also reads as a page.
- A quote form reachable from every page, with a field for drawings.
- The plant address, hours and a named contact for new requests.

Web design companies in Chicago, compared by the buyer they serve
Web design companies in Chicago range from solo designers to large studios, and the useful comparison is not size but which of the three buyers a firm has served and can prove it. A Chicago website design agency that works mostly with lawyers will make different default choices from one that builds product catalogs, and a Chicago web design agency used to industrial clients will make a third set. The table pairs each buyer with the kind of firm that fits and the evidence worth asking for.
| Buyer | Kind of firm that fits | Evidence to ask for |
|---|---|---|
| Loop law or finance firm | A studio used to professional services and approval workflows | Biography and practice page structure, how disclosures are approved, how copy changes are tracked |
| Fulton Market brand | A studio or agency used to catalogs, product photography and campaign pages | Product page templates, how the checkout was tested on a phone, how press traffic was handled |
| Suburban manufacturer | A developer-led shop used to technical content and quote forms | Capability page structure, how a quote form routes to the right person, how documents are kept current |
| Any buyer with logins or integrations | A team with developers on staff or on contract | A written list of what the build connects to and who maintains it |
Some buyers search for the best web designers in Chicago, and that phrase invites a ranking we will not publish. The sensible substitute is to ask each firm for the same four items from the table and compare the answers. A web design studio Chicago buyers meet through a referral and a larger agency can both be right, depending on the reader. None of this names a firm, and none of it is a verdict on any of them.
How do you compare quotes from two Chicago studios?
Line the two quotes up against the same list of pages and features. Mark every item one quote has and the other lacks, then ask each firm to price the missing items so the totals mean the same thing. A lower quote that leaves out the quote form, the redirects or the migration of existing content is usually a smaller project with the same label.
A Chicago website design and SEO company should show you the page map and title plan before design starts, because that is where search gets built into the site. Our SEO services page describes the search work, and the SEO company in Illinois page covers the state.
When the job needs a developer as well as a designer
A designer decides what the pages look like. A developer builds what the pages do, and that difference decides who you hire. A web development company in Chicago, or a Chicago web development company serving Midwest clients, becomes necessary when the site has logins, pricing logic, product data feeds or integrations. Web development company Chicago teams hire for those jobs should show working code, name who maintains it and say what it connects to. Our web development services page lists what we build.
- A written list of every login, calculator, feed and integration the build includes.
- Who maintains each part after launch and what that costs each month.
- Where the code lives and whether you hold the account.
- How the build is tested on a phone and under load.
- What happens to data when a connected service changes its interface.
- A named person who answers when a form stops sending.
Searches for a web development agency Chicago owners can use, or a Chicago web development agency, usually hide one of four triggers: a customer account area, a quote calculator, a feed from an inventory or ERP system, or a connection to a payment or shipping provider. Custom website development Chicago companies need is about those triggers, not about the home page. Web application development Chicago teams ask for is the far end of the same scale.
Signs the job belongs to a web development company in Chicago
If a person has to log in, if the price depends on inputs, if data arrives from another system or if a form must create a record somewhere else, the project has a development core. Ask for a written list of those parts before comparing prices, because two quotes can differ by the cost of the part one of them left out.
When it is really an app
A product that needs push notifications, offline use or access to a phone’s sensors is more than a website. For that, see our page on app development company in Chicago, which covers apps in depth.
What Illinois biometric law asks of a website
Illinois has a statute aimed at biometric data, the Biometric Information Privacy Act, often shortened to BIPA, found at 740 ILCS 14. We read the whole Act in November 2026. This section is for marketing leads who need to know which site features to raise with a lawyer. It states the Act as written, adds no opinion on any company, and ends where counsel begins. Ask counsel.
Section 10 defines a biometric identifier as a retina or iris scan, fingerprint, voiceprint, or scan of hand or face geometry. It says identifiers do not include writing samples, written signatures, photographs, human biological samples used for valid scientific testing or screening, demographic data, tattoo descriptions, or physical descriptions such as height, weight, hair color or eye color, among other listed exclusions. Biometric information is information based on an individual’s biometric identifier and used to identify an individual.
Does BIPA only matter to large companies?
The Act speaks of a private entity, which Section 10 defines broadly, from an individual to a corporation, and which excludes State and local government agencies and Illinois courts. Nothing in the definition turns on the size of the business. Whether a particular business collects a listed identifier at all is the real question, and that depends on the features it runs.
The written steps before collection
Section 15(a) says a private entity in possession of biometric identifiers or information must develop a written policy, available to the public, with a retention schedule and guidelines for permanent destruction when the initial purpose is satisfied or within 3 years of the individual’s last interaction, whichever occurs first. Section 15(b) says no private entity may collect or otherwise obtain a person’s biometric identifier or information unless it first informs the person in writing that the data is being collected or stored, informs the person in writing of the specific purpose and length of term, and receives a written release. Section 10 defines a written release as informed written consent, an electronic signature, or, in employment, a release executed as a condition of employment. Section 15(c) bars selling, leasing, trading or otherwise profiting from the data, Section 15(d) limits disclosure, and Section 15(e) requires a reasonable standard of care in storing and protecting it.
The 2024 amendment
Public Act 103-0769, effective August 2, 2024, changed Sections 10 and 20. It added “electronic signature” to the definition of a written release and added a definition of the term. It also provides that a private entity that collects the same biometric identifier from the same person by the same method more than once, in violation of Section 15(b), has committed a single violation with one recovery, and the parallel rule applies to repeated disclosure to the same recipient under Section 15(d). Section 20(a) provides for liquidated damages of $1,000 or actual damages, whichever is greater, for a negligent violation, and $5,000 or actual damages, whichever is greater, for an intentional or reckless one, plus attorneys’ fees and costs and other relief including an injunction. We did not read how the single-violation rule applies to older cases, so this page does not say. The public act is short enough to read yourself.
Feature risk table: try-on, face login, voice login, photo checks
This table lists questions to settle with your counsel and your vendor; it is not a legal opinion. Each row uses only the statute’s own terms, and no row says that a named tool breaks the law. Read the last column as the options counsel may put in front of you if the Act applies.
| Feature | Why it is on this list | Ask the vendor | If counsel says the Act applies |
|---|---|---|---|
| Virtual try-on with a live camera | The statute lists a scan of hand or face geometry | Does the tool scan or keep face geometry, or only lay an image over the video? Where is it processed? | Notice screen, release captured by e-signature, public retention page, vendor contract terms, or drop the feature |
| Face login | The statute lists a scan of hand or face geometry | Is a template of the face created, and who stores it? | Notice screen, release by e-signature, retention page, vendor terms, or a login without it |
| Voice login, or a voice assistant that recognizes the speaker | The statute lists a voiceprint | Does it identify who is speaking, or only turn speech into text? | Notice, release, retention page and vendor terms, or a plain password and code login |
| Selfie or photo ID check | Photographs are excluded in Section 10, but a tool may do more than store the photo | Does it scan face geometry from the photo to match it to a person? | Notice screen, release by e-signature, retention page, vendor terms, or manual review |
| Fingerprint or hand scan at a kiosk, or by a vendor tied to a web account | The statute lists fingerprints and hand geometry | Does any template reach you or the vendor, and is it linked to a customer account? | Notice screen, release, retention page, vendor terms, or drop the feature |
| Phone unlock used to sign in | Depends on what leaves the phone | Does any template reach you or your vendor, or does the phone only confirm success? | Vendor terms in writing, and counsel’s view on what you receive |
| Photo gallery with face tagging | Depends on whether tagging scans faces | Does tagging scan faces to identify people? | Notice screen, release, retention page, or manual tags only |
| Ordinary forms, signatures and photo galleries with no recognition | Written signatures and photographs are excluded in Section 10 | None needed for this reason | Not on the list for the biometric reason |
Two other sections matter to some readers. Section 25(c) says the Act does not apply to a financial institution or an affiliate subject to Title V of the federal Gramm-Leach-Bliley Act. Section 25(e) says it does not apply to a contractor, subcontractor or agent of a State agency or local unit of government when working for it. Whether either describes your business is a question for counsel.
Bring these to the meeting with counsel:
- The feature as it would appear to a visitor, with screens if you have them.
- The vendor’s written answers about what is captured, stored and shared.
- The vendor’s contract terms on retention, deletion and subcontractors.
- The place on the site where notice and a release would sit.
- A draft of the public retention page, if counsel says one is needed.
- The alternative, a version of the feature that collects nothing.

What a Chicago brief should settle before design starts
The format of this page, one reader at a time, becomes a one-page brief. It names the reader, the three pages that matter to that reader, the features sent to the table, and who approves copy. Our design process begins with discovery and architecture, and the brief gives those stages something real to work from. For the stages themselves, see website design and development.
On the platform question, WordPress web design in Chicago is a sound default for a team that will edit its own pages, because the site stays portable and any competent developer can work on it. WordPress website design Chicago owners ask for is covered on our WordPress website design page, and the platform follows the editing needs, not the other way round.
Who approves what before launch?
Name the approver for each page before design starts. A law page needs the lawyer and often the firm’s ethics review, a finance page needs compliance, a product page needs whoever owns the claims about the product, and a manufacturer’s capability page needs the person who knows what the machines can hold. Late approvals are the usual cause of late launches; naming the approver in the brief moves the delay to a week when it costs less.
Chicago web design budgets for each buyer
Website design Chicago buyers budget for follows the reader and the size of the site, not the zip code. Web design Chicago prices run on national bands, and no published figure exists for Chicago alone, so this section does not invent one. Chicago web design is priced by pages, features and integrations. The table ties each reader to a size, with Progression’s starting price for that size where it publishes one.
| Buyer | What drives the budget | Size and Progression starting price |
|---|---|---|
| Loop law or finance firm | Biography and practice pages, approval steps for disclosures, the contact route | A business site, 10 to 16 pages, from $18,000 |
| Fulton Market brand | Catalog size, product photography, checkout and landing pages for campaigns | Ecommerce under 200 SKUs, from $34,000 |
| Suburban manufacturer | Capability pages, documents, the quote route | A brochure site, 5 to 8 pages, from $9,500 |
| Any buyer with a try-on, face or voice feature | A written scope after the feature has been through counsel | Quoted after the written scope; no number given here |
What does a biometric feature add to a quote?
Nothing is added until the feature has been through counsel and the vendor has answered in writing. The scope then lists the notice screen, the release capture, the public retention page and the vendor terms as separate items, or records that the feature was dropped. We do not put a number on it here because no published band covers it.
Website maintenance in Chicago works the same way as anywhere: a monthly care plan for updates, security, backups and small edits. Our own care plan for a small site is $50 to $250 a month, optional, and the published market range is below.
Our prices for a Chicago build
Our fixed-scope pricing on the website design and development page lists a starting price for each build type. We use it here without change.
| Build type | Price from |
|---|---|
| Single landing page | $1,400 |
| Brochure site, 5 to 8 pages | $9,500 |
| Business site, 10 to 16 pages | $18,000 |
| Site plus content program | $36,000 |
| Ecommerce, under 200 SKUs | $34,000 |
| Ecommerce with integrations | $78,000 |
| Care plan for a small site, optional | $50 to $250 a month |
Published bands behind each buyer’s budget
The bands below come from other providers’ published pages and run from the typical low to the published high. None is a Progression quote and none is specific to Chicago.
| Buyer or need | Published US band | What it describes |
|---|---|---|
| Loop law or finance firm | $15,000 to $100,000 | A custom business site with integrations |
| Loop law or finance firm, larger | $50,000 to $250,000 | An enterprise or multi-site build |
| Fulton Market brand | $5,000 to $100,000 | An ecommerce site, from small catalogs to large ones |
| Fulton Market brand, campaigns | $1,000 to $15,000 | A single landing page |
| Suburban manufacturer | $3,000 to $25,000 | A brochure or small business site |
| Every buyer, monthly | $100 to $2,500 | A maintenance or care plan |
| Every buyer, accessibility | $1,500 to $7,500 | An accessibility audit and fixes; large sites cost more |
