International SEO Agency | Global SEO Services, Hreflang, Multilingual Sites and Country Targeting

Updated September 2026 · Written and maintained by the Progression Agency strategy team

Progression Agency is an international SEO agency in New York City (a global SEO agency, in the vocabulary larger companies use): we make one website rank in more than one country, or in more than one language, without the versions competing with each other. That means the right URL structure, hreflang that validates, keyword research done in each market rather than translated from English, and tracking by country so you can see which markets are actually working. Clients are in the United States and worldwide.

The short answerInternational SEO is the set of decisions that tell Google which version of a page to show to which searcher. Get the URL structure and hreflang right and each country’s page ranks on its own merits; get them wrong and the versions cannibalise each other, the wrong language shows in the wrong country, and no amount of content fixes it. The work is mostly technical and mostly done once, followed by market-by-market keyword research and content that is written for each market rather than translated. Our international SEO services cover the audit, the international SEO strategy, hreflang, multilingual SEO, SEO translation and per-market tracking; an international SEO consultant leads each engagement. Ranges on our pricing page apply; a quotation follows a paid audit.

Technical rules on this page follow Google’s published documentation as linked in the text. Progression Agency has no affiliate relationship with any tool or platform named.

What is international SEO, and what is it not?

International SEO is the practice of making one website rank correctly in more than one country or language. It is not translating a site and hoping. It is choosing where each country’s or language’s pages live (domain, subdomain or subfolder), telling search engines which page serves which audience (hreflang), researching demand in each market in its own language, and measuring each market separately. Google’s own guidance on managing multi-regional and multilingual sites sets the technical rules; everything else is judgment about which markets deserve a full version and which only need a landing page. A site that sells in the UK and the US needs international SEO even though both are in English, because prices, spellings, delivery terms and search volumes differ.

The decision that comes first: ccTLD, subdomain or subfolder

Where the country versions live is the highest-leverage decision and the hardest to reverse. The table sets out the three structures Google recognises, with the trade-offs as we see them in practice. Our default for a company with one brand and one domain is subfolders (example.com/uk/, example.com/de/), because authority is shared and hosting is simple; ccTLDs win where local trust matters more than shared authority, which is common in Germany, Japan and France.

URL structures for international sites
StructureExampleGeotargeting signalTrade-offs
Country-code domain (ccTLD)example.de, example.co.ukStrongest; the domain itself targets the countrySeparate authority per domain, more hosting and legal admin, strongest local trust
Subdomainde.example.comSet per subdomain through signals such as hreflang and local contentEasy to host separately; authority partly shared; users read it as a different site
Subfolderexample.com/de/Set per folder through hreflang and local contentShares the domain’s authority; simplest to maintain; needs disciplined hreflang
URL parametersexample.com?loc=deNot recommended by GoogleHard to target and easy to break; we migrate clients off this

Hreflang done properly

Hreflang is the annotation that tells Google which language and country each version serves. The rules are short and widely broken: every version lists every other version and itself, the codes follow ISO 639-1 for language and ISO 3166-1 Alpha-2 for region, an x-default entry covers everyone else, the URLs are the canonical ones, and every link is returned. Google documents the three ways to declare it in its guide to localized versions of a page. Our free hreflang checker and guide runs the return-link and self-reference tests on any page; we use the same checks at the start of every audit. Fixing hreflang alone has moved clients’ country pages from the wrong market’s results into the right one within a crawl cycle, because the pages were already good and only mislabelled.

International SEO services: what the engagement includes

Our international SEO services are the same set for every client, sized by the number of markets: an international SEO audit; an international SEO strategy for the URL structure and market sequence; hreflang implementation and validation; international keyword research per market; multilingual SEO services with SEO translation by native writers; localization SEO for currency, units and legal pages; international link and local-signal work; and international SEO tracking with per-market reporting. An international SEO consultant, not an account manager, runs the engagement, and the international SEO tools we use (Search Console properties per version, GA4 by country, a desktop crawler for hreflang, rank tracking in each market) stay in your accounts.

Multilingual SEO agency and SEO translation agency work

For sites in more than one language we act as the multilingual SEO agency and SEO translation agency in one engagement: a multilingual SEO consultant maps keywords per language, native writers produce the pages, and SEO translation services are limited to content that does not need to rank. Clients searching for a multilingual SEO company, multilingual SEO consultancy or multilingual SEO expert are usually describing this arrangement. International SEO keyword research is the first deliverable in every case, because the keyword map decides what gets written and in which language. Searchers describe the wider work many ways too: international SEO service, international SEO specialist, global SEO consultants, geo targeting SEO, country specific SEO, SEO for multiple countries; the scope on this page is what each of those phrases buys.

International keyword research: research each market, do not translate the list

The English keyword list translated into German is not the German keyword list. Searchers in each market use different terms, different word order and different brands as reference points, and the volumes and competitors differ by an order of magnitude. We run keyword research per market in the local language and in the local Google, group by intent, and only then decide which pages each market needs. For English-speaking markets the differences are smaller but real: ‘estate agent’ against ‘realtor’, ‘solicitor’ against ‘attorney’, ‘hire’ against ‘rent’, and search volumes that bear no relation to population size. The output is a per-market map of which page targets which terms, which is also the content brief.

SEO translation and localization

SEO translation is writing the page in the target language around the target market’s keywords, not translating the English page. Machine translation followed by native editing is fine for product descriptions; landing pages, category pages and articles that must rank are written or rewritten by a native writer with the keyword map in hand. Localization goes beyond language: currency, units, date formats, delivery terms, phone formats, legal notices and the examples used. A localized page is one a native buyer would not identify as translated.

Multilingual SEO services: languages, not only countries

Multilingual SEO marketing serves language audiences rather than countries. Some sites need language versions rather than country versions: a Swiss site in German, French and Italian; a US site in English and Spanish; a Belgian site in Dutch and French. Hreflang handles this with language-only codes (de, fr, it) or language-region pairs where a language differs by country (pt-BR against pt-PT, es-MX against es-ES, or es-419 for Latin America). The mistakes we fix most often are language versions that share one URL with a JavaScript switcher (Google sees one page), auto-redirects by IP that stop Googlebot reaching the other versions, and machine translations left indexable that pull the whole site’s quality down.

Local signals for each market

Search Console no longer offers a country-targeting setting for generic domains, so the country a page targets is inferred from signals: the ccTLD if there is one, hreflang, local currency and addresses, local phone numbers, links from local sites, and content that references the market. For companies with a physical presence, a Google Business Profile per country and local citations add to this; our local SEO work covers that layer. For a company entering the US, these signals are the reason a US page or subfolder with US details outperforms a home-market page with a dollar price added.

For companies with a physical presence, a Google Business Profile per country and local citations add to this; our local SEO work covers that layer.

International SEO audit and checklist: what we check

Every engagement begins with a paid international SEO audit, because the technical state decides the plan. The table doubles as an international SEO checklist and reflects international SEO best practices as Google documents them. The audit is written, prioritised and yours to keep; it covers the items below and is the basis of the quotation.

International SEO tracking: rankings and traffic by country

International SEO tracking is the part most agencies skip. International SEO cannot be judged from one aggregate report. We set up a Search Console property per version, GA4 segmented by country and language, and rank tracking in each market’s Google with the local language, then report per market: impressions, clicks, ranking pages and conversions. The monthly review is written and shows which markets are moving, which are flat, and what changes next month. Our SEO services page describes the general reporting; the international version adds the per-market layer.

Global SEO strategy in two directions: US companies going abroad, foreign companies entering the US

A global SEO strategy runs in one of two directions. For a US company expanding to the UK, Canada, Australia or Europe, the work is new market research, country versions with hreflang, and local signals per market, usually on subfolders under the existing domain. For a foreign company entering the US, the work is a US version that reads as American (dollars, US contact details, US spellings, US legal pages), hreflang between the home and US versions so each ranks in its own country, and US keyword research, which usually reveals demand the home-market list never showed. Both directions are covered on our worldwide service page.

International SEO marketing for manufacturers, SaaS and ecommerce

International SEO marketing differs by business model. Manufacturers and industrial B2B companies are the most common international SEO clients because their buyers are in many countries and their catalogues are large. The approach is a product or category page per market for the lines that sell there, specification content that is genuinely localized (units, standards, certifications named by market), distributor and service-location pages with local signals, and hreflang across the whole catalogue managed from the CMS rather than by hand. SaaS and ecommerce follow the same pattern with pricing and checkout localized per market.

Choosing among international SEO companies

Lists of the top international SEO companies, the best international SEO companies and the global SEO companies rank agencies by reviews and size; a global SEO company at the top of one list is rarely the right fit for a mid-sized manufacturer, and international SEO for manufacturers is where we do most of our work. Judge an international SEO company or international SEO expert on four things instead: whether they validate hreflang rather than install it, whether keyword research is done in each market’s language and Google, whether reporting is per market, and whether the work happens in your accounts. The best international SEO is the version that is measured per market and corrected monthly; agency size does not predict that.

What it costs

International SEO is priced as SEO with a per-market layer: the audit is a fixed-price project, the structure and hreflang work is a fixed-price project, and ongoing work is a monthly retainer sized by the number of markets and the content volume. The planning ranges on our pricing page are the ones we quote against; a quotation follows the audit. Ranges are US figures and apply worldwide.

Getting found in search

Frequently asked questions

What does an international SEO agency do?
It makes one website rank correctly in more than one country or language: choosing the URL structure, implementing and validating hreflang, researching keywords per market, localizing content, building local signals and tracking each market separately.
What is the difference between international SEO and global SEO?
Nothing in practice; both describe SEO for sites that serve several countries or languages. Global SEO agencies and global SEO companies are the terms large enterprises use; ‘international SEO agency’ is what everyone else searches for. The work is the same.
What is international SEO?
International SEO is the practice of structuring, annotating and localizing a website so that search engines show the right country or language version to each searcher. It covers URL structure, hreflang, per-market keyword research, localized content and per-market measurement.
What are international SEO best practices?
One clear structure (ccTLD, subdomain or subfolder), hreflang with self-references, return links and x-default, canonicals that point to each version itself, keyword research in each market’s language, native-written localized pages, local signals per market and per-market tracking. The audit checklist on this page follows them.
What does an international SEO consultant do that an SEO agency does not?
Sets the market sequence and URL structure, validates hreflang, runs research in each market’s language and reports per market. A general SEO agency usually optimises one version for one country.
Do I need international SEO if all my markets speak English?
Yes if you sell in more than one English-speaking country. The UK, US, Canada and Australia differ in spelling, terminology, currency, search volume and competitors; without hreflang and local signals one version tends to rank everywhere, usually the wrong one.
Should I use a ccTLD, subdomain or subfolder?
Subfolders are our default for one brand on one domain, because authority is shared and maintenance is simple. ccTLDs win where local trust matters more than shared authority. Subdomains sit between. The audit makes the recommendation for your case.
What is hreflang?
An annotation, in the HTML head, the HTTP header or the XML sitemap, that lists each language or country version of a page so Google can show the right one. Every version must list every other version and itself, and every link must be returned.
Can you fix hreflang errors?
Yes. Hreflang fixes are a scoped, fixed-price job; we validate self-references, return links, x-default, code validity and canonical alignment across every version, and re-check after deployment. The free checker on our hreflang guide shows the state of any page.
Do you write content in other languages?
Yes, through native writers working from a per-market keyword map. Machine translation with native editing is used only for content that does not need to rank, such as product descriptions at scale.
How is international SEO tracked?
A Search Console property per version, GA4 segmented by country and language, and rank tracking in each market’s own Google. Reporting is per market, monthly and written.
How long does international SEO take?
Structure and hreflang fixes show in the next crawl cycles, usually within weeks. New market content ranks on the same timescale as any SEO: months, faster in low-competition markets. The audit gives a per-market estimate.
Can you help a foreign company rank in the United States?
Yes. The work is a US version with US details, hreflang between the home and US versions, US keyword research and US local signals. It is the international SEO work we do most for clients from outside the US.
What does international SEO cost?
The audit and the structure work are fixed-price projects; ongoing work is a monthly retainer sized by markets and content volume. Planning ranges are on the pricing page in US dollars; a quotation follows the audit.
Do you work with clients outside the US?
Yes, worldwide, remotely, under New York contracts with US-dollar invoicing and milestone prepayment. The terms are on the international clients page.
