We measured ten. Seattle and Phoenix both have a strong local pack, but in Houston it occupies the top three positions outright — zenithiq.com, aiseocompany.com and agendamediagroup.com — before a single organic result appears. A person searching this term in Houston sees a map and three business cards before they see a website.
Which relocates the work entirely
When the pack owns the first screen, the Business Profile is not a supporting asset, it is the asset. Categories, the service list, service area, hours and review text decide who appears there, and none of that is content marketing. What that says about the field
That the organic half of this SERP is not a settled competition. The top of it is strong — two national agencies at DA 49, a DA-86 directory, a DA-71 directory — but underneath that the field thins out fast, and the pages that inserted themselves did so by publishing something with the words on it rather than by out-linking anybody.
And what it does not say

Confirm AI crawlers can reach the site and that the content survives without JavaScript — our robots.txt checker and JavaScript SEO checker both run in your browser and cost nothing. Then one Houston page that says something specific about Houston.
And the directories, because outranking them is not realistic

The argument is a cost comparison, not a forecast, and it is the same argument in every city even though the numbers differ.
We do not know that the term will grow

The plan was to sort each city into one of three kinds — local-pack dominant, directory led, or AI Overview present. Re-pulling every result set on 17 September 2026 collapsed that: ten of the twelve carry a local pack, six serve an AI Overview, and directories appear in almost all of them. Houston is still the clearest pack-led market of the twelve — its pack holds positions one to three outright — but most cities are two of the three shapes at once.
What does hold is who is at the top
thriveagency.com, one national agency at domain authority 49, holds a top-seven position in nine of the twelve cities and position one in four of them. It is at position four here. agencies.semrush.com sits at two to six in ten of twelve. A city page is usually competing with a national agency and a directory rather than with a local rival.
And that every market has a low-authority site holding a position
Domain authority 5 in Philadelphia, 7 in Austin, 10 in Miami and Phoenix, 11 in Atlanta, 12 in Chicago, 14 in Boston, 16 in Dallas, 19 in Los Angeles, 20 in Seattle, 25 in Denver — and pixorank.com at domain authority 2 here in Houston, the lowest we found anywhere. Progression is domain authority 4.
We also wrongly excluded three cities, and corrected it
Miami, Boston and Denver were recorded as returning no SERP data and dropped from the build. Retrying the same query returned full result sets for all three — the empty response was transient, and Philadelphia and Atlanta produced it once each before returning data on an immediate retry. All twelve cities have a page.
